Comment: "The 2025-2026 electric rate increases of 20% seem extreme. Additionally, the
current basic monthly charge of$20 constitutes over 20% of my average month monthly
bill. More increases for basic monthly charge of$5 plus another$5 in 2026 will account
for over 50% my future bills. I only consume 300-800 KW per month, so the basic monthly
charge is an unearned benefit I have to pay Avista. "
