Comment: "As a single income family, not by choice (I was recently laid off and the job
industry for my field is TOUGH), another increase to an already absorbent bill could be
detrimental to my family. I am not alone in this, Idaho power sells our power and resources
to other states. We have windmills and solar panels everywhere but yet Idaho residents are
paying through the nose for electricity. "

are many people in Idaho that have to choose between paying for medications or keeping

Comment: "Regardingthe rate case process just being covered bythe media now in early
June, the power company probably needs continuing increases generally because of
economic conditions that probably will never change enough to stabilize power rates.
One way to affect future rates is to require that the power company invest in future sources
of energy that will minimize costs and thus rates. From what I have heard, Idaho Power is
committed to net zero emissions on a certain time schedule by investing in solar energy.
This policy is part of a fad that is beginning to fade because of its flaws. The recent big
outage in Iberia flagrantly displayed the flaws in the solar and wind approach to providing
energy.
To make solar and wind useful as a major portion of the system, frequency stability
capability is required. To do that costs a lot of money thus making solar and wind less
attractive. According to what has been written, nations that have come to depend on solar
even without frequency stability are currently charging up to three times higher power
rates.
Idaho Power should be prevented from using rate income for pursuing excessive solar.
They should be required to go in the direction of nuclear power to minimize these ongoing
rate increases.

Comment: "Hello, it has come to my attention that idaho power is pushing for a 17 percent
residential increase.This is not good. Maybe you all should look inwards and cut
unnecessary spending before you hurt the entire city. I bet if I went through your books I
would find a bloated system that needs trimmed.We already pay too much as it is, and
with the summer months here that is really going to break the bank of a lot of people. I
strongly advise against this increase as it is not fair. The increases you have already
imposed on us the past few years has already been a devastating blow to my finances, and
I am sick of having to compensate for that just to have a cool and comfortable home."

I am writing to strongly oppose the proposed rate hike by the power company, which
unfairly targets residential customers. The significant increase in electricity demand is
primarily driven by the rapid expansion of data centers operated by companies like Meta

and Micron, not by households. It is unjust to burden residential ratepayers with higher bills
to subsidize the energy consumption of these corporate entities.
According to a 2025 Department of Energy report, data centers accounted for
approximately 4.4% of total U.S. electricity consumption in 2023, with projections
estimating this could rise to 12% by 2028 due to the growth of AI-driven facilities.
Specifically, Meta's data centers consumed 14,975,435 MWh of electricity in 2023, a 34%
increase from prior years, driven by their Al infrastructure demands. Similarly, Micron
Technology has expanded its operations to meet the growing need for high-bandwidth
memory chips for Al applications, further straining the power grid. These figures clearly
demonstrate that large-scale data centers, not residential users, are the primary
contributors to increased energy demand.
Residential customers, many of whom are already grappling with rising living costs, should
not be forced to bear the financial burden of grid upgrades and new power infrastructure
necessitated by these energy-intensive facilities.A recent analysis indicated that in some
regions, residential ratepayers are covering up to two-thirds of the costs for transmission
projects driven by data center expansion. This is inequitable when companies like Meta
and Micron directly benefit from these investments.The Public Utilities Commission
should instead require the power company to implement a cost allocation model that
targets high-energy users, such as demand-based pricing or direct infrastructure cost
agreements for data centers.
Moreover, the environmental impact of data centers' massive energy consumption cannot
be ignored.While companies like Meta tout sustainability goals, their facilities significantly
strain the grid, often requiring new power plants or transmission lines. Residential
customers, who consume a fraction of this energy, should not subsidize these
developments. In Georgia, for example, proposed legislation aims to protect ratepayers
from utility bill increases driven by data center energy demands, offering a model for fair
cost allocation that the Commission should consider.
I urge the Public Utilities Commission to reject the proposed rate hike for residential
customers and direct the power company to develop a fair pricing structure that holds
high-energy consumers like Meta and Micron accountable for their disproportionate energy
use.This approach would ensure equity, encourage responsible energy consumption, and
protect households from undue financial strain.

Comment: "Why do you have to raise the utilities so much. I am 65 yo, disabled, in pain
24/7 and a widow.. I was in the hospital 2 yrs ago fighting for my life because of the flesh
eating disease, which wiped out my left arm.. I struggle every day physically and financially.
Why do you feel it necessary to raise rates?Cause your profit margin isn't big enough?Well
it's hurting the older community!!"

winter was eye popping. I was considering solar but the net meter agreement is now gone.
Can we look at alternative energy sources. Can we actually hold the developers
accountable in some capacity, they get rich and we get rate increases to facilitate our
mayors build baby build policies. "
