Comment: "I am against the 17.02% rate hike proposed by Idaho Power for their capital
investments on residents and small businesses while the largest users of energy are
proposed between 7-10%.
Idaho Power says it needs this rate hike to fund nearly$200 million in new capital
investments, ranging from coal plant transitions and smart meters (which monitor usage
remotely but can increase fixed fees)to trucks, office IT systems, and corporate facilities.
But the burden of those investments isn't being shared evenly. In short, Idaho's families,
seniors, and farmers are footing the bill, while the biggest power users reap the rewards.

The company says it's on a path to 100% clean energy by 2045, and is investing heavily in
transmission lines, smart grid systems, and renewable sources like wind and solar to get
there. But here's what they don't often say out loud: much of this new infrastructure is
designed to serve regional energy markets, not just Idaho's. Idaho Power participates in the
Western Energy Imbalance Market(WEIM), a multi-state power exchange that allows
utilities to buy and sell electricity across state lines in real time.
While that may benefit utilities and large-scale energy players, it raises a critical question
for Idahoans: why are local ratepayers being asked to fund infrastructure increasingly
supporting out-of-state demand?"

Comment: "After reading all the comments on this proposed rate and service fee increase,
all I have to add is my voice with those who are opposed to the changes. I oppose these
changes. Micron, Meta, and out-of-state utilities seeking more power can fund the things
they need. Or company execs can save some of that comoany profit and reinvest it into the
company's needs. Smaller businesses make these things work, a large corporation should
be just as capable, if not better, at managing growth without raising prices:'

Comment: "I am very concerned about the requested rate increase. I'm not sure the best
way to register my objections. Idaho Power's property taxes have drastically reduced over
the the 15 years. Additionally, they sued the state of Idaho over the 4 R's and the Idaho
courts incorrectly applied the railroad exemptions for power companies. As a result, IP
received an addition $10 million from the settlement. The ID legislature also just locked in
a new rate based tax eliminating all property taxes for them resulting in a much more
stable, and predictable cost. They will no longer be subject to local bonds or levies. On top
of all of this, ID Power has significantly reduced the reimbursement rate for residential solar
uses which has provided additional revenue for Idaho Power. With the addition of new
power consumers like Micron and Meta, it would appear that IP is asking residential users
to subsidize these new consumers. If I need to register my complaints regarding the
requested rate increase a different way, please let me know. Thank you."

Comment: "I hear that PUC, is asking for a 17.3 raise for utilities.
As a retired person that left California because I could no longer afford to live there, this
raise is very distressing to me and my husband.
I hope that this will be rethought and taken into consideration that there are people who
cannot afford that type of hike and our rates.

Comment: "Hi! I'm writing out of concern for the recent news of a rate increase by Idaho
Power. The rate proposal fails the fairness test. When everyday families, retirees, and small
farms are being asked to pay double the rate increases of large industrial users, something
is broken. 17% is just robbery. Please lower the rate increase for families and consider
putting more of the burden on large corporations (Meta/Micron)who can absorb the cost
easier. Myself and others will be writing to the senators of each district as well, to request
the same.Thank you!"

Comment: "I am asking for the commission to DECLINE this very large rate increase. I
believe this rate to be much higher than annual inflation rate and to point out that most of
the residents of Star are 55+. While it could be argued that that the increase in homes being
built would increase the demand or electricity- I believe that as with other public services

that Contractors/Home Builders pay for-this should be covered via those looking to build
in this town. And not be a burden for residents to carry. "

Comment: "Hello, and good day..
We who live in the Great State of, Idaho, did not vote on nor do we want energy costs on
electricity and natural gas rate hikes, especially when it mostly only benefits other States.
Only on the surface, this sounds practical. It allows for better grid coordination and can
reduce waste. But in reality, this system is increasingly used by states like California,
Oregon, and Washington to meet their aggressive green energy mandates, at Idaho's
expense. While those states have enacted strict laws to eliminate fossil fuels and shift to
100% clean energy by 2045, Idaho has no such mandate. Yet our state is building the
infrastructure to help them meet theirs. This is not only unacceptable, this is criminal and
insane. This needs to STOP!"

Subject: Opposition to Idaho Power's Proposed Rate Increase
To Whom It May Concern:
I'm writing to voice my strong opposition to the proposed rate increase from Idaho Power.
This company has admitted on their website to polluting our skies in an effort to increase

water supply, and now it expects Idaho residents to subsidize infrastructure that primarily
benefits other states, where power is sold at a premium.
Idaho Power does not truly serve Idahoans.We have no alternative provider, giving this
company an unchecked monopoly, something that should be illegal in a free market. For
far too long, they've been allowed to degrade our environment under the pretense of water
and energy needs, with little accountability.
I urge the PUC to stand with Idaho residents and reject this rate hike. It's time to place
meaningful restrictions on a utility that has repeatedly shown disregard for the people and
environment of our state.
