Comment: "To the Idaho Public Utilities Commission:
It appears after opening my bill this afternoon, Saturday, May 24th, 2025, that you have yet
again raised your indiscriminate Basic Charge, which is NOT part of utilities we actually
use, ($20). You quietly slid this in the billing statements pretty slick.
QUESTION:
WHAT IN THE HELL IS THAT FOR?????
Did you even read any of the case comments regarding this sham??? At first it was said it
was for updating and maintenance of equipment...sorry...where's the evidence for that??
...that's a state tax budgeting expense and we already pay for that. You're not going to
double dip.
I filed my comment/complaint regarding the first Basic Charge of$15 a week ago, which I
found out from a supervisor during conversations about my bill several months ago.
What the supervisor told me is that Avista just went to you, the Idaho Commission Board
and asked for a flat$15 rate (apart from any customers usage). What...?...Like spoiled kids
going to daddy for money...? NO. I'm sorry, this sounds like taxation unjustified,
unrepresented, not consented to and imposed upon a customer. You don't get to do that
without our consent...AND WE DO NOT CONSENT! PLEASE HEAR THIS, BECAUSE I AM
GOING TO REPEAT IT.
We must state our dissent to such as a no response can be taken as consensual. You
didn't ask.
WE OF IDAHO DO NOT CONSENT TO THIS FLAT BASIC CHARGE FOR NO VALID REASON
GIVEN. NOTHING.

In Washington and Oregon it goes by income the supervisor told me. If you don't have a
certain level of income, this fee is not imposed...so why the heck is Idaho not doing this???
Where is the subsidized consideration as the other states??? WHAT ARE YOU DOING
I DAHO??!!
WHAT ARE YOU GETTING OUT OF IT?
ARE YOU GETTING A CUT OF THE $15 and now$20 fees in exchange for consenting for the
taxpayers???
I'm not going to pay for something I have not used, especially for an essential need for living
and not knowing or agreeing for what it's for. For all I know it's going in somebody's pocket
for a bonus or raises.
Idaho used to be a nice place to live, affordable with good, independent, common sense,
responsible, grounded people of a REPUBLIC.
WE ARE NOT DEMOCRACY. MAJORITY DOES NOT RULE. YOU DO NOT RULE OVER US.
Our taxes pay enough, and you can just adjust the budget and payroll and stop passing
some project fee onto us, the customer.
WE PAY TAXES FOR THIS CRAP.
REMOVE THE BASIC CHARGE! YOU ARE JUST STEALING MONEY.
For as much corruption that we have become aware of through DOGE, TRILLIONS....IN ALL
federal and state institutions and agencies, I think YOU need to be held accountable as
well. Where's the due process???
I'm sire you're scare...but I'm going report this, so that DOGE can be aware of more areas to
inspect for fraud and waste....to come and check out Idaho and other states regarding their
utilities and the ridiculous indiscriminate fees and charges that you impose for unknown
purposes.
Again, I'm commenting and watching how the Idaho state government is behaving
regarding accountability of finances. We all are. WE, the American people are getting tired
of the tightening noose around our necks with taxes especially for essentials; utilities, fuel
and food....essentials manipulated artificially inflated or fraudulent fees implemented.
Things we are already paying for, money collected through all the other taxes; income
(twice), state, federal, property, sales, death and blah, blah, blah. Figure it out because no
more is coming from us! It's time to return to held accountable, being minimal,
conservative and fiscally responsible with WE THE PEOPLE'S MONEY!
I hope you are prepared for an audit by very smart people, because, again, I will not pay for
something I'm not using. MY UTILITY USAGE IS WHAT I WILL PAY.
And I will pay every penny of utilities I actually use, but I didn't get consulted on some flat
rate fee you decided was ok to impose, IDAHO BOARD...you don't get to just speak for

citizens and customers of utilities and say ok, go ahead...but we get a cut of it...because I
think that is what you did. WHERE'S THE MONEY GOING??? IT'S NOT YOUR MONEY.
If it's for people who are here illegally...that's gonna stop. I'm not paying for people who are
not here legally or for poor immigrants who got here with green cards who don't work and
Live off us the rightful citizen, who doesn't get any of the primary breaks.... who shouldn't
have public aid or any other arrangement that you're not explaining. Because as far as I can
see, it's $15 and now$20 for who knows what.
The American people and the legal citizens of Idaho deserve an explanation in detail that
can be validated with documents, legal procedure and CONSENT.
AGAIN...AND WE DO NOT CONSENT.
The state of Idaho is just okaying things that the public is now obligated to follow? NO.
THAT'S not how this goes...governing is supposed to be OF, BY AND FOR the people...NOT
OVER. WE DO NOT CONSENT.
