Such a a massive decrease is unconscionable and excessive. The investment cost for my home's solar system is significant, and I am counting on current credits from Idaho Power to help pay for my investment. Solar home owners are doing their part to conserve energy, and the State of Idaho PUC should do more to encourage energy conservation. Please do not penalize us by granting Idaho Power's request. Thank you. I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put onto the grid for eight months out of the year, while then charging regular customers at Least 8?/kWh for that same electricity, is extremely unfair. Last year's solar rate changes, coupled with the increased fixed service charges, were already devastating for Idaho Power customers. Please do a thorough review to check the utility's math and assumptions, listen to outside experts and customers, and don't let this monopoly utility unfairly squeeze money out of its customers and undercut their right to generate their own power. Also, please improve the public process by adding a virtual testimony option (as is provided at Public Service Commissions in all neighboring states)to help ensure you can hear the 2 important perspectives from everyone who will be impacted by Idaho Power?s changes. I'm aware of the significant change and am worried about the impact on my investment. The reduced credits are making the solar panel investment seem less viable than originally projected, and frankly, I'm concerned it may render the investment useless if the current proposal goes through. Unfortunately, I will not be able to attend the webinar and so ask that these written comment be considered carefully by the PUC. I previously submitted my comments to the PUC, opposing the application submitted by Idaho Power to update the credit rate customers who installed on-site generation systems. I provide those earlier comments below. I would like to add a few more points for the PUC to consider as it examines the application by Idaho Power. First, it is clear that the relatively Low cost of power in Idaho is increasingly attracting the construction of large data centers, Like the one planned by Meta near Kuna. A further data center, by Gemstone Technology Park, would be expected to consume some 15% of Idaho Power's current energy generation. While these entities are apparently required to fund up-front infrastructure, they will nonetheless place a large burden of consumption on the power grid in Idaho. On top of this, Idaho is consistently one of the top states for population growth, which clearly brings added pressure on Idaho Power to provide more and more electricity. In short, 5 demand on electricity in Idaho will only continue to increase substantially, with customers having to pay more in the aggregate for their electricity.This brings me to my second point, which is to reiterate the importance of sending customers a clear message that on-site residential solar generation is valued by Idaho Power(and the PUC), as it yields benefits to all electricity consumers—residential and business alike. Together with my previous points, I urge the PUC to deny the application by Idaho Power and to instead work with Idaho Power to compensate on-site residential power generation appropriately. Idaho Power should be remunerating solar power supplying customers at a rate which is linked to their overall cost of power generation. This would be both transparent and create the right incentives. Previous Comment: "We installed a free standing dual axis solar power system in 2023, both for environmental and economic reasons. We sought to generate enough electricity to cover our own house, and to remain "in the system"by sending back power to Idaho Power, in return for credits. We now understand that Idaho Power has radically lessened the amount that it credits customers for their solar generation. Why?In a world where protecting our environment is important for us, and for future generations, and where the cost of using power is escalating, doesn't it make sense to do everything we can to help both ourselves, but also our environment(and our communities)?By spending many thousands of dollars to install a solar system, we were providing a public good by creating another source of power, thus lowering our own demand for power and thereby making more available to other Idaho Power customers. Surely the PUC, as a public body, ought to encourage Idaho residents to be environmentally conscious and to create more power for the whole community. Why, then, is Idaho Power being allowed to reduce the compensation for solar generation, through the credit system?The direction of travel(in terms of incentives)should go the OTHER way--that is, we should be encouraging all who can to invest in renewable sources of energy, not penalizing them. As an Idaho Power customer, and a resident of Idaho (having been born and raised in Idaho), I strongly believe in preserving the beautiful resources we have in this state--and in doing our best to transfer our energy consumption to renewable sources. Please, reverse this direction of travel in punishing those of us who are trying to do the right thing for our communities and for our state." This is unfair for Idaho Power to charge solar users a low rate for the power we are adding to the grid for their use and sale while then charging us a high rate for the amount we do pull from the grid. I am against Idaho Power's proposal to adjust their payment rates even lower. They should be supporting home based solar because it provides them with power without the cost of having to building more power plants. This is when we need power most to keep warm. Summer credits are also on the chopping block which should not be allowed. This proposal affects more current solar users and it makes it tougher for anyone to adopt solar energy in the future. We installed solar panels on our house in late summer last year (2024), and we were provided information about the rates at which Idaho Power would purchase our generated power. The decision to install the system was based on the ability to earn credit towards power to be used in winter months. We know that our usage of power in those months far exceeds the amount of solar production on a daily basis. We were to rely on the rest of the year for optimal solar production. The greedy decision to drastically reduce the credit rate is devastating and it will hurt us and many others financially. I've been pretty proud to bean Idaho Power customer for a longtime, but this decision stabs us in the back and it shows that their interests are less about the customer than I had believed. I fear even more that this decision may be backed with political pressure or interests that are currently destroying our country. Continue grandfathering the contracts that both parties have signed and agreed to. Changing the rules of the agreements that are already signed is bad practice, and unfortunate that Idaho Power did not have the foresight to see the future. We also subsidized Idaho Power on projects such as wind and solar, and never forget that the taxes from people helped pay for the dams we built for Idaho Power to run. Keep honoring the contracts already signed, and if you need to change the wording for future contracts, that should be discussed, and new policies and 14 procedures can come into play. A roof-top solar array was installed on my house in 2022. It often generates power exceeding my needs, even in winter. Its contribution to the electrical grid helps offset the cost of generation and transmission from other more expensive alternatives. Reducing the ECR extends the ROI on my investment, discourages future expansion of home generation, and likely will have future environmental and commercial impact for my community, state, and nation. My home installation also has fixed costs for installation, maintenance, repair, and replacement. It is no different that a gas power generation facility in California, a geo-thermal facility in Wyoming, or a hydro generation plant in Idaho or Washington from which Idaho Power purchases. It is only a matter of scale. 16 As an electrical generator delivering power to Idaho Power, a fair compensation rate should be the wholesale rate per kH that Idaho Power would pay any other producer. Alternatively, if Idaho Power buys my power at a set rate and sells to my neighbor at 1 Ox the price then I should be compensated a part of their profit for being a contributor of the production grid. I believe that in the last several decades that electrical generation and consumption have mainly benefitted by more energy efficient construction, manufacturing, and other conservation efforts not adding additional large energy producing power plants. With internet commerce, IoT, and Al advancements those days are over. With Their change to Net use they are already stealing alot of the power we are producing. Now they want to steal it all. For independency, environmental, and economical reasons I decided to get solar two years ago as a first time home buyer. For independency because I am generally self-reliant on my own power output. For environmental because my solar is now able to help power other people's homes when excess credits are available. Lastly economically, because of savings on my power bill as well as tax incentives. The point I'm trying to make is that if you limit the savings that people, who are already unsure about signing up for power in a high desert climate, this is going to discourage new solar installation or generation. Idaho's energy is almost evenly split between energy we produce, as opposed to energy we buy from other states. The energy Idaho then produces is largely sold to other states. Why rely on other states to give us our energy?We should bring the energy generation back to the state, I doubt that the power company would like to stop selling to other states, so in the interest in power self-sufficiency in the state of Idaho as a whole I would think that government should incentivize people to produce their own power. Not discourage people.
