Safelink Internet LLC, DBA Anthem Broadband is pleased to submit our application for the Idaho
Broadband Equipment Tax Credit for the years 2015 to 2023. Given the approval of our
qualifying broadband equipment for the 2015-2023 tax years, we respectfully request a credit
of$492,294.83 —representing 3%of our total qualifying equipment investment of
$16,409,827.71. As an Idaho-based company, we are dedicated to expanding and improving
broadband connectivity across the state. We provide both wireless internet and fiber-optic
services, delivering reliable, high-speed internet access to businesses and residents, including
those in rural and underserved areas. Our mission is to bridge the digital divide by ensuring that
communities throughout Idaho have access to fast, dependable broadband infrastructure.

Anthem Broadband has compiled a comprehensive list of broadband equipment that meets the
statutory criteria outlined in Idaho Code § 63-30291. The total broadband investment for the
years 2015 to 2023 amounted to $16,409,827.71, which includes essential infrastructure and
equipment necessary for the expansion and enhancement of broadband services.

As of December 31, 2023, Anthem Broadband serves 13,684 Idaho customers and 4,930
non-resident customers,totaling 18,614, with Idaho representing 73.5%of the network.
From 2015 to 2023, total customers grew from 10,258 to 18,614, supported by tower
expansion from 158 to 244 sites. Idaho's potential customer base is now estimated at
122,000.
From 2015 to 2023,Anthem Broadband grew from 10,258 total customers (9,103 in
Idaho)to 18,614, driven by strategic infrastructure development and market expansion.
Idaho's potential customer base reached 122,000 by year-end 2023, supported by tower
growth from 158 to 244 sites.

4.Transmission Rates Provided
For the Idaho Broadband Tax Credit application,the lowest transmission rates offered to
subscribers of the relevant broadband network have consistently met or exceeded state
requirements from 2015 to 2023. During this period, the lowest download speed
evolved from 1 Mbps to 15 Mbps, while the lowest upload speed increased from .25
Mbps to 3 Mbps. Furthermore,the network's capacity significantly expanded, with the
highest available download and upload speeds reaching 1000 Mbps by 2019,
demonstrating substantial investment in high-capacity broadband.These sustained and
improving speeds underscore our network's capability to provide reliable and high-
performance broadband service.
