Comment: "Hello I had solar panels installed to save power for my self and to reduce my
overall costs not to make Idaho power richer. I have 10 panels and a monthly payment of
$54 for my solar panels I put on credit for the next 17 plus years and with Idaho power using
my credits and I'm getting minimal credits that should be mine I am actually paying more
than if I had never gotten the solar panels. I'm not happy about it and have worked hard my
whole life one income raised two kids single mom. Let me know what I can do to get my
credits back at 100%?"

Comment: "I am a solar customer and I strongly oppose Idaho Power's proposal in case
IPC-E-25-15 to reduce compensation for the excess energy I send back to the grid.
I invested in solar based on fair compensation for the clean energy my system produces.
Changing the rules now would hurt homeowners like me and discourage others from going
solar.
This proposal is unfair, short-sighted, and not in the best interest of Idaho families or our
energy future. I urge the Commission to reject Idaho Power's plan and protect fair solar
compensation."

Comment: "I have put over$50,000 into our ranch to try to support lowering our power bill
and put power back into the system. Now with this purposed bill I am not going to be able
to pay for the system, the bill will increase again, and Idaho Power makes out like a bandit!
This is not fair to Idahoians that are trying to improve life while helping support the use of
power. I urge you to vote against this and not allow this rate decrease to go into effect! As
patron that are supporting Idaho Power we deserve some support too!"

Dear Idaho Public Utilities Commission,
PUC, this proposal by Idaho Power is ludicrous. When I initially installed solar in 2018 there
was a 1:1 credit. Since that time Idaho Power has reduced the credit by 50%. This further
reduction is an insult to all of us who have tried to do the right thing. How can it possibly
make any logical sense that a kWh that I put back into the fridge is worth only 1/8 of what
the power provided by Idaho Power is?We solar owners who put much more energy into
the grid than we consume should be rewarded by Idaho Power and PUC for ultimately
reducing the investments needed by Idaho Power, which helps keep rates lower for the
entire Idaho user base. We also help reduce the overall load on the grid and thereby could
help prevent rolling blackouts during periods of high demand. Please apply some common
sense to help guide the decision against Idaho Powers proposal.

Dear Idaho Public Utilities Commission,
This is very concerning to me, because it will increase the cost of goods that the farmers
produce, and business alike. We talk about clean energy that would help out our
environment and people like us that are trying to help with that. Iandapos;m very
concerned about Idaho powerandapos;s proposal to slash rooftop solar compensation
rates by such a large amount. You are punishing us by changing the rates you are buying
from us and charging more to your customers. I have an idea, how about paying us the
same as you are and charging your customers 1 cent less per kWh than you do now. That
way we would all be happy. What about all the people that got solar before 2020, are they
grandfathered in? Is that fair? Just because they could afford it at the time and saw the
future in clean energy. So the right answer is to punish everyone else? We would like fair
and full compensation for any excess solar energy that we help Idaho power with; that
helps out our neighbors for affordable energy. No on this!

I am writing to urge you to consider keeping the current rate of solar energy credits for
rooftop solar owners. The new proposal would reduce those rates down to less than 1 cent

amount! Meanwhile, Idaho Power charges customers at least 8 cents per kilowatt-hour for
that exact same electricity, and builds multi-million-dollar energy projects to try to meet its
skyrocketing power demand.
It is clear that solar power is a powerful and clean way to produce energy to meet the
growing energy demands of Idahoans. Please consider supporting this clean energy

profit. We installed the panels to help us not have a power bill. It was great for a couple
years now. Then Idaho Power got greedy. Now they want almost every watt we produce.
Keywords here they want it all. If they win, we will take our panels down and they will not
make another cent off us!

I?m NOT a solar owner here in Idaho, BUT I have a home in Texas that does have solar and I
Love it. I am currently living in Idaho where I am from and know lots of solar owners
here?.This is going to be a huge issue throughout the state if this proposal is passed. Strictly
seeing this from a solar owner I would be terrified if I don?t have something else like a
battery or alike to help compensate for the 80% slash. Especially knowing the power
companies are selling that energy to other power companies or customers for far more. Do
the right thing and protect the environment and the homeowners you serve.

Comment: "Dear Idaho Public Utilities Commission,
I'm writing to strongly oppose Idaho Power's proposal to slash the Export Credit Rate (ECR)
for solar customers from 6.18 cents per kilowatt-hour to 2.46 cents per kilowatt-hour. As a
new parent living in an already expensive part of Idaho, this change would place a heavy
financial burden on our family, which is already struggling to make ends meet.
When we decided to install solar panels, we did so because we were assured it was the
most cost-effective way to power our home. Like many other families, we invested in solar
to save money and secure a sustainable future for our child. The promise of fair
compensation for the excess energy we generate was a keyfactor in our decision. Cutting
the ECR so drastically undermines that promise and makes it harder for us to recover the
significant upfront costs of our solar system.
It's disheartening to see a big company like Idaho Power push for changes that prioritize
profits over the needs of everyday families. This proposal feels like another example of
corporate greed, where the real-world impacts on households—especially those of us
juggling new parenthood and rising living costs—are ignored.We need policies that support
families and honor the commitments made to solar customers, not ones that add to our
financial stress.
Please reject this ECR reduction and consider the needs of Idaho families who are trying to
do the right thing for our budgets and our environment. Thank you for listening.

Comment: "I oppose cutting solar export rates as proposed. I paid for my residential solar
panels and I am responsible for maintaining them, I specifically built my system to produce

excess electricity during the summer. Idaho Power is a major beneficiary of having
monopoly access to my electricity exports, yet it continues its campaign to under pay
Idahoans like me. If this keeps us, I'll be forced to transition to on-site batteries and opt out
of the Idaho grid as much as possible. That is possibly the worst outcome for Idaho
Power's consumers and long-term stability. Please reject this proposal and require parity in
solar export rates - i.e., Idaho Power should be required to match what it pays me to what it
charges me for the electricity at the applicable peak/non-peak rate. "
