Dear Idaho Public Utilities Commission,
I put solar on because I wanted to do the right thing . I put enough panels on to cover my
energy costs. Now I pay for solar and more on top just to be connected. It?s not fair to have
this retroactive.
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this
monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.
Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.
Written comments and public hearings with limited times and locations are not enough.

Comment: "I have installed a solar system at my home in the past year. My purpose for this
system was two-fold: 1.to ultimately lower the cost I incur for powering my home and 2. to
help reduce carbon emissions. Idaho Power is unfairly and unjustly proposing to cut the
rates it pays for electricity generated by systems such as mine, without providing ample
justification.The Idaho PUC needs to examine information provided by other sources that
are not biased by the monopoly they are chartered to govern. If the Idaho PUC critically
contemplates outside information, they will see that the electric consumers of Idaho are
going to harmed by this reduction, in the form of increased electricity prices. As well, one of
the rationales Idaho Power gives for reducing the rates provided by independent generators
such as myself is that their costs of generating electricity are going down. If this is so, why
am I not seeing a commensurate decrease in the amount I pay for electricity?

Comment: "The proposed rate drop based on the estimated value of the excess energy
produced by rooftop solar is based on assumptions that I find suspect. For example, when
my rooftop solar produces excess power, it is all consumed by the apartment building next
door. My home and the apartment building share a common transformer. I doubt I push
power though that transformer more the a few peak production hours on a few days a year.
I have a 5KW rooftop solar system, which on the vast majority of days doesn't produce a lot
of excess energy. Certainly my solar system is not enough to power another 4 apartments.
So my excess power goes right to the meter of the neighbor's residence. I am not in some
desert in southern Idaho, where miles and miles of power infrastructure are needed to get
the power where it is used. It is unfair to set prices when the required power delivery
infrastructure are not also taken into account.

Comment: "I am extremely concerned about the proposed reduced reimbursement rates.
We installed rooftop solar for the energy stability as well as a way to make an
environmental impact by using clean energy.We invested heavily in rooftop solar and feel
that this change would imact us drastically. The change from net metering to net billing
increased our break even point by many years. And these changes would make the
investment virtually worthless.
The rate changes for the summer are drastic, but the change from $.048 to$.0095 for non-
summer rates is a whopping 80% reduction for eight months out of the year. We lose all
cost benefits for installing solar.

With these changes, why would anyone ever invest in clean rooftop solar energy in the
future?
Idaho Power is a monopoly and we rely on the PUC to protect us from predatory practices.
After tripling their service charge between December of 2023 and January of 2025, Idaho
Power is experiencing incredible profits at the expense of the consumer.
Please do not approve this proposed rate change.

Comment: "This proposal amounts to highway robbery. Idaho power wants to pay me less
than a penny per kw that I produce and provide to the grid, then sell that same energy to
other customers while at the same time charging me more per month just to be hooked up
to the grid. This will amount to$3 per month credit for my production but be offset by
increase basic rate of$15. So I will be paying Idaho Power at least$12 per month to provide
power to the grid which they will turn around and sell for 8 times that amount.This proposal
must be denied!"

of roof top solar back in 2016. I'm reading online that that idaho power is trying to change
the rules on the rate my system on power sent back to the grid for less than .01 kw. I find
this unfair and un reasonable. I pay my idahopower bill at a rate of between..08kwh to
.15kwh rate when purchased from idaho power. I don't understand why im getting screwed
over for a lesser later than I and others pay the power company. The generation rate needs
to be a 1:1 ratio and not all in the power company favor. 1 kwh is still 1 kwh regardless if it's
created if created by wind, solar or hydro:'

I am very disappointed and angry at the proposal by Idaho Power to reduce compensation
from solar energy. I added a 10 kw solar panel to my property with a new home build in
2023. My goal was to reduce utility bills, supply my own electricity for my VW EV vehicle,
and do the right thing by our environment. This $40,000 + investment is being gutted by
greed of Idaho Power. I am hoping the members of this Commission remember that they
should be representing and advocating for Idaho residents, and not for Idaho Power.

producers that Idaho Power is proposing. We spent$28,000 on our solar array in 2020 and
expected reimbursement for power we generate to result in a zero monthly power bill for
many years. Since then, we've used a lot less power than we produce in all but the winter
months, and we had enough credit built up from summer generation that we didn't pay

anything except the monthly$10 IP fee. We are retired and on a fixed income; we expected
our 2020 investment to pay off by keeping our monthly bill low. The proposed rate will NOT
do that. I customers who generate solar power are doing the company and the
environment a favor. Please keep the export credit rate high enough to continue to

Comment: "I installed 6.4 KW of solar in 2022 and lived under the legacy rules for over a
year. My electric bill during that time was only a connection fee of less than $6. Once the
new rules kicked in, I now have a power bill ($65 one month alone) and my connection fee
is NOW$15+/month. The new rate structure guarantees that my monthly bill will be
significantly higher than ever and makes me wonder WHY I installed solar in the first place.
From Peak to Non Summer reduction goes from 17% .. to 69% and a whopper of 80%
reduction in what they are paying. I wonder what the rate is I'm paying for power will go to! I
understand economics but this seems more like Highway robbery and wonder if Idaho
Power hasn't become a subsidiary of a California power company to rob us blind!

Comment: "It's so sad seeing a state utilities company, which is meant to maintain a paid
public good, is instead sliding down the path of neo fascism. It should be your job to help
expand access to energy, but where are all the EV chargers - oh wait Idaho Power isn't

in time for them to raise rates.
This is what a monopoly does, according to USA Antitrust Law, they remove competition
and raise prices. This is exactly what Idaho power is doing.

environment and community I am in complete shock that I am now going to be forced to
pay more then double for power and solar. Over an 80% reduction is what we are
compensated for power generation simply does not pencil for the consumer and hurts
everyone.
Idaho power is a for profit private company and it truly does not care about their
community, environment and customers. Idaho powers overall profit has increased year
over year yet they keep asking for more money from there customers claiming increased
costs.This is simply not true if you do simple research. Their sustainability initiatives have
nothing to do with clean energy but maximizing their profits.
Please listen to the voice of the community. The last rate change had no support in favor of
the change and it truly will be on you and your team to make the right decision as an
elected official to represent our community and not fall for the greed of a corporation. "

Comment: "This proposal creates a significant disincentive for the adoption of distributed
rooftop solar by substantially undermining the economic viability for prospective
customers. Under the proposed structure, most customers would be unable to achieve a
reasonable return on investment, effectively halting further adoption. This appears to be a
clear attempt by a dominant utility to maintain its market dominance and suppress
consumer-generated alternatives.
Distributed solar generation provides well-documented grid benefits, including reduced
transmission losses, enhanced grid resilience, and mitigation of single points of failure.
Idaho Power's proposal disregards these technical advantages and instead advances a
narrative that is not supported by evidence.
I urge the Idaho Public Utilities Commission to reject this proposal. Idaho residents
deserve regulatory decisions that support distributed energy resources, encourage
innovation, and prevent monopolistic practices that limit consumer choice and long-term
grid modernization."

Comment: "This is my written objection to Idaho Power repeatedly changing the contract
that they entered into with me as a customer generator. I do not consent to the change
they are currently presenting, or any that they have already made without my consent, and
they should not be allowed to make changes to our contract without my consent or without
compensation from them to make good on their original obligation. They, Idaho Power,
consistently increase the rates they charge us and then, talking out of the other side of their
mouth, tell us that they need to decrease the amount they pay me for the power that I am
paying to generate for them? That is not in any way fair or equitable. They need to be held
to the contract that they made with me. Do not approve any additional changes.
