Your proposal to decimate the rooftop solar buyback rate by 60%, and by over 80% during

electricity is not just unfair—it's a blatant exploitation of your captive customer base.
This isn't about grid management; it's about protecting your profits at the direct expense of
your customers' investments. Idahoans have put their hard-earned money into rooftop

infrastructure, especially during peak demand. Now, you propose to retroactively devalue
their contribution, undermining their financial viability and deterring future investment in a
technology that benefits our entire community.
The financial impact on your customers will be severe. The reduced buyback rate will
drastically lengthen the payback period for solar investments, effectively punishing those
who have chosen a sustainable energy path. This will not only hurt individual homeowners
but also stifle the growth of local solar businesses, costing Idaho jobs and hindering
economic development in a crucial sector.
While you may feign concern for non-solar customers, the reality is that the clean energy
produced by rooftop solar reduces your overall energy costs. By compensating solar
producers fairly,you acknowledge this value. Your proposed cuts suggest a calculated
decision to maximize your revenue by undervaluing locally generated, clean power. This is a
short-sighted approach that ignores the long-term benefits of a distributed, resilient energy
system and the financial well-being of your customer base.
Furthermore, this move betrays the trust of your customers who made significant financial
decisions based on existing buyback rates. Changing the rules after the game has started is
unethical and will create a climate of uncertainty that discourages any future investment in
renewable energy within our state.
We demand that you immediately withdraw this predatory and financially damaging
proposal. We insist on a fair and transparent valuation of rooftop solar that recognizes its
benefits to the grid and the financial interests of your customers. We will not tolerate this
blatant attempt to enrich yourselves at our expense and at the expense of a sustainable
economic future for Idaho. Be warned: this will be met with strong opposition from
homeowners, the solar industry, and the broader community.

Comment: "We had solar when we lived in California and believe hardily in doing our part to
help our plant. When we moved here we decided to do the same. Suppling extra kilowatts
which takes the burden off the power company to supply power to those who are not wise
with assists the grid.We are rewarded by a lower rates which we receive credit by a lower
cost as were promised. The rates have been increased already and now we will be
punished with the the new policy for being responsible. Wrong. For those moving to the
area a price hike is reasonable as are the prices of the homes but those who have
contributed to the grid it is wrong. It is your place as a service to this valley to provide your
service in a costly manner. My husband and I are against taking away our benefit which

Comment: "The Idaho PUC should be advocating for solar adoption, not moving our state
further away from it. Not only will continued solar adoption aid the environment (a big
motivator for our household installing solar power a fewyears ago) but it will drive
economic growth in Idaho and enhance our state's energy security.We were certainly
motivated by the prospect of not having an electrical bill any longer-which seemed a very
fair tradeoff with the energy we would pass to the grid compared to what our household
would consume. Idaho Power's latest Export Credit Rate proposal is an extreme case of
corporate greed with zero consideration for consumer rights—this is where the Idaho PUC
must step in. How is it equitable for Idaho Power to compensate solar generating
households only 12% of the rate Idaho Power is charging customers? (from October to May,
compensation could drop to less than 10 per kWh, while Idaho Power continues charging
customers 80 or more for the same electricity). Idaho Power's proposal severely
undervalues solar rooftop energy production and should absolutely be rejected by the
PUC. Furthermore, the PUC should take an additional look at the changes that have already
been made and reevaluate if solar-power generating Idahoans are being treated fairly—it's
already evident that the priority has been given to Idaho Power and not the residents of
Idaho, please don't repeat these same mistakes:'

I am writing to express my strong opposition to any further reductions in export credit rates
for Idaho Power customers who have invested in rooftop solar.
As a solar customer, I provide clean, locally generated electricity back to the grid—
especially during the summer, when demand is highest. This is the exact time when Idaho
Power needs energy the most, and solar systems like mine help meet that demand,
reducing strain on the grid and potentially avoiding the need for expensive infrastructure
upgrades or fossil fuel peaker plants.
Penalizing customers for helping during peak demand simply doesn't make sense.
A decrease in export credit rates effectively punishes those of us who have already made
significant personal investments in clean energy. We stepped up to be part of the energy
solution—relieving pressure from the grid, reducing emissions, and moving Idaho toward
greater energy independence. We are not freeloaders—we're contributors. And yet, rate
cuts treat us like a burden instead of a benefit.
These changes don't just affect new solar customers—they affect those of us who relied on
a fair compensation system when we made our investment. Constantly shifting the

goa[posts undermines trust and discourages others from considering solar,just when we
need more clean energy on the grid, not less.
Solar customers should be fairly compensated for the real value we provide—not only the
kilowatts, but also the reduced transmission losses, improved grid stability, and long-term
cost savings for all customers.
I urge Idaho Power to reconsider this approach. Don't discourage the very people who are
stepping up to support a resilient, sustainable, and cost-effective energy future for Idaho.

I am writing to urge you not to move forward with another reduction in export credit rates for
rooftop solar customers.
By cutting what Idaho Power pays for excess solar energy sent back to the grid, you are
essentially pushing solar customers to make a different choice—store their energy in
batteries and keep it off the grid entirely. If that happens, Idaho Power won't benefit from
the very resource that helps stabilize the system during the most critical moments—
especially in the summer, when the grid is overloaded and peak demand surges.
Right now, solar customers provide clean, local energy right when it's needed most. That
power helps prevent blackouts, reduces the need for costly infrastructure expansion, and
Lessens the environmental impact of peak generation. But if export credit rates drop too
Low, it no longer makes sense to send that power to the grid. Instead, more customers will
install batteries, and store the energy for their own use—removing that valuable excess
electricity from the system at the times when Idaho Power needs it most.
Is that really the direction we want to go?
Instead of punishing solar customers for being part of the solution, Idaho Power should be
encouraging more solar and better integration of distributed energy into the grid. That
means fair compensation for solar exports—not driving customers to go off-grid out of
necessity.
Don't lose the goodwill and grid support of thousands of Idahoans who invested in solar
with the understanding that their contributions would be valued.
Please preserve fair solar export rates—for the health of the grid, for energy security, and for
a future that works for all Idahoans.

Comment: "The amount of money that people have put into being more energy efficient
and applying green technologies to their homes hasn't come at a cheap price. For the
power company to continue to decrease the credit for our green electrical infrastructure
that they don't maintain or give a cash option for the energy production is absurd! It's bad
enough that we are getting less than 1 to 1 credits on our bill, but to reduce it by 60% is
virtually criminal. I appose the over stepping boundaries of the Idaho Power proposal.
Coming from being a technician in the commercial solar industry world wide, but specific
to Idaho, knowing how much they are implementing and planning to implement in the solar
and BESS industry makes this proposal seem "Gouging". Let's not let the hard working
people who paid with their own hard earned money get squashed bywhat seems to be a

Export Credit Rate I was deeply disappointed by the Idaho Public Utilities Commission's

(PUC) decision to approve Idaho Power's request to establish the new Export Credit Rate
and formula in 2024. The rationale behind the PUC's approval seems, at best, politically
motivated.This decision only strengthens Idaho Power's monopoly, leaving the average
consumer with limited options. Is it not the PUC's responsibility to act in the best interest of
the public?
The new rate schedule for solar power reimbursement is both burdensome and
inequitable. Three-fourths of the year is now considered OFF PEAK, which, while factually
accurate, has led to reimbursement rates that make investing in home solar energy
unaffordable for many. I have invested in a substantial solar system, capable of producing
up to 15.3 M, which should easily cover my energy needs. Yet, despite this, I still find
myself paying additional charges to Idaho Power.
Additionally, the approved ON PEAK hours, from 3 PM to 11 PM during the summer months,
are problematic. The PUC must be aware that much of this time falls after the sun has set
or when it is low in the sky, resulting in minimal power generation from solar panels.
The reimbursement rate set by the PUC cannot be justified solely by the infrastructure
Idaho Power needs to develop or maintain. These rates, along with the new rates Idaho
Power is proposing, appear to be an intentional barrier to individuals considering home
solar energy, effectively eliminating any competition to Idaho Power.There is no reasonable
justification for further reductions in the compensation for home solar power. I strongly
recommend that the rate be reverted to the original, grandfathered rate to ensure a fairer
and more equitable system that allows for healthy competition.
From a broader perspective, the PUC should be actively encouraging homeowners to invest
in solar energy, rather than further entrenching Idaho Power's dominance over the energy
market. It makes sense for solar panels to be a common feature on rooftops, generating
power for homeowners. In the near future, as Idaho Power plans to shut down power during
windstorms due to wildfire concerns, homeowners should be able to protect themselves
by providing their own energy. Unfortunately, the current and proposed rates will
discourage most homeowners from investing in solar power, leaving them vulnerable to
power outages and further solidifying Idaho Power's monopoly. Is this really the outcome
the PUC intends?

my power bill and help reduce my environmental impact. Idaho Power benefits from this
investment as well as society. The value of the power that IP can sell back to its customers,
because of my investment, is much higher than my current power credit. I don't understand
why they want to reduce my credit even further. Explain to me how the power I generate,
with no investment from Idaho Power, is worth less today than two years ago.
This pricing change will be a huge disincentive for potential future solar users. I don't
understand why we are disincentivizing the use of solar.The long-term need for power

The purpose of this letter is to express my dissatisfaction with both Idaho Power and the

Their actions over the last few years exemplify the fact they disregard the publics opinion
and prioritize the well-being of their company and its profit margins over the citizens of

It is the American Dream to be self-sufficient and not reliant on corporations or state
institutions for survival. These choices are clearly intended to discourage people from
investing in their own source of energy production and just to settle for Idaho Power.
While I understand the fact that solar and other means of energy production greatly reduce
the inflow of money to Idaho Power, this also means they have to produce less, which
should alleviate their cost of operations, in addition to several other benefits such as:
1. Net Metering
2. Demand-Side Management
3. Reliability and Grid Stability:
I believe the scenario is simple; if Idaho Power cannot come up with a way to remain
profitable while they are RECEIVING LOW COST ADDITIONAL ENERGY TO THEIR GRID, then
the current leadership is incapable and needs to undergo change.

dramatically reduce our power bill and increase our property value. In less thana year the
the value of the power we put back into the grid decreased aprox.by half. Now Idaho is

The more Solar power homes produce the less Idaho power has to buy in the market. This

Comment: "We have received notification from Idaho Power that they are again petitioning
the IPUC to modify the Export Credit Rate for residential solar systems. Please, PLEASE,
stop the insanity! Either Idaho Power is incompetent or they are declaring war on
residential solar producers. Possibly both.
After a lengthy study that was used to modify the ECR for 2024, which dramatically
changed how residential solar credits were calculated decidedly in Idaho Power's favor,
they are changing it...AGAIN! By their own estimates, this decrease in the credit to a solar
generator will INCREASE our power bill expense by an average of 34%. THIRTY-FOUR PER-
CENT!!! How could their years-long study have been so wrong? ...yet it was used to
convince the IPUC that it the modification in export credit rates was absolutely necessary.
This is total incompetence and completely self-serving for Idaho Power.
I get it. They are a private power company that is serving the public but they are treating
residential solar generators like a competitor, not the citizens they are, and using their
Leverage to devalue the electricity that the solar generator puts into the grid. No, the power
company won't be bankrupted if the ECR is not quite right- instead, the residential solar
customer will be bankrupted. And, that is likely intentional. Those of us who invested in a
solar system traded away tens of thousands of dollars of our own money(not the public's
and not the power company's)to set up a system that was as close to neutral as possible
(in the aggregate). It is true that there are some inequities in the nature of solar power
generation but the fact remains that solar generation is just one part of a larger strategy to
off set the power shortfalls that hydroelectric cannot meet across the valley for a growing
Treasure Valley population. Yet, Idaho Power is allowed to continue to attack solar
generators by manipulating the ECR until it favors them and shuts down residential solar.
This is plain WRONG.

With the newly proposed ECR rate change, Idaho Power is effectively making residential
solar customers pay for their power twice....and then essentially they indirectly(perhaps
purposefully?) allowing our residential solar produced electricity to be sold to other Idaho
Power customers at a loss so that the solar producer cannot recapture useful credits. They
are penalizing solar generators and they are penalizing power consumers when the power
is needed the most. This is insanity.
Please stop the insanity. Nobody in Idaho is investing in solar anymore because Idaho
Power has declared war on residential solar. The roughly 4,000 existing solar customers
should stop being penalized just so Idaho Power can lock in higher profits. Who is looking
out for the interests of the residential solar producers? Who? We are being bankrupted
and robbed by Idaho Power while they sell our electricity back to their other customers for
pennies on the dollar. This is theft, and no private company should have that much
influence and power over policy when it primarily serves their self-interest. This is wrong.
IPUC- please do that the right thing and protect residential solar producers. They are
citizens too."

scheduled to take effect on June 1, 2025. As a homeowner with a solar energy system,

through summer, and as a participant in the time-of-use program, I am deeply concerned

In the past month, I used 30 kWh from the grid and exported 330 kWh, while my

represents a drastic decrease of approximately 80%. This change will severely diminish the
financial returns I anticipated when investing in solar, extending the payback period and

this investment based on previous policies that offered a more reasonable compensation
for the clean energy I contribute to the grid.
I urge Idaho Power to reconsider this substantial reduction in export credit rates. These
changes not only negatively impact existing solar homeowners but also create a significant
disincentive for other Idaho residents to adopt clean energy, potentially hindering the
state's progress towards a more sustainable energy future. I respectfully request that you
review the methodology used to determine these new rates and consider a more equitable
