Comment: "What are senior citizens on fixed incomes to do? Veolia has over an 11%
increase and Idaho Power is asking for more than that. My power usage won't change but
this increase will come close to doubling my bill. Social Security yearly increases do not
even come close to this. So I must cut back on driving, on groceries & on any
spending not related to food & shelter. Wish I had profits as much as you do:'

Comment: "I cannot afford the rate hike Idaho power wants. I am on SSI. I have medical
equipment I depend on to live. Between both the connect fee and the INSANE rate hike? My
bill will jump almost 50 bucks a month. $600 a year. I have been trying to figure out what I
can do without. At 57, 1 might need to use candles, have no TV, not be able to afford to turn
on my dryer, and set strict limits on everything. I have medical equipment I must use.We
would face going without real heat in the winter, as this administration has cut all LIHEAP. I
have already starting shopping for candles to use for light in the winter. Hoping to find them
on sale. I am looking at running outdoor solar light strings through windows. I do not know
what else to do:'

Comment: "A monthly service charge of$25/mo is unacceptable when up until the past
few years the service charge was only$5.Why should someone using no electricity pay
$25/mo for nothing. Moreover, the new service charge is so high that with Idaho Power's
requested pitiful export credit rates for on-site generation 9 months out of the year a
customer would have to export over 2600kWh/mo just cover this new exorbitant service
charge when nationwide the average monthly household usage is just under 900kWh/mo.
This just provides incentive on-site generators with storage to disconnect from the grid
entirely, resulting in negatives for grid stability and saturating fixed costs on those who can
Least afford it(it doesn't take that many years at$25/mo to pay off a backup natural gas or
diesel generator after all, and you could buy a new gasoline one every other year just for the
cost of the service charge.) One would expect with the massive 66% increase in the

monthly fixed service charge the usage rates might at least go down, since in theory those
fixed costs were shifted to it, but all the usage rates still went up, quite significantly in the
case of the base tier rates (26%for base tier summer rate.) I find it hard to believe that the
average residential bill would "only" go up by 17%given these changes. "

Comment: "Public Utilities Commission,
I recently sat through the rate case for Idaho power to further reduce customer
compensation for renewable energy as they claimed that the cost to procure power is
cheaper this year. If that is indeed true why would the"company"turn around and attempt
to increase power bills for Idaho customers. I think you can easily see this is an anti
competitive situation. It is clear that the PUC needs to adjust customer generation
compensation back to kilowatt for kilowatt as Idaho power is going to continue to increase
rates until people can't afford power and also can't install solar to offset these rapidly
increasing rates. It is time to stand up to the"company"and end this. Follow Pacific
Power's rate plan in Oregon and allow customer of Idaho power a viable option to combat
rapidly increasing rates. "

Comment: "I am concerned about the amount of this proposed rate increase, especially
with other utility companies asking for significant increases. Advertising it as a 13%
increase is dishonest and deceiving since the burden on residential customers is actually
17.35%. It is also really upsetting to stomach this large of an increase when you drive past
the Idaho Power yard in Boise and see so many brand-new cars, customized trucks,
trailers,jet boats, and heavy equipmentjust sitting there next to a brand-new training
center and facilities. If Idaho Power is so far behind, I can give you an entire yard of idle
equipment that demonstrates why.
Years ago my public-employee job paid the bills, now I am living pay-check-to-pay-check
with no savings in a supervisory position because my costs have gone-up so much. I don't
travel or have hobbies because I can't afford them. Our 4-5 year employees with regular
raises can't even buy a house.
Idahoans are all learning to live on less, Idaho Power needs to do the same. Idahoans can't
afford hundreds of dollars more each year in utility bills so Idaho Power can buy more new
stuff. Maybe it's time to cut the wasted spending on "green energy"generation and storage
that costs way more than it ever returns to the system but makes them look good:'

Comment: "It is not fair to increase the base rate from 15 to 25$, which is an increase of
66.67%.
For all the people who try to save energy, they are paying for all the others who don't give a
thing in saving electricity. My suggestion is to increase the base rate by 2.55$, which is 17%.
Then you can raise the kwh by 1 cent:'

Comment: "I have seen in the local news that Idaho Power is requesting a 17% rate
increase for residential customers. I feel this is quite excessive. As a retired person on a
fixed income i unable to go to Social Security an request a 17% increase in my check.
Perhaps Idaho Power should learn to budget better as I have in the last few years. In light of
rising costs for everything from medications to gasoline, groceries and other expenses, I
have had to cut other things. Idaho Power can do the same. I strongly oppose this rate
increase:'
