IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

July 24, 2006 – 1:30 P.M.

In attendance were Commissioners Paul Kjellander, Marsha Smith and Dennis Hansen.

Commissioner Kjellander called the meeting to order. The first order of business was approval of the CONSENT AGENDA, items 1 – 3. There was no discussion. Commissioner Kjellander made a motion to approve the Consent Agenda. A vote was taken on the motion and it carried unanimously.

The second order of business was MATTERS IN PROGRESS:

Bev Barker’s July 19, 2006 Decision Memorandum re: Schedule 21/Low Income Weatherization Services, PacifiCorp Tariff Advice No. 06-03.

Ms. Barker reviewed her Decision Memo. There was no discussion. Commissioner Smith made a motion to approve the revisions to Schedule 21 proposed by the company and supported by staff. A vote was taken on the motion and it carried unanimously.

Donovan Walker’s July 20, 2006 Decision Memorandum re: Idaho Power’s Application for a Certificate of Public Convenience and Necessity for the Evander Andrews Power Plant, Case No. IPC-E-06-09.

Mr. Walker reviewed his Decision Memo. Commissioner Hansen questioned whether the Commission would want to schedule a public workshop on this matter at this time because the hearing date is too far in the future and it would be difficult for the public to have all the facts before the Staff has filed its comments. Commissioner Smith concurred with Commissioner Hansen and asked when the final order needs to be issued. Mr. Walker replied that December 15th is the deadline and confirmed that the proposed schedule will accommodate that date. There was no further discussion. Commissioner Kjellander made a motion to accept the procedural schedule as outlined in the memo and reserve the right to deal with any issues related to public workshops or public hearings at a later date if it is determined one or both may be necessary. There was no further discussion. A vote was taken on the motion and it carried unanimously.

The only other item on the agenda was under the category of FULLY SUBMITTED MATTERS and Commissioner Kjellander stated it would be deliberated privately. He then adjourned the meeting.
