We oppose the proposed Idaho Power Export Credit Reduction of Case IPC-E-25-15.
We installed our residential home rooftop solar panels in October, 2024 to do our part in
increasing clean energy sources and with motivation by Federal and Idaho tax incentives
and with Idaho Power"net billing"energy export credit. Idaho Power's proposed reduction
in energy export credit feels, after only 5 months with rooftop solar, like a `bait and switch'
scam aimed at us seniors. For Idaho PUC, please deny this Idaho Power proposal.
Reduction in energy export credit would add a financial burden along with other increasing
costs of living in an uncertain era for consumers, particularly those of us on fixed incomes.
We believe that more US energy needs should be provided by renewable and clean
sources. Idaho Power has good hydro power but requires additional energy sources to meet
current resident demands and for a growing Idaho population. Clean rooftop solar power
generation is part of the Idaho power current and future mix. Our home solar investment is
part of this mix that Idaho Power did not pay for yet benefits from its generated energy. If
Idaho Power is to contribute to clean energy sustainability then it and its investors should
provide incentives for more clean and renewable energy such as fair energy export credit. "

Comment: "I have complained a number of times to Idaho Power about the changes to the
ECR. When I received my first bill in 2023 it was an even kilowatt to kilowatt transfer. Then
they changed last year 2024 to 50% reduction. I was charged 8.77476 cents per kilowatt
use BUT I was credited for 4.83711 (not 6 cents stated in the letter for the Idaho
Conservation League) cents per kilowatt credit when sent back to the grid. So they were
taking my electricity and selling to my neighbors for 8.77476 cents making a 50% profit on
my dime (investment). THIS IS AN ILLEGAL RE-DISTRIBUTION OF WEALTH ISSUE. I also
complained that they did not disclose on the billing statement how much I was being paid
for my ECR's, not a very good disclosure of payment or fairness of charges. Loan
companies have to disclose charges and credits why are they not required the same to
disclose this information on their billing statement. Please DO NOT approved this scam for
profit electrical company another reduction of ECR credits. More-over please make a
change to an equitable credit to make it fair for customers that are trying to help with the
peak load area to help stabilize the grid.. Larry Markel"

Comment: "I am writing in strong opposition to Idaho Power's proposal to further cut solar
export credit rates. I've read all the public comment up to this point. Much of it is very well
stated; no need for me to repeat what you already(should) know. Some of it is
heartbreaking and sad, such as the financial conditions increasingly being imposed on
fixed income people who thought they were doing the right thing or a good thing by
investing in residential solar.
There should be no doubt that Idaho Power is acting in monopolistic fashion with a clear
intention to kill residential solar. As you know, the Idaho PUC's supposed charter is to
consider dually both public and utility benefit and impacts. The IPUC is the only thing
standing in the way of Idaho Power's intentions. Has the IPUC been balanced and fair up to
this point in this regard? I would argue you have already cut too far with the prior export
credit reduction approval. The benefit to Idaho Power is obvious and disproportionate, but
where is the benefit to the Public with this new proposal? Obviously it is terrible to those
who have already made an investment in solar. But it should be obvious that from a grid
resilience standpoint, having sporadic solar generators in a given neighborhood is a good
thing.
The IPUC commissioners have already taken the wrong approach on this issue, basing prior
export credit restriction decisions on a self-serving"independent" report commissioned by
Idaho Power. You should not only refuse this new proposal outright and in its ENTIRETY, but

take this blatant power grab (pun intended) as a clear trigger signal that you should reverse
your prior stance and increase the export credit at this time.
This case decision is the Responsibility of the IPUC. But note that the ones who put you in
this position -the Governor who nominated you and the state Senators who approved of
you - are Accountable for your decisions and outcomes. It is increasingly clear that the
citizens (also known as Voters in most states, at least those with strong voter integrity
controls in place) are getting tired of being on the short end of the IPUC's decisions. This
will increasingly be a motivation for these accountable politicians to get"primaried" as a
result of the political liability of the IPUC. As a reminder here's a statement from the IPUC
website: "The Governor may remove a commissioner before his/her term has expired for
dereliction of duty, corruption or incompetence:' Suggestyou read carefullythe growing

preserve traditional Idaho values and the freedom that solar gives us if we choose to install
it.
Rooftop solar reduces grid congestion, especially during hot summer afternoons when
demand spikes. It lowers transmission losses by generating power close to where it's used.
It can also delay or eliminate the need for costly grid upgrades, saving everyone money.
It creates local jobs and supports small businesses and it gives Idahoans energy freedom—

Background
Idaho Power, as a regulated monopoly, is meant to operate under public oversight to
prevent predatory practices like hidden fees or excessive rate hikes. However, the rise of
distributed energy resources—like rooftop solar—has shifted the energy landscape, often
making them more efficient than centralized generation. Current regulations do not
sufficiently protect small producers from Idaho Power's market power.
Personal Experience
A review of Idaho Power bills shows the impact of these policies. For example, my neighbor
paid an effective rate of$0.148 per kWh in early 2025, including all service fees. My own
bill, despite using only 32 kWh from the grid, was $18.55—an effective rate of$0.58 per
kWh, over six times the advertised rate. I urge customers to divide their total bill by kWh
used to see the true cost of electricity.
Capital Projects and Customer Costs
Idaho Power's capital projects further increase customer costs. The proposed Bennett
Mountain Power Plant Expansion is expected to exceed $100 million for 167 MW of gas
generation, and the Boise Bench Substation Battery project is estimated at over$300
million for 200 MW/800 MWh of storage. Customers will pay for construction,
maintenance, fuel, and transmission for decades, facing fuel price volatility. If Idaho Power
supported rooftop solar owners in adding home battery systems, we could achieve
significant storage at lower cost. With about 13,800 rooftop solar installations since 2020,
encouraging each to add 20 kWh of storage would provide 276 MWh—about a third of the
planned utility-scale battery project—while reducing the need for expensive new
infrastructure.
Rooftop Solar Benefits and Barriers
Rooftop solar owners pay for equipment, installation, and maintenance at no cost to Idaho
Power or its customers. Excess power is exported locally, reducing transmission losses and
improving grid resilience. Recent export credit rate changes—paying a premium only during
Limited peak hours—have encouraged battery adoption, with about 80% of new
installations in 2024 including storage. Batteries let homeowners store excess generation
for use or export during peak demand, easing grid strain.
However, Idaho Power's policies discourage further rooftop solar adoption:

• Service fees have risen from $5 to $15 monthly—a 200% increase—now over 30% of
many customers'total charges. This disproportionately affects those who use less power
and discourages energy conservation.
• Proposed export rates are as low as $0.01-$0.02 per kWh for off-peak solar exports,
while customers are charged about$0.148 per kWh. This disparity makes rooftop solar and
batteries less financially viable, discouraging new installations and ensuring higher future
costs for everyone.
Policy Recommendations
To create a fairer, more efficient energy system, I propose:
• Restore the monthly service fee to $5 and reflect most costs in the per-kWh rate.
• Set export credit rates for rooftop solar at 50% of the average effective billed rate
(total bill divided by kWh consumed).
• Encourage adoption of home battery storage and bi-directional EV charging to
reduce the need for costly utility-scale battery projects.
• Add an "effective cost per kWh" line to all Idaho Power bills for transparency.
• Require independent technical review of major capital projects to ensure cost-
effectiveness.
• Establish a consistent long-term strategy for all stakeholders, rather than abrupt
annual changes.
Conclusion
Idaho Power's current policies burden independent solar producers and all ratepayers
while locking customers into decades of higher costs. By reforming service fees, export
rates, and investment strategies, Idaho can support a more resilient, affordable, and
sustainable energy future for everyone.

Comment: "I have had roof top solar on my residence since 2021, and Idaho Power has
unfairly raised/modified how my monthly bill is calculated and how extra energy generation
is used by my solar panels. I value the idea of my home creating extra energy for the grid in
my net-metering system, but the more Idaho Power hammers resident solar users, there
may be less and less folks getting solar panels. Idaho Power should be promoting and at
Least making changes that benefit solar users-not increase their monthly bill. Three years
ago, my monthly summer power bill was around $5...now it is around $45. Very UNFAIR.
Idaho Power should do the right thing and stop increasing rates for solar users! "

Dear Idaho Public Utilities Commission,
Don?t let Idaho Power ruin the march to clean energy and hinder the fight against climate
change. IPCO offering only 1 cent per kilowatt hour is unfair when IPCO is charging 8 cents
per kilowatt hour. Five cents per kilowatt hour is fair for rooftop solar customers. IPCO
should not get a near free ride on the backs of residential solar producers! Think about the
future, more solar is needed to counter climate change.
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this
monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.

Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.

supplement the use of power in our state. Idaho power reducing the amount of
compensation for the power produced by these solar systems is only allowing them to
make more money. Many of these people are making monthly payments towards these
systems and the only reason the investment into these systems was worth it was because
it would significantly reduce their power bills. If Idaho power is allowed to reduce the
compensation for power produced by these systems the investment will no longer be worth
it and it will become more of a hardship on families in Idaho who were only trying to be
more environmentally responsible by investing in the solar generating system in the first
place. No one but Idaho power's bottom line is benefiting from their proposal. Please do

the panels, and if I didn't generate enough for my own needs, that I would owe Idaho Power

Comment: "As a concerned community member and strong advocate for green energy, I
am deeply opposed to the proposed changes to Export Credit Rates (ECRs) set to take
effect on June 1, 2025. Slashing ECRs by 60%—from an average of 6.18t to just 2.461s per
kWh—is a significant and harmful step backward for renewable energy in Idaho.
Even more troubling is the proposed drop in compensation during the October to May
period, when rates could fall by over 80%to less than 10 per kWh, while Idaho Power
continues to charge customers 80 or more for that same energy. This stark imbalance is not
just unfair—it's discouraging to current and future solar customers who are trying to do the
right thing for the planet and their communities.

from our perspective as solar customers. We tried to do the right thing by investing in solar.

solar panels a couple of years ago. What I thought was a solid investment in my home and

for me. Under the original agreement, the credit for excess power would basically offset
the cost of the solar panels. So, I purchased the solar panels on credit assuming the lack
of a power bill each month would offset the cost of the loan. That turned out to be true the
first year, but not the last two years since the last agreement change. In 2024 1 paid
$348.64 and so far in 2025 I've paid $97.22 and we haven't even got to the hot months of
the summer. One reason for some the changes is when they switched to the new
agreement, they conveniently forgot about all the credits I had earned under the old
agreement, hence I didn't have any credits stored up for the hot summer months. This is in
addition to the $191.36 1 pay each month on the loan for the solar panels. At this rate, it
doesn't make sense financially to install solar panels. As the Idaho Public Utilities
Commission it would seem that it's part of your job to encourage solar panels, not penalize
individuals for install them. Having a strong solar panel addition to the power grid can only
mean good things and it requires no capital investment on your part, but you do have to
insure that it make financial sense for the home owner."
