Comment: "We are a retired couple in our mid to late 70s and on a fixed income. Lastyear
we elected to go to level pay and auto payment for our electric bills. We found it easier to
budget a given amount for each month, rather than being subject to huge bills during the
months that our usage is up, namely during the summer months due to air conditioning. 1

contacted Idaho Power to check on any changes to our level pay amount. Although our
Level pay increased about$14, 1 was told that a $5 in the monthly service charge had been
assessed, increasing from $10 to $15. 1 asked what that charge is for and was told that it
helps to recoup costs that the company incurs regardless of the usage, such as billings,
meter readings and repairs. So for any customer who uses little to no electricity, the utility
still assesses that service charge. At this juncture, I had to ask myself whether this was a
charge included in the company filings to the Commission for increases. I contacted the
Commission office and spoke with Curtis regarding my question. He explained the
situation and the request by Idaho Power to increase this service charge in 2023 to $25, but
the Commission required Idaho Power to phase it in over a two-year period.
Taking data from their one of their web sites, I have serious questions as to why Idaho
Power needs this charge, let alone a whopping$15 or$25 assessment. Idaho Power
claims to have about 620,000 customers, not all in Idaho and, probably, commercial
customers in this number. Assuming all 620k customers are assessed the $5 increase and
pay this fee monthly, Idaho Power would collect$3,100,000. Extending that to a yearly
amount, it would be over$37,000,000. What is Idaho Power doing to the power grid that
needs that kind of investment by customers each year? Raising the service fee to the$25
they asked for in 2023, Idaho Power would be collecting$15,500,000 monthly,
$186,000,000 annually.
I don't know what kind of justification they have to offer for this huge amount, unless it is to
satisfy earnings and stockholder expectations. I think they should reset the service charge
to the last amount of$10. That would still allow them to recoup most of their costs with
$6,200,000 monthly, $74,400,000 annually that they say cannot be absorbed in the
proposed usage rate increases.
Customers in more impoverished circumstances, may have to decide whether to pay the
power bill or provide food and housing for the family. I'm confident that many Idaho Power
customers participate in Project Share to help these folks with their bills. However, this is
not the answer for Idaho Power customers. From our perspective, there is no justification
for these charges and proposed increases:'

Comment: "I disagree with raising power rates. It disproportionately affects residential
users while industrial and big corporations get off with less. This is not equal treatment so it
is unconstitutional we should be affected the same % or it is the government picking
winners and losers. Also, why are we moving to renewables when coal works great and
doesn't shut down in extreme weather? People died in TX over multiple years due to
renewables failing them. We should aim for no more than 50% renewables unless you want
a winter grid collapse that kills mass amounts of our population. Learn from recent history!
Blood will be on your hands! Also, wildfire mitigation blackouts is a lie.You will kill people if
you turn off some people's power. So now you are going to warn them ahead of time they
are going to die!?Theyjust get extra warning the power will be cut,you can't expect me to
believe you care enough to go to everyone who requires electricity to save lives and make
sure they are moved or have a generator? I moved away from California to get away from
communism.This is not democracy for take a utility away the people pay for and you
decide when they are allowed to have it. Next we will have social scores tied to our smart
meters and if you don't like our opinions we won't get electricity until we repent and bow to
big brother. I won't go silently to the gulags. Infrastructure changes we have to pay for
should also only be done when it 100% benefits ID customers, otherwise we are upping our
rates for other state use. Tell them "No! ID consumers need the power" of you have to. It
seems a ton of unnecessary changes are happening that cost money when you could just
maintain what we have at a far greater be benefit to the vast majority of ppl in ID. Don't pass
rates higher than seniors cola's. I have seen too many lose their home because inflation
and government has forced them out.Whoever is for this and made these decisions should
be ashamed. God knows your greed and real agenda, may he turn you from this path or his
judgement fall upon you swiftly before these wrenched changes can be implemented:'

Idaho Power is about to slap customers with a huge rate increase. This MUST NOT happen!
Idaho Power's proposed 2026 rate hike (Case No. IPC-E-25-16), seeks a 17.02% increase in
residential base rates, a 67% rise in monthly service charges, and higher per-kWh rates,
disproportionately impacting families, farmers, and small businesses compared to large
industrial users like Meta and Micron.
We oppose this hike, which unfairly shifts the cost of Idaho's growth and infrastructure
investments, including coal plant transitions and regional energy market participation, onto
everyday ratepayers.
We oppose:
• Rate Increases: 17.02% increase in residential base rates. Monthly service charge rises
from $15 to $25 (67% increase). Higher per-kWh rates for all usage levels.
• Time-of-Use Pricing: Optional plan to shift usage to off-peak hours.

• Cost Shift: $46.8 million in power costs moved from Power Cost Adjustment to
permanent base rates.
• Infrastructure Investments: Funds coal plant closures, renewable energy, and regional
market infrastructure. Includes smart meters, transmission lines, and corporate facilities.
• Uneven burden: Residential and small business customers face over double the
percentage rate increase of large commercial/industrial users. Families, seniors, and
farmers bear the brunt, while big corporations benefit.
• Regional Energy Market Investments vs Idaho Interests: Investments support Western
Energy Imbalance Market, potentially serving out-of-state demand. Why should Idaho
ratepayers fund non-local benefits?
• Wildfire Mitigation Cost Shift: $25 million for wildfire mitigation included in rate hike.
This bypasses accountability under Idaho's Wildfire Standard of Care Act (S1183).
• Risky Precedent: Similar policies in California led to massive rate hikes and blackouts.
New York's climate legislation adds $3 billion annually to resident costs. Europe's lesson:
Spain, France, England, and Germany no longer can meet energy needs due to"Green
Energy/Climate Change Hoax" policies like those Idaho Power intends to implement.
Please DO NOT approve this rate hike!"

increase in the service charge to $25.00 (solar customers should be paying this service
charge increase not regular residential users) it is going to place a burden upon residential
users.With the increase of large power users like Micron and Meta these companies and
other classes of users need to start sharing more of these costs instead of placing so much
on the residential user. When considering this rate increase please remember that each
residential customer represents a family and families in Idaho are stressed to the breaking
point with what they are dealing with the high cost of inflation. Every time Idaho Power
requests a rate increase it appears that it has become automatic for the Idaho PUC to grant
their requests. If a line is not drawn on these rate increases Idaho is going to go the way of
other states whose power has become a burden upon it's users. "

Comment: "I would like to express my opinion in strong opposition to Idaho Power's
proposal to increase the residential service charge from $15 to $25. Not to long ago, I
remember it being$5, then $10. Now, they are seeking another$120/year from residential
customers. They claim on their website that this higher service charge yields a larger
portion of the customers' monthly bill be collected through the fixed fee charge. What a
Load of crap to the customer!This completely undermines the customer who is trying to be
energy efficient, trying to use alternate energy sources to keep their bill low. Now, even if a
home (like mine is often in the summer), is completely energy efficient through the summer
and barely imports any power from the grid because I invested in solar- - I'm being
punished for it. It sure seems that all the recent "moves" Idaho Power is making recently
goes against everyone who is trying to be efficient of their resources. I invested in solar to
NOT HAVE A BILL!!!! And this big monopolized entity is just sticking it to people like us and
saying--too bad, we are going to get your money one way or another. I'll tell you guys this -
if this goes much further you're going to have people disconnecting from the grid all
together. I have solar and a battery backup plan - - I know I sure can sustain myself without
Idaho Power at all. Please reconsider what this surcharge is doing to the customers. Even
fixed income folks. The extra $120/year- no matter WHAT THEY IMPORT FROM THE GRID -
- is asking a lot! Honestly, I'd rather Idaho Power keep their fixed fee connection fee at$5,
and increase power rates. Have people PAY FOR WHAT THEY USE - not be punished
regardless of their use!! This is ridiculous. "

charged on new residential buildings. The real problem, however, are the sweetheart deals
being given to large corporations like Meta for data centers that consume as much
electricity-and water-as many Idaho cities yet are not required to pay the associated costs

Idaho power should stop trying to pass off these fees to taxpayers already burdened by our-

with Idaho Power shutting down the Boardman coal plant in Oregon and exiting the Jim
Bridger facility in Wyoming by 2026 and the North Valmy Generating Station in Nevada by
2031. These plants have historically provided about 40% of Idaho Power's electricity
supply.The company says it's on a path to 100% clean energy by 2045, and is investing
heavily in transmission lines, smart grid systems, and renewable sources like wind and
solar to get there.We already know wind and solar power generation is not always practical
for demand and wind generation doesn't have a great payback! I'm on a fixed income that

continuous raises to our utility bills gives us less money for life's necessities. I am sure
none of this matters to Idaho Power or to the commission that ultimately decides yes or no
on rate hikes, but it matters to thousands of Idahoans who are strugglingjust to live. We
vote for our legislators who ultimately set the parameters for commissions that effect our
Lives; but our legislators often fail to stand for the little guy and bow down to big business.

In this case, a lot of the money being asked for is not even for the benefit of Idahoans. Do
not be surprised when people bad-mouth your company and ask for legislators to do all

Comment: "I have lived in the Treasure Valley in Idaho for over 65 years. I have been a
customer of Idaho power the entire time. I am tired of paying for the growth when I had
nothing to do with those wanting to come here and enjoy the great area I have called home
my entire life. I feel that Growth should be paying for its on way. If big business wants to
enjoy our inexpensive way of life they should have to pay for their impact on those that live
here. I people want to move here and enjoy our way of life they should not cause me to
have to pay more for where I live. Those that are coming here need to be paying larger
percent than those how have been here and have not impacted the needs that cause Idaho
Power to have to grow there footprint. Please find away to protect those that are here for
the long term. Do not drive us out of the area because we can no longer afford to live here.
Do Not Turn the Treasure Valley and Southern Idaho into California. Please make the power

Comment: "I would like to state my displeasure with the proposed 17% increase in rates.
No one can keep up with the rising cost of living and raising power rates will significantly
affect the already struggling working class in the area. Many may be able to stomach the
increase, but far too many simply won't be able to. I've not seen a 17% bonus on my
paycheck nor anyone else within my social circle, so I don't see how people will be able to
absorb these costs when so many Idahoans both young and old are living paycheck to
paycheck. How will the fixed income elderly continue to survive the cost of living crisis if
things keep up like this?
If I may make a suggestion, welcome bitcoin miners to Idaho to bolster both the grid itself
and the monetization of the grid. Look no further than Texas, another Red state, as a good
example. We could potentially save money if we welcomed bitcoin miners to Idaho and we
have some of the most abundant hydroelectric availability in the entire country. Why are we
not welcoming bitcoin miners?!Why are we charging them a premium on electricitywhen it
is a verifiable fact that doing so renders mining wholly unprofitable and thus impossible to
take root and flower here.
Idaho Power and the PUC cannot remain logically consistent if they wish to modernize the
grid while simultaneously making it all but impossible for bitcoin mining to operate here.
Arguments against bitcoin and bitcoin mining may have made sense even a year ago, but
we can a very different landscape in front of us today. Please give bitcoin some serious
consideration and squash the luddites' antiquated and debunked arguments. Please seek
alternatives to raising rates and think on how this will negatively impact your customers.
