With economic uncertainty and rising energy costs, it's clear that Idaho should be seeking
ways to support more affordable energy choices. Rooftop solar has provided many families
and businesses with a solution to lower their electricity bill and generate reliable electricity
for themselves and their communities.
That is why I am concerned about the proposal Idaho Power has submitted in IPC-E-25-15
that would make going solar harder and more expensive. The proposed changes to net
billing rates would have a devastating impact on customers like myself who have already
gone solar or are thinking about going solar, at a time when they can least afford it.
Rooftop solar reduces the strain on aging utility infrastructure and lowers the need for
costly utility investments, which saves money for everyone. It's been proven in state after
state that, over time, this leads to a cleaner, cheaper, and more efficient energy system that
benefits all ratepayers—not just those who own their own solar systems.
Additionally, the further reduction of net billing rates will devastate the $1.6 billion local
rooftop solar industry and put more than 700 jobs at risk.
I hope you will oppose IPC-E-25-15. It is unfair and undervalues the numerous benefits of
rooftop solar and prevents more families from going solar.

Dear Idaho Public Utilities Commission,
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this
monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.
Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.
Written comments and public hearings with limited times and locations are not enough.

To all that read this online, please do notjust send it to the IPUC for the Commission to
read (which by the way, I'm not sure they are really reading any of our complaints). Also
send it to Governor Little's office so that he too can see what his appointed IPUC
Commissioners are doing, and how they are listening to no one other than utility
companies. I would also say that using a stearner and stronger tone in your statement and
testimonies may also be needed. Perhaps if we do a better job of showing the Governor and
the commissioners our frustrations with this topic, they will start paying attention. Clearly
none of them are paying attention yet. Get a little louder Idaho.

My statement is as follows:
It is quite disconcerting how Idaho Power, and what I'm starting to perceive to be, the IPUC
working together to severely hinder solar customers'ability to provide clean energy to
themselves and their neighbors. A proposal this egregious should be immediately rejected
by the commission, as it is a complete absurdity in what solar customers really should be
getting in credits. However, the commission is allowing the process to proceed as though
it's business as usual.

I don't fault Idaho Power at all for what they are doing. They are a "For Profit"organization.
Of course they are going to do their best to pad their bottom line. They have a fiduciary duty
to their stockholders to do so. The party in this mess that I do fault is the IPUC
commissioners. They got us into this by allowing a "For Profit" company,with a monopoly,
to conduct and research its own study that would then in turn dictate to the IPUC how rates
should be set for Idaho Power customers. Clearly that was an ill conceived procedure. A
complete conflict of interests!
Other entities in the past have presented other competing studies that have shown how
Idaho Power's Voder and DER report is flawed and one sided, however, the IPUC
commissioners still choose to accept only Idaho Power's report and nobody else's. As an
example, Clean Energy Opportunities for Idaho, the Idaho Conservation League, and Vote
Solar(along with others) submitted studies and reports under case number IPC-E-23-14, in
order to demonstrate to the commissioners how Idaho Power's study was flawed. But still,
the IPUC rejected every single measure that was submitted by all the entities that
intervened under that case number. Again, only accepting the report and study of a"For
Profit"organization with a monopoly to determine how rates should be set. Do I believe that
all of these studies against the Voder and DER were exact and should have been wholly
accepted? No. But I find it difficult to believe that out of the hundreds of recommendations
that they made, that none of them were correct or more balanced than all of Idaho Power's
recommendations.That in itself shows a commission that is being very closed minded in
determining how to keep the balance between the customer and the utility company.
If you look at their DER report, it is mostly filled with statistics derived from data in a
manner that manipulates how rates are calculated in such a way that benefits Idaho Power
financially. As the old adage goes. "There are lies, there are damned lies, and then there are
statistics." I think it applies here.
A true honest report to help the IPUC determine rates should be conducted by a third,
neutral party. One identified by the commission, paid for by Idaho Power(since they are
requesting the rate change), that receives only raw data from Idaho Power to conduct its
research, study and ultimately a recommendation to the commissioners. Until such a
system is adopted, we cannot trust that fair rates are being recommended.
It is very likely that none of these words will resonate with the commissioners.They have
shown very little regard to public and intervenor comments and testimony. I do however
hope that others read this and make a lot of noise, both online and at the in person

briefings. If you do in fact make a comment online, then also please show up for the in-
person testimony hearings if you can. I believe that the more of us that show up and make a
presence to the commission, the more it will sway their perception of what is right and
wrong and potentially force them to look at this in a more realistic and balanced way.
Perhaps for once they will realize that allowing a "for profit"organization to dictate rates
with their own internal report is not really a balanced approach.

means I will not get a return on my investment for 40 years... in an effort to bring more
sustainable energy to the area and save myself energy costs is only costing me more
money. I am actually paying more having solar than I would have had I never purchased a
solar system for my home.
Please reconsider and help homeowners like us help you by providing local sustainable

I respectfully request that you block Idaho Power's attempts to decrease the rate at which
solar owners are compensated for the surplus electricity generated by our systems. My
wife and I are both seniors and in planning for our retirement we purchased a solar system
to ostensibly lock in our energy costs. Except for our home, we have a strict policy of not

borrowing money. But in this case, it seemed to make sense since the loan payments on
our new system would be locked in at what our average electricity bill had been over the
previous 3 years.The recent changes approved by the Idaho PUC have already had a
negative impact on us as our system, which was designed to produce more than enough to
earn us sufficient credits to cover the low production winter months, is now not doing so.
This has resulted in monthly charges by Idaho Power above and beyond our solar loan
payments.We voiced our opinion at the public hearing for those changes appealing to you
to make Idaho Power 'grandfather' existing solar owners into the compensation situation
that existed when we purchased our systems. But you decided not to do that. If you
approve this new proposal,you will be doing us harm.We might as well not have a solar
system, and these changes will definitely discourage homeowners from purchasing new
systems going forward. In their annual report, Idaho Power claims to be a proponent of
clean energy with their motto 'Clean Today, Cleaner Tomorrow', but they are not acting in
good faith in this regard with these latest proposals. Please do not allow them to make
these new proposed changes as it will have a catastrophic effect on our ability to live within
our limited resources and will discourage Idaho homeowners from investing in clean
energy. Thank you.

The purpose of this letter is to express my dissatisfaction with both Idaho Power and the
Idaho Public Utilities Commission (PUC).

Their actions over the last few years exemplify the fact they disregard the public's opinion
and prioritize the well-being of their company and its profit margins over the citizens of
Idaho.
It is the American Dream to be self-sufficient and not reliant on corporations or state
institutions for survival. These choices are clearly intended to discourage people from
investing in their own source of energy production and just to settle for Idaho Power.
While I understand the fact that solar and other means of energy production greatly reduce
the inflow of money to Idaho Power, this also means they have to produce less, which
should alleviate their cost of operations, in addition to several other benefits such as:
Net Metering
Demand-Side Management
Reliability and Grid Stability
I believe the scenario is simple; if Idaho Power cannot come up with a way to remain
profitable while they are RECEIVING LOW COST ADDITIONAL ENERGY TO THEIR GRID, then
the current leadership is incapable and needs to undergo change.

Comment: "I installed solar panels to offset my power bill and help the utility decrease the
cost of installing new generation. I know the extreme cost of doing this. I worked in power
generation my whole life. I admit my contribution is very small but the multiplication factor
is being manipulated by this bill. More is better for them. The small amount they pay us is
nothing compared with new generation.. Idahoans do not want wind energy. Coal is out,
nuclear is out, gas fired is a potential option but expensive, hydropower is a politically

difficult option. So what is their plan for the growing consumer base? Please do not let
them take away a viable option because of their poor future planning failure."

Comment: "I object to the proposal to reduce the solar credit.
This feels like a reach for Idaho power to double dip and steal money. They receive power
from my personal solar panels and keep taking away from what I contribute to the grid. The
panels are not cheap and in the long run they help the community and power company.
This desensitizes citizens from "going green" and helping with any future power crisis.
I have already noticed a drastic change with the last modification for solar credits. This
current one will make many household pay two bills. One to the solar panels and one to
Idaho power.
Please vote No!!!"

Comment: "Hello,
I recently invested in solar for my home in hopes to lower my monthly cost of energy where
the cost of the loan is lower than the energy that I would have consumed otherwise.
Currently with the export rates, I am saving money by offsetting my power bill with the
exported energy.
If the new proposed credits go into place, it will be very detrimental since I will still have a
$30,000 loan but it would not offset the power bill and I would be losing a considerable
amount of money each month instead of saving money.
Please don't go through with the proposed changes as this impacts lots of people that are
in my same position.
