Comment: "This case from Idaho Power again reducing the Export Credit Rate for rooftop
solar producers is grossly unfair to those producers. If the cost to Idaho Power for kilowatt
hours sourced commercially is 40% less why would solar producers be reimbursed 80%
Less? And if Idaho Power can source this energy for much less than in 2022, will our
consumer cost charged by Idaho Power be that much less also? Should not the ECR be
tied to charges to the consumer? If rates charged to the consumer decrease by 10%, then
reimbursement for solar producers are decreased by 10%. If rates to the consumer are
increased by 10%, then the ECR increases by 10% also.
A few suggestions:
The 'Legacy' designation date seems quite arbitrary and definitely needs to be extended to
the IPUC decision in 2023 following the VOIDER study.
The VOIDER study really needs to be done by a third party, not the party who benefits from
the study. This is a major flaw approved by the IPUC in 2023.
Given the rate of population growth in the Valley, every effort and incentive should be given
to local producers to provide kilowatt hours for that growth. This greatly decreased ECR
will definitely keep potential local producers from investing in production capability.
Please do not approve this latest plan by Idaho Power to pad their bottom line at the
expense of small producers and consumers.

Idaho Power's schedule, and I was able to make it work to accomplish most of my
retirement goal needs. I will not be able to accomplish those with the new rates. At the
very least, please leave the rates as they are now and don't lower them unless Idaho Power
also lowers what they charge an equal percentage.
Please consider the benefit that we provide in new construction and maintenance cost
savings for Idaho Power when you figure out what our power is worth.
It would be a big help for us seniors to make rates more stable. Rather than Idaho Power
changing the KW value rates yearly based on a short period of time, have it figured out over
several years of data including saving of infrastructure cost, and don't change it yearly.
This unstableness is discouraging and stops many I know from installing Solar generation.
This is making Idaho Power's monopoly stronger and more profitable for their stockholders.
I believe the only way we will get a fair KW value is to have a 3rd party determine the rates,
as Idaho Power's first responsibility is to their stockholders and you, the PUC, was created
to protect us from just this scenario.

Comment: "My husband and I are both retired. Three years ago, we pulled money from our
retirement investments and bought solar panels as an alternative means of saving money
in retirement. The first year worked well, as the amount of credit we received for the
electricity our panels generated equaled the amount we used. But the next year they
changed the rates and created a complicated formula of receiving different amounts of
credit for different times of day. It was almost impossible to manage our usage in such a
way as to cover our expenses.
Now with the proposed new rates it will be impossible for us to recoup the retirement
investment we had hoped for, and will affect our budget drastically.
Please consider leaving the current rates as they are, or grandfathering us back to one-to-
one net metering.

electricity for my home. But if Idaho Power gets this passed they will strip my current solar

my energy bill for my household of 6. Now on top of the loan payments I have for the solar
panels and installation, my electric bill has hardly changed creating an undue burden on
my family's finances. I wouldn't have gone the solar route if I knew you'd still be slapping
me with a bill for hundreds of dollars every month. Idaho Power needs to stop the greed

Comment: "My son and I installed a solar system in Oct. 2024. Live Solar sold us the
system on the pretense that we would get a good rate of generation credit and a tax credit
on top. Now ID Power wants to cut our credit some say up to 80%, document sent by ID
Power states 34% reduction in credit. Half our tax credit got rolled over and to top it off
Governor Little wants to or has done away with that tax credit . So next tax season I lose
half the tax credit. ID Power then raised their regular rates. Ours went up $14.00 a month.
So I'm my opinion this is criminal to promote a system get hundreds of people to take on
the cost then due away with all the positive incentives to install a system. We now are
paying a higher ID Power bill but are get much less credit for generation. We are losing on
two fronts. Not at all fair to consumers just to maintain their profit margins. "

Comment: "My solar power is very important to me. It charges my car and powers my
house. I intend to ditch my natural gas too soon and add even more panels. The right policy
would compensate solar customers fairly without rewarding them for giving back power
when it is not worth anything.
I support net metering, but I also support net billing. If the reason the utility wants to cut
solar credits is because sometimes that solar is less helpful to the grid, then make the
credit smarter not weaker. Net billing offering 1 for 1 dollars but with time-of-use rates
means the power is worth what it is worth both ways at any time. This would incentivize us
solar customers to adjust our panels if possible to your peak needs, and to use batteries
and other methods to adjust our demand, rather than both sides losing money and fighting
over dumb flat discounts with perverse incentives."

I have had rooftop solar for almost 2 years. In that time, I have overporduced 3,776kwh that
the utility has been able to use as supply to the grid for sale at a rate of about 11 cents per
kwh average. My investment has led to an increase in revenue for Idaho power. Yet, I still
have to pay fees, and charges as Idaho power continues to looks for ways to manipulate
billing in ways to increase revenue. No I am not asking for compensation for my
contribution to the utlity, I am only asking for a fair objective agreement that considers why
I should be asked to pay even more. As we live in a capitalist society, why should the
monopolistic Idaho power be alowed to leverage its size and influence over small rooftop
solar generators?The PUC is pleaded with to side with small homeowners and consider
their investment in the community. "

Dear Idaho Public Utilities Commission,
Public Utilities Commissioners,
If I were you, I would be tired of dealing with this argument yearly. I would devise a simple
solution that works for both the "public"you are supposed to represent and Idaho Power.
Option 1: Idaho Power has openly said that rooftop solar is more valuable to them in the
Summer when the grid is strained the most. So, from October 1 st to May 31 st each year,
Idaho Power should pay half of the average rate of the three tiers. Then, when Idaho Power
needs the most energy, June 1 st- September 30th, they pay double the average rate of the
three tiers of energy costs they charge their users.

Option 2: A non-biased 3rd party with zero affiliation with Idaho Power. A company like
Cross Border Energy, which already did this study in 2024, would be a great candidate for
this. This study would be done every five years and fix the costs that Idaho Power pays for
excess energy to the homeowners or businesses that sell it to them.
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this
monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.
Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.
Written comments and public hearings with limited times and locations are not enough.

now you want to take it away. Probably replace it with solar farms so your company

kilowatt generated it made sense then but a year ago the rules changed and it no longer
made sense.) now have a power bill to go along with payment on the solar system. Now
Idaho power is asking to change the rules again, which will make things much worse. I
normally generate my power than I use but still get charged a bill, I can understand Idaho
power not wanting to pay a premium for excess generated power but when generation
exceeds use on a monthly basis you should not have a bill. I paid almost$40000 for my
solar system to help out with the power supply problem, there is no way I would do it again
under the current rules let alone what Idaho power is asking now. Please refuse the rate
change that Idaho power is asking for and put some sanity back in roof top solar. What is
going on now will totally kill roof top solar which is what I believe Idaho Power is trying to
do."
