Our records indicate this filing completes the Company s responses to the Staffs First
Production Request, Request Nos. 1-79. In regards to the Staffs Second Production
Request, Request Nos. 80-148, only Request Nos. 99, 107 and 112, remain to be
completed. Pursuant to a discussion with Staff, those three remaining requests will be
provided tomorrow via e-mail, with hardcopies provided the following day via overnight

contain the (circled) information to derive average usage for 2002. 1\lso attached is a copy of the
revenue runs, which contain the actual usage and customers billed during 1999, and the weather
normalization adjustment for 1999 , which was filed with the 1999 commission basis results.
1\dding the weather adjustment to the actual usage and dividing the total by customers billed
results in the monthly average usage for 1999.

1\ttached is a spreadsheet that projects the W 1\COG for the next three PGA adjustments based on
forward gas prices as of 3/17/04. 1\s monthly forward prices by basin only go out three years
the company only prepared a commensurate estimate. The estimated W AGOG for fall-04 is
based on the estimated weighted basin prices for Oct. '04 - Sept. ', and for the fall-05 based
on the weighted basin prices for Oct. '05 - Sept. '06, 1\s the three year forward prices only went
through Feb. ', the weighted Feb. '07 price was carried through Sep, ', in order to estimate a
fall-06 W 1\COG using the next twelve month estimates.

Under what circumstances are interruptible and/or transportation customers interrupted? he the
conditions the same for transportation customers as interruptible customers? If not, please
describe the differences.
RESPONSE:
Interruption on 1\vista s system occurs under two basic categories, capacity and supply.
Capacity:
Interruptible customers and transportation customers can both be interrupted for distribution
system capacity issues. That is, they can be interrupted if the distribution system does not have
enough capacity, in excess of firm requirements, to serve them, This can occur for a number of
reasons, including but not limited to, maintenance on the system or high demand from firm core
customers. The conditions for system integrity issues that result in interruption of service are the
same for both interruptible sales customers under schedules 131 and 132 and transportation
customers under schedule 146,
Supply:
Interruptible sales customers and Transportation customers can be curtailed if the volume of gas
delivered to the system is insufficient to serve the needs of all customers. This can occur if
either there is insufficient supply available or there is insufficient upstream pipeline capacity to
deliver supplies to the distribution system, This curtailment is subject to the Company
Contingency Plan for Firm Service Gas Curtailment. To the extent Transportation customers gas
is confirmed as delivered to the system, Interruptible sales customers would be curtailed first and
Transportation customers would then be curtailed according to service priority under the plan.
If the operating conditions on the upstream pipeline or the distribution system warrant, the
company may institute entitlements with penalties. During an entitlement period, the customers
are authorized to consume the gas that is confirmed to have been delivered to the system by the

A vista s average and maximum load volatility from forecasted monthly average daily usage is
reflected in its tariff under Schedule 163 first revision Sheet 163C a copy is attached, This load
volatility cannot be met from Jackson Prairie Storage,
A vista Utilities (W NID) share of JP dedicated to core requirements is a daily deliverability
of 112 667 Dth and a seasonal storage capacity of approximately 2 486 666 Dth, Because JP is an
underground aquifer the daily deliverability declines as gas is withdrawn and pressure in the field is
reduced. Contractually when 40 % of the seasonal storage capacity has been withdrawn the daily
deliverability is reduced by 2% for each additional 1% of seasonal capacity withdrawn. For example
when 50% has been withdrawn the daily deliverability is reduced to 88 373 Dth/d, a 20% reduction.
Following is a chart that depicts the daily delivery and the decline curve if one were to withdraw
storage at maximum rate continuously. The decline in deliverability begins when approximately
995 000 Dth have been withdrawn,
Since more than one-third of A vista s peak day is satisfied by storage, it is our policy to
remain above the decline curve until the threat of severe weather has passed, which is mid February.
Therefore, while storage is a valuable asset in managing load volatility, for prudent reliability
management it is necessary to avoid withdrawing more than 995 000 Dth prior to February 15. More
than 995 000 Dth can be withdrawn as long as it is replaced which can be done when loads swing
down in warmer weather and the economics warrant. During a period of colder than normal weather
covering all load swings with storage can result in quickly depleting storage inventory and reducing
the company s ability to meet peak day requirements.

1\vista has filed a transition plan with the Washington UTC that will terminate the Benchmark
Mechanism in Washington effective 1\priI30, 2004. The transition plan includes the continued
participation of 1\ vista Energy in Washington s gas procurement program until March 31 , 2005.
If the transition plan is approved it will allow 1\vista to transition back to internal procurement
management consistent with the expiration of the Benchmark Mechanism in Idaho, Under this
plan Idaho would not see any change in operation of the existing Benchmark Mechanism for its

family, and neighbors
roject Share is a program dedicated
to helping families in our area
who need emergency heating
assistance. There are many
reasons families may turn to
Project Share for help: a family
member has lost his/he! job, a
senior is on a fIXed income, or a
family may have fallen on hard tin1es.
Project Share funds are available to those who either do not qualify
for other assistance programs, or who have exhausted other avenues.
Recipients do not need to be Avista customers, nor are they asked to
repay any portion of the grant. It is not based on income level, but on
need. Last year, Project Share helped heat the homes of more than 1,400
families.
This is the time of year when Project Share is needed most. One-
hundred percent of your donation, whether on your Avista Utilities bill
by separate check, or as a gift, goes to helping those in need. Avista
Utilities sends the donations directly to the community agencies who
then distribute the funds based on need. Maybe you know of someone

efore construction of the Cabinet Gorge
Dam could begin, Washington Water
Power created a diversion tunnel (top right)
to reroute the water flowing down the Clark
Fork River. The diversion tunnel took many
months to complete and was operational in
November of 1951 (bottom right). A total of
1,700 men and women worked 24 hours a
day to excavate 785,000 cubic yards of rock
and pour 240,000 cubic yards of concrete to
construct the dam.

This plan is an excellent way for you to equalize your monthly energy payments, It
levels off winter heating peaks and spreads monthly payments evenly over the year
summer and winter,
The Comfort level Plan amount is figured by applying the current year s rates to your

How are residential customers made aware of the protection from disconnection (i,e. the winterdisconnection Moratorium) that is available to qualifying customers during the months of Decemberthrough February? Please provide brochures or other printed material explaining to customers howto declare eligibility for protection from disconnection, When and how is this infonnationdistributed?
RESPONSE:
1\ vista s customer service representatives are trained to educate callers, who are having difficulty
paying their bill, about the winter moratorium, Representatives screen all Idaho callers by
inquiring as to eligibility (elderly, children or infirm in the household). Then the customer is told
of their protection and obligations, In addition, our CJ\RES representatives work very closely
with various agencies to help educate and identify those who are eligible for the moratorium.

REQUEST:
How many attempts are made to contact customers either in person or by telephone prior to
disconnection as required by Rule 304,02 (UCRR)?
RESPONSE:
Prior to any customer being disconnected, 1\vista will:
Mail the customer bill
Mail the customer a 7-Day Notice for their "past due" account
Mail the customer a 24-Hour (final) Notice for their past due account
Phone the customer utilizing our "automated" phone system, then finally
Carry out a "field visit" to the customer s premise in an effort to "collect-before-
disconnect. "
The automated phone system is used for two "campaigns" each business day in an effort to reach
approximately 200 to 800 customers, The first campaign begins at 8:10 J\M and the second
begins at 2:00 PM, making a maximum of four attempts to reach each customers.
When the automated phone system dials the customers' number:
If it gets "no answer , it will redial again in 1 hour.
If it gets a "busy signal" it redials again in 15 minutes,
If an "answering machine" is reached, it leaves a phone message for the customer.
If a live person is reached, it will playa message requesting the customer call 1\vista,
In 2003 , there were 42 617 attempts by phone and 4 091 attempts in person.

Please provide any cost benefit analysis or study prepared to demonstrate the cost effectiveness of
the Company's Cares Representatives,
RESPONSE:
1\vista has not tracked the success of the company s CJ\RES program with regard to
cost/benefits . 1\vista believe the benefits this program brings cannot be measured in dollars
alone, nor do the CJ\RES representatives have any control over the state, federal or local funding
that becomes available to our customers each heating season, We do know, however, without
the program many of our customers would not get help because they are unaware of the
availablity of state or local programs, The original intention of the CJ\RES program was to help
those customers who had nowhere else to turn, In that respect, 1\vista believes this program has
been extremely successful and we pride ourselves on the relationships we have built over the
years,
