We oppose the proposed Idaho Power Export Credit Reduction of Case IPC-E-25-15. We installed our residential home rooftop solar panels in October, 2024 to do our part in increasing clean energy sources and with motivation by Federal and Idaho tax incentives and with Idaho Power"net billing"energy export credit. Idaho Power's proposed reduction in energy export credit feels, after only 5 months with rooftop solar, like a `bait and switch' scam aimed at us seniors. For Idaho PUC, please deny this Idaho Power proposal. Reduction in energy export credit would add a financial burden along with other increasing costs of living in an uncertain era for consumers, particularly those of us on fixed incomes. We believe that more US energy needs should be provided by renewable and clean sources. Idaho Power has good hydro power but requires additional energy sources to meet current resident demands and for a growing Idaho population. Clean rooftop solar power generation is part of the Idaho power current and future mix. Our home solar investment is part of this mix that Idaho Power did not pay for yet benefits from its generated energy. If Idaho Power is to contribute to clean energy sustainability then it and its investors should provide incentives for more clean and renewable energy such as fair energy export credit. When I received my first bill in 2023 it was an even kilowatt to kilowatt transfer. Then they changed last year 2024 to 50% reduction. I was charged 8.77476 cents per kilowatt use BUT I was credited for 4.83711 (not 6 cents stated in the letter for the Idaho Conservation League) cents per kilowatt credit when sent back to the grid. So they were taking my electricity and selling to my neighbors for 8.77476 cents making a 50% profit on my dime (investment). THIS IS AN ILLEGAL RE-DISTRIBUTION OF WEALTH ISSUE. I also complained that they did not disclose on the billing statement how much I was being paid for my ECR's, not a very good disclosure of payment or fairness of charges. Loan companies have to disclose charges and credits why are they not required the same to disclose this information on their billing statement. Please DO NOT approved this scam for profit electrical company another reduction of ECR credits. More-over please make a change to an equitable credit to make it fair for customers that are trying to help with the peak load area to help stabilize the grid.. My$27,000 investment, which was once a great source of savings, is now worthless thanks to your actions in approving their net metering changes. Now, after you approve this next change, not only will my$27,000 investment be worthless, it was be a financial burden. I am outraged in your lack of consideration for the public that you serve. I should be grandfathered into the previous set of rules, and so should all owners. These changes should only affect those who are going to make purchases after you allow Idaho Power to make changes.you and Idaho power are ruining all reason to go green in Idaho. You are destroying the solar industry. I've read all the public comment up to this point. Much of it is very well stated; no need for me to repeat what you already(should) know. Some of it is heartbreaking and sad, such as the financial conditions increasingly being imposed on fixed income people who thought they were doing the right thing or a good thing by investing in residential solar. There should be no doubt that Idaho Power is acting in monopolistic fashion with a clear intention to kill residential solar. As you know, the Idaho PUC's supposed charter is to consider dually both public and utility benefit and impacts. The IPUC is the only thing standing in the way of Idaho Power's intentions. Has the IPUC been balanced and fair up to this point in this regard? I would argue you have already cut too far with the prior export credit reduction approval. The benefit to Idaho Power is obvious and disproportionate, but where is the benefit to the Public with this new proposal? Obviously it is terrible to those who have already made an investment in solar. But it should be obvious that from a grid resilience standpoint, having sporadic solar generators in a given neighborhood is a good thing. The IPUC commissioners have already taken the wrong approach on this issue, basing prior export credit restriction decisions on a self-serving"independent" report commissioned by Idaho Power. You should not only refuse this new proposal outright and in its ENTIRETY, but 4 take this blatant power grab (pun intended) as a clear trigger signal that you should reverse your prior stance and increase the export credit at this time. This case decision is the Responsibility of the IPUC. But note that the ones who put you in this position -the Governor who nominated you and the state Senators who approved of you - are Accountable for your decisions and outcomes. It is increasingly clear that the citizens (also known as Voters in most states, at least those with strong voter integrity controls in place) are getting tired of being on the short end of the IPUC's decisions. This will increasingly be a motivation for these accountable politicians to get"primaried" as a result of the political liability of the IPUC. As a reminder here's a statement from the IPUC website: "The Governor may remove a commissioner before his/her term has expired for dereliction of duty, corruption or incompetence:' Suggestyou read carefullythe growing List of public commentary on this, which is in universal opposition to this export reduction proposal, and that you think more carefully this time... It's about values. We need to preserve traditional Idaho values and the freedom that solar gives us if we choose to install it. Rooftop solar reduces grid congestion, especially during hot summer afternoons when demand spikes. It lowers transmission losses by generating power close to where it's used. It can also delay or eliminate the need for costly grid upgrades, saving everyone money. It creates local jobs and supports small businesses and it gives Idahoans energy freedom— the ability to produce their own clean electricity and reduce dependence on large utility companies. 5 The current proposal by Idaho Power disregards all of these benefits and instead prioritizes short-term profit. I urge the PUC to side with consumers rather than a large company trying to profit off the backs of individual solar owners who have each invested tens of thousands of dollars to save money on their electric bill:' --------------------------------------------------------------------------------------------------------- Name: Christopher Hoskins Submission Time: Apr 23 2025 9:38PM Email: Hopperskins.10@gmail.com Telephone: 208-703-5448 Address: 4264 W Meadowpine St Meridian, ID 83642 Name of Utility Company: Idaho Power Case ID: IPC-E-25-15 Comment: "The proposed changes for 2025 to drastically reduce the amount credited to customers who self generate power is absurd. The changes, if approved should not impact those who have solar installed and operating prior to the date of the change. As a resident and independent solar producer, I am frustrated by the lack of support for those investing in a more sustainable and affordable energyfuture. Private investments in rooftop solar lower 6 long-term costs and strengthen grid resilience, yet current Idaho Power policies undermine these benefits. Background Idaho Power, as a regulated monopoly, is meant to operate under public oversight to prevent predatory practices like hidden fees or excessive rate hikes. However, the rise of distributed energy resources—like rooftop solar—has shifted the energy landscape, often making them more efficient than centralized generation. Current regulations do not sufficiently protect small producers from Idaho Power's market power. Personal Experience A review of Idaho Power bills shows the impact of these policies. For example, my neighbor paid an effective rate of$0.148 per kWh in early 2025, including all service fees. My own bill, despite using only 32 kWh from the grid, was $18.55—an effective rate of$0.58 per kWh, over six times the advertised rate. I urge customers to divide their total bill by kWh used to see the true cost of electricity. Capital Projects and Customer Costs Idaho Power's capital projects further increase customer costs. The proposed Bennett Mountain Power Plant Expansion is expected to exceed $100 million for 167 MW of gas generation, and the Boise Bench Substation Battery project is estimated at over$300 million for 200 MW/800 MWh of storage. Customers will pay for construction, maintenance, fuel, and transmission for decades, facing fuel price volatility. If Idaho Power supported rooftop solar owners in adding home battery systems, we could achieve significant storage at lower cost. With about 13,800 rooftop solar installations since 2020, encouraging each to add 20 kWh of storage would provide 276 MWh—about a third of the planned utility-scale battery project—while reducing the need for expensive new infrastructure. Rooftop Solar Benefits and Barriers Rooftop solar owners pay for equipment, installation, and maintenance at no cost to Idaho Power or its customers. Excess power is exported locally, reducing transmission losses and improving grid resilience. Recent export credit rate changes—paying a premium only during Limited peak hours—have encouraged battery adoption, with about 80% of new installations in 2024 including storage. Batteries let homeowners store excess generation for use or export during peak demand, easing grid strain. However, Idaho Power's policies discourage further rooftop solar adoption: 7 • Service fees have risen from $5 to $15 monthly—a 200% increase—now over 30% of many customers'total charges. This disproportionately affects those who use less power and discourages energy conservation. • Proposed export rates are as low as $0.01-$0.02 per kWh for off-peak solar exports, while customers are charged about$0.148 per kWh. This disparity makes rooftop solar and batteries less financially viable, discouraging new installations and ensuring higher future costs for everyone. Policy Recommendations To create a fairer, more efficient energy system, I propose: • Restore the monthly service fee to $5 and reflect most costs in the per-kWh rate. • Set export credit rates for rooftop solar at 50% of the average effective billed rate (total bill divided by kWh consumed). • Encourage adoption of home battery storage and bi-directional EV charging to reduce the need for costly utility-scale battery projects. • Add an "effective cost per kWh" line to all Idaho Power bills for transparency. • Require independent technical review of major capital projects to ensure cost- effectiveness. • Establish a consistent long-term strategy for all stakeholders, rather than abrupt annual changes. Conclusion Idaho Power's current policies burden independent solar producers and all ratepayers while locking customers into decades of higher costs. By reforming service fees, export rates, and investment strategies, Idaho can support a more resilient, affordable, and sustainable energy future for everyone. Thank you for your consideration." -------------------------------------------------------------------------------------------------------- The following comment was submitted via PUCWeb: Name: Craig Fournier Submission Time:Apr 24 2025 8:40AM Email: fluvsann@fmtc.com Telephone: 208-880-9602 Address: 1725 Southwest 2nd Avenue Fruitland, ID 83619 8 Name of Utility Company: Idaho Power Case ID: IPC-E-25-15 Comment: "I have had roof top solar on my residence since 2021, and Idaho Power has unfairly raised/modified how my monthly bill is calculated and how extra energy generation is used by my solar panels. I value the idea of my home creating extra energy for the grid in my net-metering system, but the more Idaho Power hammers resident solar users, there may be less and less folks getting solar panels. Idaho Power should be promoting and at Least making changes that benefit solar users-not increase their monthly bill. IPCO offering only 1 cent per kilowatt hour is unfair when IPCO is charging 8 cents per kilowatt hour. Five cents per kilowatt hour is fair for rooftop solar customers. IPCO should not get a near free ride on the backs of residential solar producers! Think about the future, more solar is needed to counter climate change. I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put onto the grid for eight months out of the year, while then charging regular customers at Least 8?/kWh for that same electricity, is extremely unfair. Last year's solar rate changes, coupled with the increased fixed service charges, were already devastating for Idaho Power customers. Slashing ECRs by 60%—from an average of 6.18t to just 2.461s per kWh—is a significant and harmful step backward for renewable energy in Idaho. Even more troubling is the proposed drop in compensation during the October to May period, when rates could fall by over 80%to less than 10 per kWh, while Idaho Power continues to charge customers 80 or more for that same energy. This stark imbalance is not just unfair—it's discouraging to current and future solar customers who are trying to do the right thing for the planet and their communities. These proposed cuts don't reflect the true value that local solar producers bring to the grid. Every kilowatt generated by rooftop solar helps reduce emissions, lower system costs, and support grid resilience. Instead of recognizing and rewarding those contributions, this proposal effectively punishes residents who have invested in clean energy—often at significant personal cost—under the expectation of fair compensation. Rolling out these changes right before the peak summer production season adds another Layer of inequity and seems designed to maximize corporate gain while minimizing returns for individual solar producers. We should be encouraging more people to go solar, not making it harder and less viable. If we want to build a sustainable, energy-secure future, we need policies that support community-generated clean power—not undermine it. 16 I strongly urge Idaho Power and the Idaho Public Utilities Commission to reject this proposal and stand with the many Idahoans who believe in a cleaner, more equitable energy future. At that time, I had reviewed how Idaho Power was "changing the rules" on solar customers who had their systems designed and installed specifically with the 1:1 credit system. As I recall, Idaho Power even incentivized these types of systems over the last 10 years as was the sales pitch that I received when installing my system in early 2020. Now under net billing, effectively those solar customers have now been marginalized in an effort by Idaho Power to secure more money from those customers and they are stating the reasons as we are still incurring usage, upkeep, and expansion costs to their system just like all other non solar customers and so therefore they are entitled to charge us accordingly. Now, with the DRAMATIC adjustment to the export credit rate, they are effectively negating our investment THAT THEY AND IDAHO (via tax credit) ENDORSED and INCENTIVISED which feels very very bad from our perspective as solar customers. We tried to do the right thing by investing in solar. We tried to help lower the impact on their grid in Summer. We tried doing the right thing for the planet. And what is our thanks? A rate increase. My personal request is that the state would advocate for the solar customer by not allowing this increase to take place as it is targeted and penalizing in nature. I would request that the solar customer is would gain some kind of protection against this aggression. It is beneficial to both those selling the solar and Idaho power to continue the exchange of kWh per kWh. This system does not cost anything to Idaho power while it does Let them use excess solar power to sell to other customers still using the main grid. I fully support the use of natural and sustainable energy, and the compensation credit played a factor in my decision to have the panels installed. I feel as those the energy I generate (and send back to you) is worth as much as the energy you sell to others. For example, if you charge folks 8 cents for a certain amount of electricity you sell, I should get paid as close to that same 8 cents for the equal amount of electricity I produce. If you reduce the rates at which you pay for energy produced by homeowners via solar arrays, fewer and fewer people will opt to have solar panels installed. If you approve of these changes, you will greatly decrease the incentive to install solar panels. This will be the second time that Idaho Power has changed the export credit agreement with solar panel users since I installed solar panels a couple of years ago. What I thought was a solid investment in my home and 21 renewable power for everyone, if this change is approved, will turn into a financial burden for me. Under the original agreement, the credit for excess power would basically offset the cost of the solar panels. So, I purchased the solar panels on credit assuming the lack of a power bill each month would offset the cost of the loan. That turned out to be true the first year, but not the last two years since the last agreement change. In 2024 1 paid $348.64 and so far in 2025 I've paid $97.22 and we haven't even got to the hot months of the summer. One reason for some the changes is when they switched to the new agreement, they conveniently forgot about all the credits I had earned under the old agreement, hence I didn't have any credits stored up for the hot summer months. This is in addition to the $191.36 1 pay each month on the loan for the solar panels. At this rate, it doesn't make sense financially to install solar panels. As the Idaho Public Utilities Commission it would seem that it's part of your job to encourage solar panels, not penalize individuals for install them. Having a strong solar panel addition to the power grid can only mean good things and it requires no capital investment on your part, but you do have to insure that it make financial sense for the home owner." ------------------------------------------------------------------------------------------------------- Name: Vikki McCurdy Submission Time: Apr 24 2025 1:52PM Email: vikkimccurdy@gmai!.com Telephone: 208-869-5890 Address: 2709 W. I paid over$30k to install my solar with the understanding that I wouldn't have a power bill and would be able to bank usage to off set the cost of my Christmas light display as well as be an environmentally friendly approach. However with just the last rate decrease that was passed I am now having to pay a monthy power bill in addition to the monthly bill for my solar panels - I anticipate by the fall/winter months my power bill will be back up to almost the same amount of a bill as I was paying prior to installing solar and I'll still have the monthly cost of the panels themselves. Does Idaho Power actually need additional funding or is this just a money hungry power grab to get more and give less. Bottom line this proposal is not in the best interest of Idahoans! Specifically, they want to reduce Export Credit Rates (ECRs) an average of 60%from 6.18 cents to an average of 2.46 cents per kWh. And during the winter months the rate could drop even more, to less than 1 cent per kWh. Many of us were lured into purchasing solar panels based on the prospect of being able to sell our excess solar credits back to the grid, keeping our electric bills low during times of Low solar availability. To have these credits reduced is a bait and switch tactic that should 23 not be allowed. Those of us who have invested in solar power contribute necessary power to the grid. I've heard repeatedly that we won't have enough power due to all the new construction in our valley. As Idaho Power has already received a restructured rate for solar power within the last five years, they have achieved an overall profit everyyear. 24 Inallowing this restructuring, you are, in effect, telling those people who contribute to the energy Idaho Power distributes that they must now pay for the right to sell their power, essentially to the lowest bidder. This undermines the efforts of individuals and families who have invested in renewable energy systems under the assumption that they were contributing not only to the grid but to a more sustainable and independent future. Under the original structure, Idaho Power had created a credit system that allowed those of us here in Idaho to offset our electricity bills through the energy we produced and shared. This agreement fostered innovation, personal investment in clean energy, and a stronger grid. It honored a fair exchange: energy for energy. Now, with this proposed reduction in compensation, it feels as though the rules are being changed mid-game. Not only would this diminish the return on individual investments in solar power, but it would also deter future adoption of renewable energy technologies—a move that runs counter to both environmental progress and economic fairness. I urge you to consider the long-term implications of approving this change. We need policies that encourage responsible energy practices, not ones that penalize them. Please stand with Idaho residents who are contributing to a cleaner, more resilient grid and vote to protect fair compensation for solar energy producers. Thank you for your time and consideration. As a homeowner in Idaho who invested approximately$40,000 in a solar panel system, I am deeply concerned about the negative impact this proposal will have on my family's financial well-being and the future of renewable energy in our state. The proposed reduction of 60% in Export Credit Rates (ECRs), plummeting from an average of 6.18Q to a mere 2.46 per kWh, is unacceptable. The fact that compensation could drop by over 80% during the crucial months of October through May, falling below 1 per kWh while Idaho Power continues to charge customers 80 or more for the same electricity, is particularly egregious. This disparity represents a significant devaluation of the clean energy my system generates and unfairly benefits Idaho Power at the expense of homeowners who have made substantial investments in renewable energy. The timing of this proposed change is also deeply troubling. Implementing these drastic reductions on June 1, 2025, right before the peak summer production months when solar systems generate the most excess energy, feels particularly punitive. It suggests a deliberate attempt to undermine the financial viability of existing solar installations. My decision to invest in solar energy was driven by a desire to reduce my carbon footprint, contribute to a cleaner energy future for Idaho, and achieve long-term energy cost savings. This proposal fundamentally undermines the economic rationale for my investment and creates a significant disincentive for other Idaho homeowners considering adopting solar energy. The drastic reduction in ECRs will extend the payback period for my system considerably, jeopardizing the financial benefits I anticipated. 30 Furthermore, this proposal sends a discouraging message about Idaho's commitment to renewable energy development. By devaluing the energy produced by rooftop solar, Idaho Power is effectively hindering the growth of distributed generation, which is a crucial component of a resilient and sustainable energy system. I urge the Idaho Public Utilities Commission to carefully consider the detrimental impact this proposal will have on homeowners like myself who have invested in good faith in solar energy. I request that you reject this proposal and instead work towards fair and equitable compensation rates that reflect the true value of the clean energy being contributed to the grid. Maintaining a reasonable ECR is essential for supporting renewable energy adoption, fostering energy independence, and ensuring a sustainable energy future for Idaho.
