I am writing to express my strong opposition to Idaho Power's proposed 17.35% rate

A$21.66 monthly hike may seem incremental on paper, but for many Idahoans already
grappling with rising costs for housing, groceries, and basic needs, this is a serious burden.
Energy is a necessity, not a luxury. These proposed increases will disproportionately impact
working families, seniors on fixed incomes, and those already on the edge of financial
stability.

Idaho Power operates as a monopoly. With no alternative providers, Idahoans have no
choice but to accept whatever rates are imposed. If prices continue to climb unchecked,
we need to have a real conversation about whether a monopoly utility model still serves the
public interest or whether it's time to open the market to competition.
While I understand the need for infrastructure investment and wildfire prevention, the scale
of this increase and the shift in cost burden onto residents is unacceptable. I urge the
Commission to reject this rate hike or significantly scale it back, and to prioritize
affordability and accountability in anyfuture decisions affecting Idaho's utility landscape:'

Dear Commissioners,
I am writing to express my strong opposition to Idaho Power's proposed electricity rate
increase of more than 17%for residential customers, as well as the $10 increase in the
fixed monthly service charge. These hikes are not only excessive but will place an unfair
financial burden on families, seniors on fixed incomes, and low-to moderate-income
households across the state.
Additionally, the proposed increase for large industrial and commercial consumers—just
7-8%—is disproportionately low compared to the rate increase being asked of residential
customers. Idaho Power should not shift the weight of rising costs primarily onto
households while giving large power users a relatively smaller increase. If rates must be
raised, the burden should be shared equitably.The increase for large consumers should at
Least match the percentage increase proposed for residential customers.
The $10 increase in the fixed monthly charge is particularly troubling. Fixed fees reduce
customer control over bills by penalizing conservation and energy efficiency. Customers
who invest in solar panels, efficient appliances, or who simply try to use less electricity to
manage costs will be unfairly impacted. These changes reduce incentives for responsible
energy use and unfairly penalize low-usage customers.
I urge the Commission to reject Idaho Power's current proposal and instead require a more
equitable, transparent, and sustainable approach to any necessary rate adjustments. The
future of Idaho's energy landscape should prioritize fairness, conservation, and
affordability for all customers—not just the largest consumers.

Living has accelerated rather quickly. There n a da to be a middle ground on this. 17%
increase seems steep.
If there must be an increase, can we please give a break to those that have installed solar.
As the price is now, and worse under proposals, the incentive to install solar is slim.
Incentivizing solar installs would lessen the burden on demand and perhaps help curve 0
increases. Those that installed solar after the "grandfather period" seem to have been
caught in a bad place: and he money is already spent, but the "break even" point may
never come. Can we please reward those that tried to lessen the demand on our power
grid, please?"

indicated you wished to. I understand prices are increasing everywhere and in all things. It
seems everything goes up except for working-class pay, and it is already difficult enough for
many in Idaho to carve out a comfortable existence.
I would suggest you consider applying rates based on income and/or considering offering
discounts to households with disabled occupants. Idaho is becoming increasingly difficult
to endure anymore. The aggressive growth allowed by local and state governments has
placed a heavy burden on those of us not fortunate enough to have sold property
elsewhere for far more money than we originally purchased it decades ago.
Power is absolutely necessary for our society to function and my family and I greatly
appreciate the efforts of Idaho Power in delivering it to us reliably and safely."

Comment: "I am opposed to the significant rate increase filed by Idaho Power. An increase
of 17.35% on my retirement fixed income will impact my ability to cover other expenses. As
well, I find it ironic Idaho Power is seeking to increase charges to customers while at the

same time decrease the amount once committed to refund residential solar customers -
it's quite the one-two punch!
I believe upgrades to power lines, substations, and other infrastructure due to the increase
in population should be mostly shouldered to builders and new customers who are
creating the increased demand - as opposed to myself, an existing customer, who is taking
every measure possible to lessen my usage (not increase it). This is also my belief in the
request for wildfire resilience measures (including equipment and technology to prevent
fires and protect communities)which should be shouldered by those needing it(consider it
"pay to play" by choosing to live in a high risk area.
I also find it a bit extreme to take an almost 70% increase at one time (vs. a gradual
increase over multiple years) in the monthly service charges:'

Comment: "As it seems now, Idaho Power has just settled with Idaho Department of Fish
and Game to help restore the land and wildlife that was damaged by the Valley Fire,
however the specific cost for fighting that fire has not yet fully tabulated to which will also
financially impact Idaho Power as well. Idaho Power is responsible for maintaining their
equipment in order to prevent situations like the Valley Fire and if they are unable to do so
because of funding issues, then rate increase requests should be made to address the
shortcomings in an effort to prevent Valley Fire situations, not after the fact when financial
responsibility falls onto Idaho Power. It is not resident's responsibility to pay for the
negligence of Idaho Power and accept culpability when their employees will not be held
accountable for their inattentiveness to a situation that could have easily been avoided.
That being said, is Idaho Power able to provide a specific breakdown of estimated

expenditures in full that would support this rate increase percentage to ensure they are not
redistributing funds away from normalope rations in an effort to cover the cost of the
$800,000 settlement and future cost of the equipment and services used to put out the fire,
without lowering the paychecks of responsible parties? "

burnt down Boise National forest last fall by Lucky Peak. Idaho has the second highest cost
of living and lowest wages in the nation. However, Idaho Power keeps growing and growing.

Comment: "I am frustrated. I am an ID. Power customer going on 55+yrs. I have seen power
costs wildly increase throughout this time frame.When are you people going to hold their
feet to the Fire and make them hold a tight budget like most consumers do.This increase
should be tied to annual inflation rates and maybe less. They make tons of profit only to
satisfy their wishes to spend more, satisfy their shareholders, hire more people with top
notch salaries, buy equipment to replace equipment that's in good shape with years of
service life left and then sit and wait for an outage to occur. This is a typical utility company
with a monopoly no different than any other corrupt corporation looking at profits rather
than service to its customers. I just spent 6k for about 300 ft of underground wire and a
transformer that I don't own. I also paid an excavating company to dig and backfill their
trench which scared my property for years for the power line. Everyone that needs power
goes thru the same sinerio.The costs didn't stop there.They will continue to profit from my
power usage into eternity. It's time to stop the bleed. "

Why is it that residential customers would bear such a much higher percentage of this cost
burden? Idaho has the 2nd highest housing costs in the nation.The cost of living in the
treasure Valley is the highest in the nation when you account for wages. All while large
business is reporting record profits. Essentially this rate incease will take from the very
small amount if any of expendable income from hard working folks while your large
business customers who have more expendable income than they need won't even notice
their increase. Please deny this rate increase until idaho power can figure out how to evenly
distribute the costs. Seriously, why can't all customers have the same increase? I'm happy
to pay the same % as Micron. I am absolutely against paying more than 2x what they pay.
Please note: My home has not increased the average usage in many decades. However, the
power bill continues to go up, never down (even when it's reported it will). Developers and
new large businesses should be charged for the additional infrastructure, instead of getting
price breaks. All while sticking it to existing residential customers. Prices should be evenly
spread across customers... and yes, we are VERY aware of the huge salaries and benefits
given to the executives of the company. Please reject this case as it's currently written. "

Here's a breakdown of Idaho Power's financial performance for 2024:
Increased Earnings Drivers:
Higher Idaho base rates: A rate increase effective January 1, 2024, boosted retail revenues
per megawatt-hour (MWh).
Customer growth: Idaho Power experienced strong customer growth of 2.6%, adding to its

17%. In 2024 IdaCorp EPS was $5.50. In 2023 it was $5.15. Net income increased from
$261 M to nearly$290M from 2023 to 2024.
This all while Idaho has started to become one of the least affordable states in the country
(median home price to median income). Yes, Idaho is growing and that means more
infrastructure to the grid and cost to IdaCorp.Yet their revenues continue to increase. The
are a utility provider, not a Fortune 500 company. There are no alternatives in the Treasure
Valley.There is no competition. IdaCorp runs a state regulated monopoly(PUC), yet as
more Idahoans are forced to leave the state due to cost of living, Idaho Power continues to
run rate increases (or for solar customers rate decreases)while profiting millions under the
guise of"it's better for the consumers".
Please consider a stop to the monopoly as members of the PUC and think about the people

absolutely necessary. I would love to continue to live in and serve Idaho, especially Boise,

these additional funds from Idahoans. This is a private company,yes?So why are they
asking us as tax payers to fund their expansion? Do they not have a business plan in place

continued business? Part of these funds are for wildfire upgrades.Wildfires are not new.
Wildfires have been a part of Idaho's environelment since before its inceptiom as a state,
so why is this all of a sudden a reason to ask for a rate increase? If Idaho Power is a
reaponsible business, then why was this ROUTINE and EXPECTED maintenance/upgrade
not baked into the rates the have always charged Idahoans. Per the vast majority of
Lawmakers in our state, climate change is not real and we do not need to curb behaviors
that may exacerbate it, so if that is the case, why do we now suddenly flip to prevent
foreseeable and excessive damage in this case,yet not others?
This will cost me an additional$250 per year as a single person living in a 1 bedroom
apartment. For my parents, I estimate it will cost them $800 per year more, and for my
grandmother on a fixed income - I estimated it will cost her about$300. Oh, and why is it
that we the PEOPLE are being stiffed here at an approximate 17% rate increase compared
to large users receiving only 7-8%???? None of this makes any sense.This will not trickle
down, to savings for the consumer-we never see that happen when businesses save
money. Instead they simply pocket the difference. So perhaps we should make the rates
equal across the board if we are going to do this. Or, even better, make corporations, i.e.
Large users, pay a higher percentage than us residential users because. We are taxed at the
same 5.xx% rate, so why should we not have a uniformed increase in power rate?
Idaho power states on their own website: "equitable among residential customers:' I'm
sorry, I thought "equity" was a "woke" and bad word. Why are we allowing this to happen for
the sake of"equity?"They fail to explain where the inequity lies in the current structure,
anyhow, which is embarassing.
Idaho power is asking for this rate increase at a terrible economic period that we are going
through in this state, and country. Everything we buy is at an insane markup compared to
even a year ago, and Idaho Power, who pays its CEO a BASE SALARY OF$890,0000 (!?!?!)
as the audacity to ask Idahoans (who mostly make $30,000-$50,000 per year)for more
money? Please - are we tone deaf, or are we just greedy?
By reducing C-suite compensation, Idaho Power should be able to scrounge enoigh
$100,000 coins to fund some of this themselves before they insultingly approacb the tax
payer holding out a pot for money."

With all the snow that we get up here in the Panhandle, I have a hard time fathoming why
there is such an issue with water shortage and rates?Gem state raised our rate 2 years ago

an UNREALISTIC percentage which ought to be illegal ! Those of us that are retired, hard
working, low income, unemployed, disabled and on social security, simply cannot afford
this unjustified increase in their already extended budget.
We are retirees on 5 acres with our horses that we truly enjoy riding, spending time with and
receive great pleasure sitting on the porch watching them in the field. However, all of this
requires a vast amount of water. Water is required for the hay field, troughs, rinse down
after a good ride.
In my neighborhood and surrounding areas, many folk have livestock, hayfields, self-
sustaining vegetable gardens and fruit trees in order to afford their other financial
obligations. Many of these are older homes with extensive established landscaping, all of
this requires water to sustain the healthy eco system. The newer home owners are working
hard to establish their landscaping and planting, which will require added water for them.
Keeping everything watered and green around our homes and property as a form of fire
protection in a known fire danger zone. This is a high priority for many homeowners that
have had numerous fire threats.
With all the new construction, our water pressure has suffered greatly. It has gone down
substantially at times. Will anything be done about this issue? Why aren't the newly
constructed homes paying a higher fee for hookups to the water system? I feel as though
we are supplementing those fees. Please advise me if I am incorrect on this.

I do not use the full volume of water in the winter,yet I still pay the full price; why is it that
our rates do not go down - or-we get a credit towards that which is not used? You are in
fact charging us for services not rendered. All other utility companies adjust their rates
according to the usage.
Is it necessary to upgrade everything in a short period of time?And once done,will our rates
go down, I find that highly unlikely.
Please give this grave consideration as I am sure that your committee has read all the
comments regarding this rate hike.There is an overwhelming multitude of residents that
are deeply concerned and worried about the outcome of this decision. This decision can
devastate many. Please take it under advisement. It's understandable when an increase
needs to be made at a reasonable rate, this is not. It would be nice if we all were to get a
