IPC-E-25-15 FIRST ANNUAL UPDATE TO THE EXPORT ) CREDIT RATE FOR NON-LEGACY ON- ) SITE GENERATION CUSTOMERS FROM ) SCOTT PINIZZOTTO'S COMMENTS REGARDING THE FIRST UPDATE TO IDAHO POWER'S EXPORT CREDIT RATE June 1, 2025 THROUGH MAY 31, 2026 IN ) COMPLIANCE WITH ORDER NO. 36048 ) Dear Members of the Idaho Public Utilities Commission, I am a solar homeowner that produced 21MWh of solar in 2024. For 8-9 months of the year, I I am net positive in daily production and providing excess to the grid. While my roof continues to produce all winter, the production is low relative to my consumption and I need the grid during those 3-4 months. I accept that there needs to be adequate adjustments in the ECR to make things equitable. However, the current method, approved by the IPUC, does not seek fairness for the consumer, but rather disproportionately grants the company an excessive margin of profitability and does not pertain directly to the fixed costs associated with providing the infrastructure needed for our distributing means to interconnect to the grid. The financial impact of the proposed changes are not only unfair but also have significant impact. For here is an example from May 6, of this year: 1. 1 produced more power that I used and net exported to the grid 22.3kWh. 2. Due to the ECR rate being half of the rate I pay for power, I have the grid 22.3kWh excess AND still owed Idaho Power $0.28 cents. 3. Under the proposed plan, with 22.3kWh given to the grid, I would pay IP $2.44 - 15X increase. 1 SCOTT PINIZZOTTO COMMENTS IPC-E-25-15 4. So, in this case, Idaho Power is getting my 22.3KWh for $0.21 and instantly selling it to my neighbor for $1.96. Without having to produce, transmit this power, IP is making 800% margin on MY POWER. As above, I was exporting solar to the grid in the morning, plugged in my EV and then was seconds later consuming power from the grid. In that same time window, IP is paying me so much less that what they are charging, even though I am consuming from the grid during solar production when power is abundant and cheap. I should only be paying IP the same amount during those solar hours as IP is paying me. Laskly, I cannot understand is how ECR is considered in a silo instead of across a suite of solutions that Idaho Power could be utilizing to manage the grid and supply and demand. The technology is all here and Idaho Power could incentivise and rate base these assets 2 SCOTT PINIZZOTTO COMMENTS I PC-E-25-15 My house is all-electric, with a Tesla Solar Roof and high-performance envelope, and an F-150 Lightning with bidirectional changer. Additionally, it has numerous devices that IdahoPower could easily control - 7 nest thermostats/electric heat pumps, heat pump hot water heater, The current method, approved by the IPUC, does not seek fairness for the consumer, but rather disproportionately grants the company an excessive margin of profitability and does not pertain directly to the fixed costs associated with providing the infrastructure needed for our distributing means to interconnect to the grid.
