Comment: "i installed solar in 2023 was promissed a 5 dollar a month fee for the meter to
be connected to id power that worked for one year, i had alot of excess kilowatt hrs banked
then one year after i installed my solar i get a bill from idaho power my excess kilowatt hrs
gone i called idaho power they said i used them not even possible, i generate over a
hundred kilowat hrs per day my bill says i use about 50 kilowat per day they cannot explain
to me that i use my power first and the only pay this much during these months and this
much during those months now they want to pay even less i spent 64000$for my solar
system i never would have done it if knew this was how im getting screwed , they should not
be allowed to do this to hard working people.very dishonest company i have tracked my
power generation the record less than half of what i produce explanation is always i used it
they dont even want to see the proof .thank you for time"

Comment: "Idaho Power has consistently raised rates to an unnecessary level and now
they are attempting to line their pockets with money from homes with solar power. The
reason people get solar panels is to save money. Why should the power created by homes
with solar be valued any different than the energy we purchase from Idaho Power."

Comment: "I am writing to express my strong opposition to Idaho Power Company's (IPC)
current proposal to reduce the export credit rate (ECR)for on-site solar generation systems.
The proposed reduction represents a 68.7% decrease in compensation during summer off-
peak hours, and a 80.3% decrease in compensation during non-summer hours. Because of
their investment in the power distribution infrastructure, I understand IPC cannot purchase
solar generated energy at the same price they sell if for. I also understand that price
adjustments from year to year are to be expected. However, the proposed reductions are
quite significant and appear to be more than a simple market adjustment as IPC claims.
For as long as I can remember IPC has proudly promoted their commitment to
environmental stewardship and energy conservation. In recent years IPC has expanded
this commitment to include a goal of supplying its customers with 100% clean energy by
2045. In their 2023 Corporate Responsibility report IPC states"We have long been leaders
in clean energy, and our goal is to provide 100% clean energy by 2045. Today, more than
half of our energy supply comes from carbon-free generation." IPC's proposed ECR
reduction does nothing to further these published commitments.
IPC's proposed rate reduction not only penalizes those forward-thinking customers who
have already invested in renewable energy solutions, it serves as a disincentive to anyone
currently considering such investments as a means of incrementally advancing the role of
clean energy in their future. Rather than downplaying the role of clean, locally produced,
solar energy, IPC should be educating its customers and encouraging their participation in
clean energy production for everyone's benefit.
I urge the IPUC to look beyond IPC's financial arguments and reject the current ECR
proposal. The energy produced by on-site solar generators has far greater value than is
being acknowledged in this proposal. Until such time that this form of energy production is
fully realized, we will struggle to achieve substantive changes in our ability to meet our
world's ever-growing demand for energy.
