A$21.66 monthly hike may seem incremental on paper, but for many Idahoans already grappling with rising costs for housing, groceries, and basic needs, this is a serious burden. Energy is a necessity, not a luxury. These proposed increases will disproportionately impact working families, seniors on fixed incomes, and those already on the edge of financial stability. 1 Idaho Power operates as a monopoly. With no alternative providers, Idahoans have no choice but to accept whatever rates are imposed. If prices continue to climb unchecked, we need to have a real conversation about whether a monopoly utility model still serves the public interest or whether it's time to open the market to competition. While I understand the need for infrastructure investment and wildfire prevention, the scale of this increase and the shift in cost burden onto residents is unacceptable. I urge the Commission to reject this rate hike or significantly scale it back, and to prioritize affordability and accountability in anyfuture decisions affecting Idaho's utility landscape:' -------------------------------------------------------------------------------------------------------- Name: Morris Porter Submission Time: May 30 2025 4:38PM Email: tc.kade.porter@gmail.com Telephone: 208-779-0005 Address: 11405 W Daniel St Boise, ID 83713 Name of Utility Company: Idaho Power Case ID: IPC-E-25-16 Comment: "How is it that with all the growth in Idaho and the increased revenue that comes from it that Idaho Power can continuously petition the IPUC for more and more money outside of what they are producing? Private companies can't do this. 25 million for wildlife resiliency?A nearly 20% projected increase in people's electrical bill is unreasonable. Does Idaho Power not put away money for capital improvements. Why is it up to the public to fund these? It's time to deregulate this company and bring in competition. These hikes are not only excessive but will place an unfair financial burden on families, seniors on fixed incomes, and low-to moderate-income households across the state. Additionally, the proposed increase for large industrial and commercial consumers—just 7-8%—is disproportionately low compared to the rate increase being asked of residential customers. Idaho Power should not shift the weight of rising costs primarily onto households while giving large power users a relatively smaller increase. If rates must be raised, the burden should be shared equitably. The increase for large consumers should at Least match the percentage increase proposed for residential customers. The $10 increase in the fixed monthly charge is particularly troubling. Fixed fees reduce customer control over bills by penalizing conservation and energy efficiency. Customers who invest in solar panels, efficient appliances, or who simply try to use less electricity to manage costs will be unfairly impacted. These changes reduce incentives for responsible energy use and unfairly penalize low-usage customers. I urge the Commission to reject Idaho Power's current proposal and instead require a more equitable, transparent, and sustainable approach to any necessary rate adjustments. The future of Idaho's energy landscape should prioritize fairness, conservation, and affordability for all customers—not just the largest consumers. Thank you for your time and consideration. An increase of 17.35% on my retirement fixed income will impact my ability to cover other expenses. As well, I find it ironic Idaho Power is seeking to increase charges to customers while at the 10 same time decrease the amount once committed to refund residential solar customers - it's quite the one-two punch! I believe upgrades to power lines, substations, and other infrastructure due to the increase in population should be mostly shouldered to builders and new customers who are creating the increased demand - as opposed to myself, an existing customer, who is taking every measure possible to lessen my usage (not increase it). This is also my belief in the request for wildfire resilience measures (including equipment and technology to prevent fires and protect communities)which should be shouldered by those needing it(consider it "pay to play" by choosing to live in a high risk area. This represents an increase of$28 million compared to the $261.2 million reported in 2023. Here's a breakdown of Idaho Power's financial performance for 2024: Increased Earnings Drivers: Higher Idaho base rates: A rate increase effective January 1, 2024, boosted retail revenues per megawatt-hour (MWh). Customer growth: Idaho Power experienced strong customer growth of 2.6%, adding to its operating income. Increased customer usage: Warmer summer temperatures led to higher customer usage, especially among irrigation customers. Tax credits: Idaho Power utilized tax credits available under the company's Idaho regulatory mechanism. So lastly, you already get tax payer dollars you use to subsidize your net income. Idaho Power (IdaCorp), continues to request rate increases and the PUC continues to approve them. They have cut solar 41 rates yearly and continue to request solar be cut. Now they want to energy increase rates 17%. In 2024 IdaCorp EPS was $5.50. In 2023 it was $5.15. Net income increased from $261 M to nearly$290M from 2023 to 2024. This all while Idaho has started to become one of the least affordable states in the country (median home price to median income). Yes, Idaho is growing and that means more infrastructure to the grid and cost to IdaCorp.Yet their revenues continue to increase. The are a utility provider, not a Fortune 500 company. There are no alternatives in the Treasure Valley. There is no competition. IdaCorp runs a state regulated monopoly(PUC), yet as more Idahoans are forced to leave the state due to cost of living, Idaho Power continues to run rate increases (or for solar customers rate decreases)while profiting millions under the guise of"it's better for the consumers". Please consider a stop to the monopoly as members of the PUC and think about the people Living in the state versus profits. Part of these funds are for wildfire upgrades.Wildfires are not new. Wildfires have been a part of Idaho's environelment since before its inceptiom as a state, so why is this all of a sudden a reason to ask for a rate increase? If Idaho Power is a reaponsible business, then why was this ROUTINE and EXPECTED maintenance/upgrade not baked into the rates the have always charged Idahoans. Per the vast majority of Lawmakers in our state, climate change is not real and we do not need to curb behaviors that may exacerbate it, so if that is the case, why do we now suddenly flip to prevent foreseeable and excessive damage in this case, yet not others? This will cost me an additional$250 per year as a single person living in a 1 bedroom apartment. For my parents, I estimate it will cost them $800 per year more, and for my grandmother on a fixed income - I estimated it will cost her about$300. Oh, and why is it that we the PEOPLE are being stiffed here at an approximate 17% rate increase compared to large users receiving only 7-8%???? None of this makes any sense. This will not trickle down, to savings for the consumer-we never see that happen when businesses save money. Instead they simply pocket the difference. So perhaps we should make the rates equal across the board if we are going to do this. Or, even better, make corporations, i.e. Large users, pay a higher percentage than us residential users because. We are taxed at the same 5.xx% rate, so why should we not have a uniformed increase in power rate? Idaho power states on their own website: "equitable among residential customers:' I'm sorry, I thought "equity" was a "woke" and bad word. Why are we allowing this to happen for the sake of"equity?"They fail to explain where the inequity lies in the current structure, anyhow, which is embarassing. Idaho power is asking for this rate increase at a terrible economic period that we are going through in this state, and country. Everything we buy is at an insane markup compared to even a year ago, and Idaho Power, who pays its CEO a BASE SALARY OF$890,0000 (!?!?!) as the audacity to ask Idahoans (who mostly make $30,000-$50,000 per year)for more money? Please - are we tone deaf, or are we just greedy? If Idaho Power needs more money, we have enough power from wind, sun, and water to sell to other states. I don't discredit the importance of improved infrastructure but maybe a phased approach is needed before"forcing"customers to pay$260 extra a year. Customers in Idaho are not making a higher wage but we are obligated to pay more in higher taxes to own a home, triple rent costs, more for groceries, etc. Any extra financial obligation will force customers out of homes and we don't want to become a city or state that has larger homeless population. Please treat me like a customer, go back to the drawing board to have no increase or greatly reduce the financial impact to customers. I installed solar to help the grid when there was a big push for solar back in 2021. At that time, I was told by Idaho Power that there were no fees involved and that they would just need to install a different monitor. They then made up a $5 "monitoring fee" after failing to raise the value of the power my solar generated. I thought$5 was understandable to monitor the power input. Now it has sneaked up to $15 and is now proposing$25.Why is the cost to monitor increasing for the exact same meter and the same system? How does the same system warrant a 400% increase in 4 years? This, plus the myriad of other unexplainable fees which often don't have an explanation, is getting out of hand. Especially when they have a monopoly, as there is no other power option in Idaho. If they are hurting for money, they should take it from the absurd amount the CEO is making. 6.7 million last year?Yet we are going to gouge the common citizen who is struggling already? At a time when many Idaho families and businesses are already facing economic pressure from inflation and rising costs of living, an additional burden through higher utility rates is both ill-timed and inequitable. Idaho Power has a responsibility to manage its energy procurement and delivery efficiently without placing the financial impact of volatile energy markets onto customers. Instead of increasing rates, I urge the Commission and Idaho Power to explore cost-control strategies, investments in long-term energy stability, and more transparent financial accountability. I respectfully request that this proposal be reconsidered in favor of solutions that protect ratepayers and ensure affordable energy remains a priority in Idaho:' ------------------------------------------------------------------------------------------------------- The following comment was submitted via PUCWeb: Name: Merrily Worthington Submission Time: Jun 2 2025 12:05PM Email: wrstlgirl@yahoo.com Telephone: 208-387-1123 Address: 7930 Manassas Lane Boise, ID 83714 Name of Utility Company: Idaho Power Case ID: IPC-E-25-16 Comment: "Idaho Power needs to be prorating their service fee. My average bill for usage is about$20.00. By the time they add in all the taxes and service fees my bill more than doubles. So 50% of my bill is fees and now they want to raise the monthly fee from $15 to $25H Why should I pay the same amount as a family of 3-4 with a large 3 bedroom house that uses more of the service? If the service fee is prorated by usage it would be more fair. With all the snow that we get up here in the Panhandle, I have a hard time fathoming why there is such an issue with water shortage and rates?Gem state raised our rate 2 years ago and decreased our volume. Now Gem States intention is to unjustly increase our rates at an UNREALISTIC percentage which ought to be illegal ! Those of us that are retired, hard working, low income, unemployed, disabled and on social security, simply cannot afford this unjustified increase in their already extended budget. We are retirees on 5 acres with our horses that we truly enjoy riding, spending time with and receive great pleasure sitting on the porch watching them in the field. However, all of this requires a vast amount of water. Water is required for the hay field, troughs, rinse down after a good ride. In my neighborhood and surrounding areas, many folk have livestock, hayfields, self- sustaining vegetable gardens and fruit trees in order to afford their other financial obligations. Many of these are older homes with extensive established landscaping, all of this requires water to sustain the healthy eco system. The newer home owners are working hard to establish their landscaping and planting, which will require added water for them. Keeping everything watered and green around our homes and property as a form of fire protection in a known fire danger zone. This is a high priority for many homeowners that have had numerous fire threats. With all the new construction, our water pressure has suffered greatly. It has gone down substantially at times. Will anything be done about this issue? Why aren't the newly constructed homes paying a higher fee for hookups to the water system? I feel as though we are supplementing those fees. Please advise me if I am incorrect on this. 67 I do not use the full volume of water in the winter, yet I still pay the full price; why is it that our rates do not go down - or-we get a credit towards that which is not used? You are in fact charging us for services not rendered. All other utility companies adjust their rates according to the usage. Is it necessary to upgrade everything in a short period of time? And once done, will our rates go down, I find that highly unlikely. Please give this grave consideration as I am sure that your committee has read all the comments regarding this rate hike. There is an overwhelming multitude of residents that are deeply concerned and worried about the outcome of this decision. This decision can devastate many. Please take it under advisement. It's understandable when an increase needs to be made at a reasonable rate, this is not. It would be nice if we all were to get a raise of 79 percent, unfortunately that would be unsustainable for our employer. Thank you for your time. Per Case# IPC-E-25- 13, as of 6/1/25 Idaho Power was issuing a decrease in residential rates. However IPC-E- 25-16 is proposing a rate and service charge increase effective on or around 1/1/26. As customers, it would be nice to get an explanation as to why we would get a decrease in rates and then six months later there is a significant increase. In a time when everything is getting more expensive and and wages are stagnant, folks are trying to save money. Though nothing can be done for this instance, as a consumer I would request that Idaho Power do 68 more evaluation in the future.
