Idaho Power's own materials describing the proposed reduced Export Credit Rate (ECR)
demonstrate the many major benefits of solar panel generated electricity:

• Energy from customer generators reduce the amount of energy Idaho Power needs
to produce or purchase;
• Energy from customer generators helps meet peak demand (when all customers'
energy needs are highest), which reduces the cost for additional grid generation resources;
• Energy from customer generators can reduce customer energy needs during time of
peak demand, which can defer and delay the need for additional transmission and
distribution resources;
• Idaho Power loses a small percentage of the energy it generates as electricity travels
along powerline. Energy exports from on-site generators help avoid some of these losses.
Idaho has many small communities, separated by long distances, requiring long
distribution power lines. Solar systems are distributed throughout the grid, making both the
systems and the grid less vulnerable to widespread outages. Distributed solar systems also
add redundancy to the grid, meaning that if one part of the grid fails, others can still
operate.This is particularly important during"Peak Demand" periods in the summer
months when the burden on the system is highest and the risk of grid failure is also highest.
Solar power contributes to grid resilience by providing backup power during outages and
can reduce"rolling blackouts"as experienced in Texas and California. Solar is a clean and
renewable energy source, reducing reliance on fossil fuels and contributing to a more
sustainable and resilient energy system.
I urge the Commission to reject Idaho Power's proposed export credit rate decrease. "

Comment: "When my wife and I bought our current home at 541 Briarcliff Drive in Twin
Falls, we realized that our current forced air heatingwas struggling to efficiently keep up
with the demand for heat in the winter. Utilizing our propane fireplaces was helpful, but still
we struggled with well over$500 dollar monthly power bills during the winter months. After
many long and difficult discussions, my wife and I decided that we would invest in a
comprehensive, rooftop solar system.We decided to do this because we wanted to try and
be more energy self-reliant, in addition to the improved real estate value that we would be
gaining. The only real way to make such an improvement work, would be for us to generate
enough energy in the summer months, so that we would have the required stored credits
for us to use in the winter months, when the benefit was desired. We have already invested
a significant amount of capital into our panels, and after having taken a significant hit to our
investment after our compensation was slashed last year, we are terrified that we will be
completely upside down if the new proposed credit compensation package is approved.
We are baffled that this commission would even consider such a monopolistic move by
Idaho Power,We are certain that we cannot be the only family who would be made to
financially suffer at the hands of a company which has consistently raised their rates,
annually,yet feel entirely comfortable forcing us to take $0.25 for the same unit of energy
that they will then sell back to me/my neighbors for$1.00. Not to mention the virtual
destruction of a growing industry that is composed of numerous, local, small business
owners. The lawmakers and tax payers of Idaho have consistently thrown their support
behind the little guy, while challenging those individuals and corporations who would
attempt to limit our options. I see no reason why we would want to empower such behavior
moving forward.

Members of the Idaho Public Utilities Commission:
Two years ago we installed several solar panels on the roof of our house located outside of
Hailey. We did this for three reasons: (1)to contribute solar energy in excess of our needs
to the electrical grid; (2) to utilize solar power to meet some of our electrical needs at
home; and (3)to reduce the need for production of electricity through less environmentally
sensitive, primarily non-renewable, sources. We were not looking for a financial windfall
from our contribution to the electrical grid. But we did believe we would be treated fairly by
Idaho Power Company. Apparently Idaho Power is not at all interested in treating us and
others in our situation fairly. This new proposal essentially steals power from us for 8
months of the year for the benefit of the company and its shareholders. I respectfully ask

Comment: "We installed a 24.8 kW solar system at our home in early 2022.The system was
sized appropriately to provide an annual net zero electricity cost for our home. The system

is connected to the Idaho Power grid and we do not intend to run this system off-grid.When
we installed the system, it had to be built to Idaho Power specs and they had to inspect it
prior to being connected to the grid. The purpose of these specs and inspection prior to
being connected to the grid was to ensure not only the safety of the system, but to ensure
that the electricity generated at our site and pushed back into the grid met Idaho Power's
requirements. This means that the electricity we sent to the grid is the same quality as
electricity that is purchased by Idaho Power to meet consumer need from any other source.
It is unfair and unethical for Idaho Power to propose that they purchase the power
generated at my home site during non-peak usage hours (defined by Idaho Power as
anything outside of 3-11 pm Mon-Sat)for 1.7682 cents per kWh and then turn right around
and sell it back to me for use during peak hours for up to 10 times what they credited to me
earlier in the day. Idaho Power has stated that small site solar generators such as myself
are receiving payment at the expense of other users who do not have solar systems.
However, we built our solar system to their specs at OUR expense, giving Idaho Power
access to power that they didn't have to build infrastructure for and don't have to solicit
from other sources. Idaho Power appears to only want to promote "green" alternatives to
power production if they control those assets. This request, piggybacked on what was
approved by the PUC at the end of 2023, simply makes it impossible for small site solar
generators to be part of the energy solution of the state of Idaho. It is both unethical and
unfair to small site generators. Please vote "no" on this current request. In addition, please
consider revising your decision from 2023 when Idaho Power was allowed to move from
net-metering to net-billing as this disincentivized anyone from considering installation of a
small site solar system since the ROI became longer than the lifespan of any current
system that could be installed:'

I am writing to express my strong opposition to Idaho Power's proposed drastic reduction in
solar compensation rates.The proposed Export Credit Rates (ECRs)would reduce
compensation for solar customers like myself by nearly 60%, dropping from an average of
6.18� per kWh to merely 2.460 per kWh. Alarmingly, during the critical months from
October to May, compensation rates would plummet by over 80%, to under 10 per kWh,
while Idaho Power continues charging consumers rates of 80 per kWh or more.
Investing over$40,000 in solar panels was a conscious choice to lower my electricity bills,
embrace renewable energy, reduce reliance on fossil fuels, and significantly decrease my
household's carbon footprint.These proposed rate reductions severely undermine the
financial sustainability and incentives of private solar investments, unfairly penalizing
homeowners who proactively pursue environmentally responsible solutions.
I urge the Public Utilities Commission to carefully reconsider this proposal, which unfairly
burdens Idaho residents who have made substantial financial commitments to sustainable
energy. Protecting fair compensation for solar energy not only supports homeowners but
also reinforces Idaho's commitment to a sustainable, clean-energy future.

I've considered adding solar to my house because it is a low-impact, responsible energy
alternative for a sunny state such as Idaho, but Idaho Power has continuously strived to
make it difficult to justify the costs; it is clear that they don't have the public interest in
mind! They have repeatedly engaged in public mis-information campaigns (for example,
emailing all of their customers describing"amazing" energy cost savings in their proposed
plans, etc.), trying to swaythe public's opinion about renewable energy, which is very
harmful in a state like Idaho. Please do not allow them to continue to devalue solar in a
state where solar should literally be on every rooftop. Please reject Idaho Power's proposal
to the PUC!

Comment: "The dramatic reduction in Export Credit Rates for on-site solar being proposed
by Idaho Power do not seem reasonable. Idaho Power claims the reduction reflect
changes in market rates. However, a 70% decrease for summer off-peak and 80%
decrease for non-summer rates, could not possibly be reflective of market price reductions
for power generation. If this were true, Idaho Power should be significantly reducing the
the retail price of power it charges to all consumers, which it certainly is not. Also, the

current rates were set and approved only about a year ago - clearly there has not been that
much change in any market conditions. The rate reductions should NOT be approved.
Idaho Power got what they requested a very short time ago. It needs to live with it for an
extended period and provide some level of stability for the on-site generators of clean

Comment: "When I installed a residential solar system in March of 2023, Idaho Power net-
metering was at a 1:1 basis, which made solar an attractive proposition. Since then, Idaho
Power has changed the net-metering rate for a time of day basis which impacts the value of
solar already. Now Idaho Power wants to basically eliminate any return on investment for
currently generating systems with their proposed change. This seems very much like a
violation of original agreements which I expect will likely result in litigation as all of us
residential solar owners are being told that our solar energy investment has no value,
although Idaho Power will still benefit from our contribution. It seems Idaho Power loves
solar generation as long as it is not privately owned."

Disincentivizes Renewable Energy Adoption:

compensated fairly for these contributions.
Equity Concerns:
Higher bills for solar users (estimated 34% increase)will disproportionately impact middle-
and low-income families who invested in solar to stabilize energy costs. This creates a
regressive system where only the wealthy can afford renewables, exacerbating energy
inequality.
Contradicts Market Trends:
While Idaho Power cites lower energy market prices, it fails to account for rising long-term
costs of fossil fuels and the societal value of decarbonization. Solar's value extends
beyond hourly energy prices—it is critical for resilience and climate action.
Requested Actions:
- Reject the proposed ECR reduction.
- Direct Idaho Power to revise its methodology to reflect solar's full grid and societal
benefits.
- Explore alternatives, such as time-variant credits that reward exports during peak demand
periods.
Idaho should prioritize policies that expand access to clean energy, not punish those who

Comment: "After reviewing Idaho Power's April 2025 proposal to reduce net billing
compensation for solar customers, I feel compelled to express deep concern and strong
opposition to what can only be described as a direct attack on Idaho's clean energyfuture
and citizens.
The proposed changes would result in an 87.6% reduction in annual average compensation
for excess solar generation compared to 2023. This is not only the largest proposed cut to
solar net billing in the entire country, but also a devastating blow to both current solar

At face value, this appears to be a money grab by Idaho Power, prioritizing shareholder gain
over public interest, energy independence, and environmental responsibility. It's hard not
to see this as a coordinated effort to cripple consumer energy choice, favoring
monopolized profit rather than promoting innovation or progress.
Many Idahoans made substantial financial decisions—often long-term investments—
based on the state's prior solar policies. Changing the rules retroactively puts homeowners
at a loss, small businesses at risk, and communities in danger of falling behind in the clean
energy transition.
This proposal is not only unfair and short-sighted—it's potentially criminal in its disregard
for public trust and economic harm. It opens the door for serious legal scrutiny, including
the possibility of a class action lawsuit from those harmed by these reckless policy shifts.
I urge the Public Utilities Commission, our elected officials, and relevant agencies to reject
this proposal in full. If Idaho truly values sustainability, energy freedom, and local

Dear Public Utilities Commission Members,
We are writing to urge you to reject Idaho Power's proposal to drastically reduce the
rooftop solar payments in our state of Idaho and continue to promote rooftop solar energy
in our state. Since rooftop solar promotes lower costs for the energy customers across our
state, creates more local jobs to improve the economy and improves energy source
reliability,promoting rooftop solar is a clear positive choice for the PUC to make.
We urge you to recognize that the benefits of solar power,both economic and
environmental, should be available to all Idahoans, not just big utility companies. Local
solar makes freedom, choice and access to clean power available in communities
throughout our state. Rooftop solar is critically important and makes energy sources more
reliable and lower energy bills and costs for families in Idaho. Distributed energy source
owners and rooftop solar power system owners should be fairly compensated for their
investment and the services that they provide. It is crucial that our Idaho state energy
programs enable a local energy economy. Utility-scale solar shouldn't be the only energy
option in our state.
Again, we, and so many more customers across our state urge the PUC to reject Idaho
Power's proposal to drastically reduce the rooftop solar payments in our state of Idaho
and continue to promote rooftop solar energy in our state.
