Dear Secretary of the Commission:
This is a reply to the comments received in case # ATL-03-
The Marvin Picotte comment, 11 pages, filed on 4-30-03 appears to be a copy of theHelge. Uhl et, aI. comments. filed on 4-28.03. Marvin Picotte is the customer of recordwho signed this apparently copied response.
Anne Aastum is a customer of record that tiled a comment on 4-29-03,
Mary Drake is the customer of record that filed a comment on 4-18-
Doris Helge and Bill UhI who filed comments in the case on 4-26-03 reside at a residencewhere they insist on not being the customer of record; instead Michael UbI who does not
live in Atlanta, as per their request, is the customer of record.
The other customers of record who apparently signed the comment letter are Dan
Farnham, Allen Treland. Mary Drake, Mary Schmaeder. Jim lnama Sr, Ian Wills, andJack Penix.
John Inama a customer of record filed a comment that he agreed with the HeIge, UhIcomments.
Jim Bivens comments. not the customer of record, supposedly for Alva Greene who is thecustomer of record.
The 10 customers of record that signed the Helge, Uhl comment letter account for 15% ofAtlanta power customers. They consume less than 10% of the total kw production for the
last 2 years.

The Helge, Uhl comment letter is an attempt to portray Atlanta Power Co. as thevillainous huge monopolistic public utility that has unlimited capital to invest. As this
commission wen knows nothing could be further iTom the truth. Nearly all theallegations in the Helge, Uhl letter are based on their speculation and assumption drawn
either out of context from a prior document or how they think we are responding to an
outage.
As you know we were recently issued a 30 year Federal Energy Regulatory Commission
License. the process for application and procurement of this required license took nearly
4 years and several thousand dollars in fees and many hours oflabor and miles traveledby myself
Additionally in 2000 the generator we had been using since 1985 burned out and needed
to be replaced. It was decided to purchase a more standard off the shelf unit so that thesystem reliability could be maintained with a minimum of down time, The voltage on thenew generator was also changed to 480 volts from 2300 volts. This required a bank
of 3transformers mounted at the powerhouse. A new jacksh~ 2 bearings and a smallerdrive pulley were also required to drive the new generator at the proper speed, Theseimprovements together with the cost of obtain1ng the new Federal Energy RegulatoryLicense have indeed stressed Atlanta Power Co. Inc financial condition, However, thiscompany stands fIrm in its quest to provide safe and reliable electrical power to its
customers at the lowest possible cost. Our annual records supplied to IPUC plus those of
the commenters show that the power is on for over 99% 9f the time.Outages areinconvenient to all however most customers expect more outages than usual given the
mountainous ten-ain, the forest that the power lines run through and sometimes the severe
weather and snowfall that 3Ie experienced in the area. It is noted that in the survey to ourcustomers by the lPUC staff only 1 customer was willing to pay a higher rate to have a
permanent diesel backup generator rather than bringing in a rental unit.
Atlanta power is willing to discuss the possibility ofHelge. Uhls otter of providing adiesel generator to hook into our lines -and provide power for the system with the propersafe guards in place. This could be accomplished under a contractual agreement or leasearrangement.
Issues that would have to be addressed would include but not be limited to, insuranceenvironmental concerns, reporting requirements, accounting and 'billing, linemaintenance. debt services, and return to shareholders for loans and investment.
Conclusion:
All comments received seem to be spearheaded by Doris BeIge and Bill UhI.

Doris Helge claims to have a doctorate degree and makes herself available at a price for
mo,tivational seminars.
Claims that outages affcct her income from the business she runs from her residence in
Atlanta.
Is the author of 2 books one that is titled" Transforming Pain into Power.BeIge has a reputation in Atlanta of harassing every organization in Atlanta whether
public or private including, Rural Telephone. Atlanta Water. Atlanta Fire Dept. QuickResponse Unit, Atlanta Hwy. District, Atlanta Post Office, US Forest Service, AtlantaPower. Matheson Transportation, Federal Express, UPS, and IPUc.
If Atlanta Power Co. Inc. is required to comply with their request in total there
wil1 needto be a rate increase to handle the extra expenses involved with their demands, It is not
fair to place the extra burden of higher rates on the majority of ratepayers who are not
complaining about the quality or quantity of power available.
