WHOLESALE PROVIDER OF TELECOMMUNICATIONS SERVICES
IN THE STATE OF IDAHO; CASE NO. RCL- T- 25- 01.
BACKGROUND AND DISCUSSION
On March 17, 2025, RCLEC, Inc.l, a Delaware limited liability company, ("RCLEC" or
"Company"), submitted a request to the Idaho Public Utilities Commission ("Commission") to
voluntarily surrender its registration/certification to operate as a wholesale provider of
telecommunications services in the State of Idaho. Application at 1. The Company also requested
a waiver for the Idaho Code § 62-612(2)2 and IDAPA 31. 01. 01. 020 requirement to "publish a
notice of withdrawal in a legal newspaper circulated within the local exchange area."
The Company was recognized as having successfully registered/certified as a wholesale
provider of telecommunication services in Idaho by Commission Order No. 33413. Case No.RCL-
T-15-01. The Company stated that it does not provide services and does not have any customers
in Idaho and, therefore, no longer requires its registration/certification. Application at 1. The
Company confirmed that it will continue to serve existing customers as an interconnected VoIP
provider. Id.
RCLEC,Inc is registered with the Idaho Secretary of State as a Foreign Business Corporation,as confirmed by Staff.
z"A telephone corporation proposing to withdraw or otherwise discontinue the services set forth in subsection(1)of
this section to a local exchange area shall file a notice of such withdrawal or discontinuance of service with the
commission and shall publish a notice of such withdrawal in a legal newspaper circulated within the local exchange
area and provide such other reasonable notice as may be required by the commission."Idaho Code§ 62-612(2).

STAFF REVIEW AND RECOMMENDATION
Staff reviewed RCLEC's Application to voluntarily surrender its registration/certification
as a wholesale provider of telecommunications services in the State of Idaho. Staff recommends
that the Commission cancel the Company's registration/certification and grant the Company a
waiver for the requirement in Idaho Code § 62-612(2) and IDAPA 31. 01. 01.020.
Staff also recommends that the Company: (1) as appropriate, comply with all number
pooling and reporting requirements for the North American Numbering Plan Administrator, as set
forth in Commission Order No. 30425; (2) provide all necessary reports and contribute as
appropriate to the Idaho Universal Service Fund, Idaho Telecommunications Relay System, and
the Idaho Telecommunications Service Assistance Program; and (3) comply with all future
reporting requirements deemed appropriate by the Commission.
COMMISSION DECISION
1. Should the Company's registration/certification to operate as a wholesale provider of
telecommunications services in the State of Idaho be cancelled?
2. Should the Company be granted a waiver of the requirement in Idaho Code § 62-612(2)
and IDAPA 31. 01. 01.020?
3. Should the Company comply with number pooling and requirements for the North
American Numbering Plan Administrator, as set forth in Commission Order No.
30425?
4. Should the Company provide necessary reports and contribute, as appropriate, to the
Idaho Universal Service Fund, Idaho Telecommunications Relay System, and Idaho
Telecommunications Service Assistance Program?
5. Should the Company comply with all future reporting requirements deemed
appropriate by the Commission?
