Comment: "Regarding the Annual Update to the Export Credit Rate:
As an Idaho Power customer with a residential solar system, I am outraged bythe change in
treatment over the past few years. We sized our solar system to generate basically 100% of
our electrical needs. At first, we had a very low bill each month because we generated
enough power during high-solar times to compensate for the lower-solar-production times.
Since then, our bill has gone up by 600%. If this current increase goes into effect,we will be
paying nearly what we paid before we had an on-site system! How can this be fair? Idaho
Power will now be taking our home-generated power and still charging us almost the same
rate as a customer who doesn't generate any power. It's ridiculous.
I would think that Idaho Power would want to promote renewable residential power
generation, but clearly they do not. However, those of us who generate our own power with
residential solar systems should have significantly lower bills than those homeowners who
produce nothing.The proposed increase in the ECR should be denied.

Comment: "If Idaho Power can set the rate they are going to pay me for solar why can I not
set the rate I am going to pay them for electric. This is ridiculous that they can just set
whatever rate they want.They have no interest in paying a fair rate because that will cost
them more. How can it be that theyjust make tremendous increases in their charges and
cut the solar ECR. There is no way this can be accurate with all the price hikes and ECR
cuts and IPUC just keeps giving them whatever they want. "

Comment: "It appears that Idaho Power is trying to avoid the advantage of Residential Solar
as it will eat into the profits that they can get from Captial Projects. If a resident is willing to
spend their capital on residential solar then Idaho power is unable to recoup that money in
rates. There is no reason to be slowing down on residential solar at this time in Idaho
Powers generations systems. Idaho power is not in the position to even be effected by the
"duck curve"that affects utilities that have abundant solar capacity. It would most likely
even help with the volatility of their wind power to even out the system. Using residential
solar which Idaho power doesn't even pay the capital on combined with the giant batteries
of their hydro plants should be able to even out the power curve and still meet all
regulations for hydro flows for fish. Simply running high flows in the evening would handle
both situations relatively well. This is simply away for Idaho Power to get more profits from
capital projects and not taking advantage of residential capital. This in no waywill help
them meet the stated goal of more clean energy.They're proposed rate reductions are not
in the best interests of the utilities as a long-term planning effort. This is only a profit grab
and not in the best interest of the customers or the utility as a whole. This is only good for
IdahoCorp not Idaho Power. "

Comment: "This proposal is a money grab, pure and simple. This seeks to punish those
who have invested their hard-earned dollars in on-site solar power generation, and is
therefore anti-capitalist. If you choose to support this proposal, you are un-American and
only seek to line your pockets with the shameful promotions of lobbying. This proposal
does not serve the interests of the citizens of Idaho, but rather stifles competition, and
promotes the monopoly of Idaho Power."

Comment: "It is alarming and mystifying to hear how Idaho Power continues to get its way
with the state of Idaho, diminishing residents' investments in solar panels while increasing
its own profits. My family is going to install solar this year, regardless of Idaho Power's ECR
rates, because it is the right thing to do.
It is also the right and forward thinking thing to do for the state of Idaho to keep encouraging
solar and not catering to the demands of Idaho Power."

for over 27 years. A few years ago, we invested over$100,000 to add rooftop solar to help
relieve pressure on the power grid. With the proposed rate changes,we will be paying our
solar bill along with a power bill. Our house only has electric, and this will bean extreme
hardship for us. Please consider how this export credit rate change will affect families like

they even have a say if they hike rates year after year after year no matter what the citizens say,think or need. People
that are going Solar are actually helping releive the grid and now they will be punished for it? Homeowners are
investing their hard earned money to contribute and now thanks to Idaho Power they will pay a even greater price?!?!?
What has to keep happening so the people are heard and not washed away by Power and money?????? Please serve
your community, your people with dignity and respect please put them first and stop letting then be just a stepping
stone to company's that feel have control even over the governing authorities. Please!!! Let our voices be heard and
taken into account!!!! STOP IDAHO POWER FROM REDUCING SOLAR PAY RATES!!! ESPECIALLY SINCE ALL THEY DO IS
