Several years ago we installed a 9 kw photo-voltaic system on the roof of our home in Boise. It has worked perfectly ever since, producing approximately 105% of our average monthly consumption. Idaho Power Company and its other customers receive that excess, all from the equipment we financed. We are happy to provide clean solar energy into the grid, even if we produce more than we need, and we hope that it provides more security for our community and the Company. But now the Company wishes to drastically slash the amount it pays for such excess energy, to the point that there will be little or no incentive for anyone to install rooftop solar equipment.This is not right, and is certainly not in the public interest. I ask that the Commission reject the Company's proposal in this case. If anything, the export credit rate should be increased to what it was for the legacy systems of some nine years ago, before the Company succeeded in cutting the rate the first time. Enough is enough. IPCo purports to have concerns about global warming, which is being caused by greenhouse gas emissions; I applaud its plan to end coal-fired generation by 2030. Indeed, public necessity demands that we switch to non-polluting sources of electricity as soon and as broadly as possible. However, when it comes to solar power, the Company seems to be taking the position that its own solar projects are the onlywaywe should proceed, and that homeowners and businesses that seek to add solar, at their cost, should not do so: it 1 proposes a crushing reduction in the ECR that will essentially guarantee that little new investment in solar occurs, unless it is carried out by Idaho Power Company.Why? Rooftop solar accounts for a miniscule portion of the energy the Company sells. I disagree that paying a fair ECR to rooftop solar producers will prejudice other ratepayers. It seems to me it helps other ratepayers by spreading generation across many sources and helping to avoid outages and smoothing out peaks.The record in this case is confusing, but I see no support for the Company's position. Please reject its proposal. At that point in time I was under the impression that my solar roof(non-legacy)would always be KW for KW. I personally spent well over$20,000 dollars not only to decrease my power bill, but to also support the production of clean energy... for our planet. If the PUC continues to allow Idaho Power to depreciate the value of my solar roof power exchange rate, much of this investment would be for nought. We solar roof owners investments could be more fully realized is Idaho Power would invest in manners to store the mass amounts of energy that we are producing. I would like the PUC to prevent further degradation of how power is exchanged with the power company. I have two issues with this proposal: 1)within the past two years Idaho power has already reduced my compensation rate by 40% 2)when i sell my energy back to Idaho Power it's a "free" generation to them &amp; they, in turn, sell it to the next consumer, how is that fair to reduce the compensation rate to pennies on a dollar. We elected solar to "go green" and reduce our energy bill, I feel that if you allow this utility to continue down the path they are requesting than any future homeowner considering Solar with diminish. If we, as a community, want to promote renewable energy--this DOES NOT promote solar power. This application would effectively kill the residential solar industry. I recently(Dec 2023) installed solar panels on my residence and immediately got hit with the New Metering change-- and this took my projected ROI to almost 20 years. This change is a Large one, and would effectively push any ROI out to beyond the useful life of the systems. Therefore, no one would invest in these systems. As the state grows, both residentially and commercially, the need for more power will increase. If Idaho Power is allowed this decrease (and any subsequent others), it will kill the residential solar power market and would allow Idaho Power to control the power and the rates even further. We need to support other areas of renewable energy in our state. My wife and I do not support this reduction and ask the Public Utilities Commission to deny this application. Asking a for-profit organization to do their own study to determine what is fair is equally ludicrous. Solar system owners should have stability in the rates they are paid, and the rates should be truly fair for them and their neighbors. The proposed rates will kill the solar industry in Idaho. The Public Utilities Commission has a duty to protect rooftop solar system owners' rights to receive fair compensation for the power they provide to the grid. I also purchased an Electric Car for the environment. My bills went up $600 dollars a month to accommodate clean energy and zero emissions.The monopolized company of Idaho Power has raised my connection fee for net metering, raised the price per KWH for net metering, and now takes pleasure in ensuring that my investment into the environment and zero emissions was for nought. I honorably served in combat during Operation Enduring Freedom in Afghanistan and came home to Idaho in 2013. Since then I have worked hard to make a life and invest here at home. I was offered many different places around this Union to settle down and I chose to remain here because this is my home. Companies used to treat us with decency and fairness. Yet, Idaho Power has since abandoned its neighbors and chose to accommodate large companies such as Meta, the new Al factory in Kuna, and Amazon. These 3 companies have places such a demand on the grid; and rather than charge appropriately, Idaho Power chooses to cut corners and move the cost to innocent consumers that have no other choice than to choose Idaho Power. Furthermore, these proposals are basically taking the kilowatt that i make and reselling it to my neighbor for ten times the cost. I am being robbed and there is nothing that i can do except write this simple plea. Paying rooftop solar owners less than 1 ?/kWh for the power they put onto the grid for eight months out of the year, while then charging regular customers at Least 8?/kWh for that same electricity, is extremely unfair. Last year's solar rate changes, coupled with the increased fixed service charges, were already devastating for Idaho Power customers. Please do a thorough review to check the utility's math and assumptions, listen to outside experts and customers, and don't let this monopoly utility unfairly squeeze money out of its customers and undercut their right to generate their own power. 6 Also, please improve the public process by adding a virtual testimony option (as is provided at Public Service Commissions in all neighboring states)to help ensure you can hear the important perspectives from everyone who will be impacted by Idaho Power?s changes. Written comments and public hearings with limited times and locations are not enough. Thankyou.
