Comment: "I have been increasingly frustrated with the regular increases Avista has been
making in the flat rate charge for electric (and also gas) service. We currently pay$20 each
for electric and gas. This means if I went out of town for 1 month and used absolutely no
services, I would have a $40 bill waiting for me since I receive gas and electric from them.
This seems outlandish to me. Furthermore, it discourages energy savings. What
motivation do I have to try to better insulate my home if Avista is going to take my money
regardless of my cost savings efforts? Lastly, it subsidizes people who charge their electric
cars at home. I do not currently have that benefit, but by increasing the flat rates charged,
it penalizes everyone equally and not those who use more power. I believe that Avista
should get any necessary revenue increases from the consumption of the power and that
way people who need more are paying more. For example, people who have the benefit of
an electric car, can help shoulder more of the burden Avista has for bringing that power to
market."
