On May 1, 2025, Sierra Club and Vote Solar moved the Idaho Public Utilities Commission
("Commission"), under Commission Rule of Procedure 43.031 and Idaho Bar Commission Rule
("IBCR") 227, for an Order approving the limited admission, pro hac vice, of Rose Monahan in
this matter. The Motion was signed and attested to by local counsel Gregory M. Adams (Idaho
State Bar License No. 7454).
In the Motion, Ms. Monahan certifies that she is an active member in good standing of the
California State Bar who maintains the regular practice of law in California. She further declares
that she is not an Idaho resident or licensed to practice law in Idaho.
Ms.Monahan and Mr. Adams certify that a copy of the Motion has been served on all other
parties to this case, and that a copy of the Motion, accompanied by a $325 fee and certificate of
good standing, have been submitted to the Idaho State Bar.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules, including
IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Ms. Monahan and Mr. Adams, we
find that reasonable grounds have been demonstrated to justify the granting of limited admission
of Ms. Monahan as legal counsel for Sierra Club and Vote Solar. We further find good reason to
excuse the appearance of Mr. Adams, on behalf of Sierra Club and Vote Solar, in further
proceedings in this docket unless needed by Ms. Monahan.
' Commission Rule of Procedure 19 also pertains to motions for pro hac vice admission.

CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code,
Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Motion is granted; Rose Monahan is hereby granted
limited admission as legal counsel for Sierra Club and Vote Solar.
IT IS FURTHER ORDERED that the attendance of Gregory M.Adams,on behalf of Sierra
Club and Vote Solar, is excused from all further proceedings in Case No. IPC-E-25-15 unless
needed by Rose Monahan.
