Same as someone with a variable rate home loan I assumed. Perhaps 1/2 interest rate hike. Never in my wildest day would I have ever thought that the PUC would have approved the changes in Dec 2023. Now I am totally blown out of the water that IP even is trying to come up this drastic cut in home generation and such. Big corporations have a way convincing our government agencies that they need these changes to be sustainable but their investors sure are making a good dime.. Isn't about time that the PUC protects the citizens of Idaho that they are supposed too Please deny this request from Idaho Power and don't give in to the middle numbers like a 2 car dealership wanting you to buy a car. We were excited to support local businesses and contractors, we were more than happy to share our excess production of power back to the grid for credits towards our power bills in lower-production months (winter). However almost at the same time that our install was complete, Idaho Power shifted to net-billing which significantly reduced any benefit we would receive year round. Instead of having credits equivalent to our excess power production available to cover our power usage in the winter, we received "wholesale" credits which didn't even cover our entire power bill in November, let alone any of our remaining winter power bills. Now Idaho Power is wanting to reduce the "wholesale prices" of our excess power product which will mean more out of our pocket each month than we expected a year ago when we started this process.What Idaho Power is doing is predatory, and as they are the only power company to service our area, there is no competition to stop it, they have the monopoly. We have chosen to generate more power than we need, and instead of giving us a fair and competitive price, Idaho Power is punishing us and so many others for becoming power providers, what they are doing is stealing from the lower-middle class to make themselves more money, for no reason other than wanting to make money. Choosing to go solar means relying on the grid, supporting local businesses and contractors, and becoming more efficient in our energy production and consumption. Idaho Power has repeatedly made these decisions more costly and punitive for homeowners and small businesses. Idaho Public Utilities Commission needs to act in the best interest of all Idahoans and prevent current and future price gouging by Idaho Power. 3 Reverse the decision to allow net-billing and require power companies operating in Idaho to provide net-metering and other benefits to property owners that help generate power in Idaho. Additionally Idaho Power attempted to stop our solar install by requiring a fee of$20,000 to upgrade the old and according to numerous electricians and neighbors "sketchy" transformer that would allow us to upgrade our homes service panel to safely be able to support higher power needs. This is a project that should be undertaken by Idaho Power not because we want to increase our service at our home, but because in an older neighborhood many homes either currently need or will be needing service upgrades as electrical needs change and grow. The power I generate should be compensated at a rate that allows me to reap the benefits of what I am paying for (ongoing payments through a loan). The reason I installed solar was because I could afford it because it would mostly eliminate my power bill. Now I've been out in a financial hardship. The plan to lower rates even more should not be approved as it's an unfair manipulating of rates to essentially steal the power I am generating and make me continue to pay. Had I known this possibility, I would have installed enough panels and batteries to be off the Idaho Power grid. Now I can't do that and I'm trapped paying the loan and now most likely a return to a higher power bill. Please do not vote to approve this. This isn't just about economics. It's about fairness, long-term planning, and honoring the commitments made to Idahoans who stepped up to invest in renewable energy. When my family chose to install solar, we did so with the understanding that our investment would be supported by reasonable, stable credit policies. To drastically cut those credits after the fact is not only discouraging, it's punitive. Beyond current users, this proposal threatens to deter future adoption of solar, limiting energy choice, increasing dependency on a single utility, and reducing community resilience--especially during Idaho's harsh winters and scorching summers. 6 Idahoans pride themselves on independence and self-reliance. If the rate changes are implemented, my installed solar panels would barely save us money on our power bill, adding to expenses we assumed via the loan to pay for the panels. Our installed system cost us $57,288.29, with a monthly payment of$240.81. Last year we realized $2,021.65 in energy savings from the power produced by our system. Balance that number against the $2,889.72 cost of the equipment loan, we had a deficit of$868.07. At current export credit rate, we are not even braking even for the year. Many others have spent even more on their solar systems at home—ranging from $40,000 to$100,000, according to comments on the Idaho Public Utilities Commission website. Following the California lead, Idaho Power have taken an anti-rooftop solar stance, while analysis suggests that home generation systems provide a net benefit to the grid and 7 lowers rates for all billpayers. My system produced a total 17173.67 KWh of energy last year. Take that by 19,000 other systems and a very clear pattern of supply verses demand for electricity has allowed Idaho Power to better manage their peak electricity loads by encouraging generation near the point of consumption, reducing the strain on distribution systems and preventing losses in long-distance electricity transmission and distribution. Idaho Power states that it is seeking the rate adjustment to ensure Idaho Power is paying equitable prices for the energy it buys. Sounds like a one-sided biased argument. Do the right thing! We installed our solar panels and began using them at the beginning of 2024. We thought we were doing the right thing to cover some of our power usage and share the excess with IPCo so they could use it to provide power to other customers. IPCo has always promoted energy conservation, and we believed we were helping conserve the amount of energy we would need IPCo to supply to us. I understand IPCo cannot purchase power from us at the same price they charge us for it. IPCo has an investment in the equipment they use to provide us with power; however, we also have an investment in our solar equipment that IPCo is getting a benefit from with no investment cost on their part. I am quite sure that the excess power we send out on the line 8 is almost immediately being used by the homes close to us, and those homes are paying the current residential rate. With IPCo now building battery storage facilities, it seems like the excess power the solar customers are generating will be stored by IPCo and sold at the current rates to customers. It seems like the 1.7 cents and 0.95 cents IPCo is offering to pay customers for their excess solar energy is extremely undervalued, given they are going to store it and sell it at a substantially higher price. Price adjustments from year to year can be expected, however, telling us that the value of our solar generation is worth almost nothing, is an example of IPCo manipulating the financial numbers to reflect a value that gives them an excuse to pay solar customers a minimal amount and then turn around and sell that power a high profit. Please do not accept the proposed rate decreases for solar generation. Please standup for those of us trying to do the right thing. Make IPCo pay a fair price for power that they are receiving that they have no investment in the cost of generating. Recent full-country blackouts in Spain and Portugal, caused by centralized solar farms, demonstrate the risks of relying heavily on such systems. Centralized solar is vulnerable to widespread grid failures, whereas distributed rooftop solar, located near customer consumption, enhances grid stability by decentralizing energy production. 9 Reducing export credit rates will discourage distributed rooftop solar and incentivize large- scale solar farms, shifting Idaho toward a riskier grid model. In the last 12 months I have used 19,806KWh of energy...my solar has generated a total of 49,056KWh of energy. You would think Idaho power would happily pay me for that power seeing as they are paying a smaller percentage for it than what they are charging someone else for it. Somehow even though i created an amazing 67% more energy than I used I still owed them $252.45 last year! I just received a letter in the mail telling me that i should expecting a 34% increase in charges next year, while lowering what they are paying for the excess. This is a ridiculous change, as bad or worse as the last reimbursement that was approved. Everyone that previously had solar should have been grandfathered in. I signed up for solar under the previous rules only to have them changed out from under me. The current proposal to decrease excess energy generation rates from Idaho Power is not fair to current solar customers that have invested large amounts of money into their solar systems, and will end the financial incentive for any future customers to add rooftop solar to their homes or businesses. Please DENY their proposal so that solar in Idaho makes sense and continues to make forward progress. I ask this as an Idaho homeowner who has already put a small solar array on my roof and transitioned all but our boiler from gas to electric. Although we live in the mountains and our rooftop solar is often covered with snow from December to March, reducing the credits for even the 4 months of our mountain home would drop our ROI that made the installation practical for us. I can only imagine the decrease in installations for new homes and homeowners now that there is no way to work with Idaho Power to make this a financially feasible route for an Idaho homeowner or business. Idaho Power's "Price decrease" request is a thin deception intended to block public awareness of the actual beneficial impact to Idaho Power's bottom line brought about by IP 11 paying less that 1 cent/ kw to be resold to our closest neighbors at even a slightly diminished rate from the 8cent/kw currently paid. This move doesn't benefit any of the public -just the share holders and the CEOs of power plants and Idaho Power. This is not the move of a public utility established for the beneficial growth of our communities and our standard of living, but of a monopoly that has found ways to diminish the value of even the best efforts of their still connected and paying customers to make roof top and agricultural solar help meet their energy needs in the most efficient, economical and environmentally sound way. I haven't been able to find anyjustification for this move towards this tremendous cost increase to our electrical needs, specifically, but also those of the many Idaho businesses that have developed and grown to install solar power in farms and on rooftops. I had thought that tripling our base pay rate was sufficient to carry the load of any additional transmission lines and other facilities that IP can make money on building. I realize that Idaho Power has a lot of political power in our state (power that no one citizen can claim) but I hope that the members of the PUC MIGHT consider being the advocates for the population that you are asked to serve and keep our options open for adding value to the energy stream while continuing to support Idaho Power AND create cleaner energy and skies for our state. Please consider our population when denying this request rather than the big business that continues to put their shareholders before the public good.
