Solar energy customers purchased these systems in good faith that we would be increasing the grid capacity and reducing demand, which would benefit Idaho Power and the solar generation customers by creating a fair and equitable service that would offset the tremendous upfront investment that was made to acquire the solar equipment and required installation. The ROI was calculated under the Net Metering calculation at the time of install prior to converting to Net Billing. The ROI has increased exponentially since moving over to Net Billing and now Idaho Power wants to further reduce our ability to payback our solar installation costs by lobbying for another rate decrease for solar generation. If Idaho Power wants to pay us less per kilowatt hour for electricity that we send back to the grid, shouldn't we be charged less as well?They can't have it both ways and we urge you to reconsider their position and support a fair and equitable solution that benefits both parties. I lived, with my wife, Renee Sumsion at 29030 Parma Rd in Parma, Idaho 83660. We purchased solar panels three years ago at a cost of $70,000. We did this to help the ecology, increase the value of our home and to improve the cost of heating and cooling our home. We purchased the solar panels so it would produce 120% of our needs. The contract we signed with Idaho Power stated that whatever power we produced, that was over and above what we used, we could bank for future use. This last month we produced 1200 kW. I used 442 kW. My meter started at 4825 and ended at 4037. So as you can see, we put 788 kW into the system. Idaho Power sells that for .08, of which I get .04 from. I don't see how this is fair. How does Idaho Power know how much power I produce? At night they still charge me the highest summer rate. I feel they should pay me closer to the market rate for the power I produce. With this kind of practice, I don't know how anybody else will put money into installing solar panels. It's not financially feasible anymore, they're killing the industry. Isn't Idaho ecologically friendly anymore? I don't understand how Idaho Power can change our contract. The improvements we've made to our home with the solar panels has now become a liability. When people learn what Idaho Power is doing. If we were to sell our home, we would not be able to recoup the cost we have had to pay for the solar panels. 2 If we cannot bank our power, then they need to pay us more for the power we produce. Please help me understand how all this came to pass and if there are steps we can take to make this fair and equitable for both parties. Thank you for your time.
