SUBJECT: IN THE MATTER OF COMMISSION STAFF'S APPLICATION FOR
APPROVAL OF AN OVERSIGHT PROCESS FOR THE ACQUISITION
OF LARGE SUPPLY-SIDE ELECTRICAL RESOURCES; CASE NO.GNR-
E-25-01.
On March 31, 2025, Idaho Public Utilities Commission Staff("Staff') filed an application
("Application") with the Idaho Public Utilities Commission ("Commission") requesting that the
Commission modify its Request for Proposal ("RFP") oversight process. Application at 1.
On April 16, 2025, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Order No. 36549. The Commission granted intervention to the Industrial
Customers of Idaho Power,Northwest & Intermountain Power Producers Coalition, Idaho Power
Company, Rocky Mountain Power, and Avista Utilities. Order Nos. 36561 and 36578. On May
13, 2025, a Notice of Parties was issued.
STAFF RECOMMENDATION
Staff recommends that the Commission now issue a Notice of Modified Procedure
establishing a July 24, 2025, all-party comment deadline, an August 21, 2025, all-party response
comment deadline, and a September 4, 2025, Staff reply comment deadline.
