Comment: "I'm very upset with the proposed Rocky Mountain rate changes. Below are my
questions, comments, and reactions:
1) 1 made a significant investment into a solar generating system for my primary residence,
which was completed in November 2024. 1 didn't hear any talk of rate changes by Rocky
Mountain Power at that time. Now I'm very upset that I am now also being required to pay
more and receive less compensation to subsidize non-solar customers.
2) My new solar system should be considered a legacy system, since it was completed and
operational prior to the new 2025 Rocky Mountain rate changes being proposed. Obviously,
October 2020 seems very random to be the cutoff date for Legacy Systems.
3)This new rate proposal feels like a bait and switch to me. Under the proposed plan, I
would receive only 4 cents per kilowatt hour for electricity that I sell compared to the
current 12.4 cent per kilowatt hour. I've heard that other states are doing similar things. But
I believe Idaho customers deserve better. Idaho should stay above the fray.
4) My reaction to this new proposal would be to add significant battery expansion to my
current system. I would store more solar-generated power, run the home more off the
batteries, and buy/sell less electricity from Rocky Mountain Power. I would rather invest
significantly more money in my current system than feel like Rocky Mountain Power is
taking advantage of the solar energy that I generate.
