I am submitting this letter to clearly express my concerns and objection regarding Idaho
Power's proposal to reduce the Export Credit Rate (ECR). This proposal, if approved, would
negatively impact homeowners and residents who have chosen to invest in renewable

Idaho Power's reasoning behind the ECR reduction, supposedly tied to declining market
rates, does not align with observable market trends. Electricity prices have consistently
risen in recent months, creating a troubling contradiction: Idaho Power is simultaneously
raising charges for consumers while proposing to reduce payments to customers
generating excess electricity. This inconsistency not only lacks fairness but also raises
questions about the transparency of Idaho Power's financial motivations.

Furthermore, homeowners who have installed renewable energy systems, such as solar
panels, play a critical role in enhancing our local grid's resilience and sustainability. These
systems reduce overall stress on the power infrastructure, especially during peak demand
periods. Penalizing these proactive individuals by reducing their earned credit would
discourage further investment in renewable technologies, undermining Idaho's long-term
energy and environmental goals.
The implications of this proposed rate decrease are significant, potentially shifting undue
financial burden onto environmentally responsible citizens. It also risks discouraging future
renewable energy investments, which are essential for sustainable energy growth in our
state.
Therefore, I strongly urge the Commission to deny Idaho Power's request to decrease the
Export Credit Rate. Such a decision would demonstrate the Commission's commitment to
fairness, transparency, and sustainable energy practices.

many Idahons. Idaho Power have been the most expensive company we have had to deal
with so far. Our energy bill was extremely high during the winter before our solar panels,that
we were thinking about placing our house on the market. When we purchased the solar
panels that were also expensive 40,000.We were at ease with our decsion because it was a
good investment. Furthermore, we should not be punished in trying to help our climate in

Comment: "Hello all! I am writing to express my concern regarding the excessive decrease
in export credit for those with onsite solar panels.When I paid $35K to have my panels
installed in 2021, 1 was pleased with the mutual benefit of my solar panels feeding power
into the grid and my decreased energy bill.Then, in 2023 the Utilities Commission
approved Idaho Power's decrease in export credit with the "net billing" change. That
approval stung, as my energy bill increased despite the energy I supplied to the grid didn't
change. Now, Idaho Power is reaching for more money by decreasing my export credit to
virtually nothing(e.g. my non-summer credits will drop from the already abysmal 4.8
cents/kWh to a shockingly unethical .959 cents/kWh). I am at a loss as to how this is at all
fair or legal. Does Idaho Power plan on paying off my solar panel debt? If so, then I won't
complain at all. But I still have $20K+ in debt for the solar panels I thought would be
beneficial to all parties. However, now I see I am the only one loosing out with this
arrangement. All I ask is for a fair payment for what I am supplying to the power grid, which
as I mentioned, was already drastically cut in 2023. Please do NOT approve Idaho Power's
"money grab" by allowing this continued disrespect for owners of on-site power generation.
But I do not just want to complain, I'd also like to provide a solution: grandfather clause.
The Commission already approved the "net billing" in 2023, so grandfather in all of those
with solar panels installed up to that point (of course not including those grandfathered
under"legacy status"). Then, if the Commission approves this shockingly low new export
credit, anyone who decides to buy/install solar would know the poor rate they would be
getting in return. Thank you for your time and consideration in this vitally important matter."

Comment: "I would like to speak against the export credit rate proposal put forth by Idaho
Power.
This is another attempt to decrease the utilization of solar power. If anything, Idaho Power
should be forced to compensate people who have or plan to install solar power more.
Right now, Idaho has some of the worst rates in the country for people who have solar
installed. They constantly argue that importing power is expensive especially during the
draught years. Solar helps bridge that gap, in fact they install their own solar facilities.
I read their statement that during the summer peak hours between 3 P.M. and 11 P.M. they
pay 14 cents; off peak they pay 2 cents. So, for 16 hours out of the day they make a killing
off the residential customers, whose rates have risen faster than inflation.
If they are hurting for executive pay raises that bad, they could raise the rates on corporate
customers and irrigators by 0.5-1 cent and more than make up what they think they are
Losing on residential solar. The other option is instead of constantly trying to block solar,
they could lower power rates on residential consumers so it would not be financially
worthwhile to install solar. People install solar because the top rates on residential power
in this state is ridiculous, and it doesn't take much energy usage to hit that top rate."

the right thing to do for the environment and the cost would be about the same per year as
we were already spending on electricity, maybe a little more since we were still paying a
monthly fee to IP to be part of the grid. With the changes put into effect in 2024, our total
electricity cost went up 40%. Now Idaho Power is proposing to increase our cost another
34%! This is highway robbery! Meanwhile, they had record profits in 2024. Idaho Power has
an effective monopoly on electricity in Idaho and western Oregon and they have bought
support to harm hardworking Idaho families who are just trying to be environmentally

investment, which at the time was beneficial. Last year the rates for the energy we send
back was cut, now they want to drastically cut them again. Our investment is becoming an
even larger investment as we will lose money every month due to the poor export credit rate
proposed. As a consumer they are punishing us for helping supply them with energy in a
green way. I strongly urge you to deny their request for these drastic cuts that will have a

I just read an article about the reduction in credits for solar being on the table.
I strongly disagree that it should be reduced. I spent 40k getting panels in 2023 with the
understanding our credit rates would be locked in.

If idaho power gets to increase prices, they shouldn't get a reduction on buying power from
personal households with solar. We all made investments to lessen the need for electric
for our homes.
This would end up costing all solar owners more of their hard earned money, when we were
trying to make things better.
This should in no way be passed in it's current form. If they want to compensate us for
giving less per klw, then they should compensate us for the equipment, at an extremely
reasonable amount.
Who gets to decide a "reasonable rate"for Idaho power to pay us for our energy
generation? WE don't get to decide what is reasonable to pay them for under-production
when we don't generate enough power on our own.
They are increasing what everyone pays, they should NOT pay(credit) us less!

Comment: "I am a retired life-long Idaho resident. I recently had installed a solar panel
system on my roof. The system consists of 53 modules, each with 420max. watts DC,
22.26kW DC, and 22.8 kW AC system generation. To obtain the system, we spent a
significant part of our retirement cash savings. We EXPECT a REASONABLE return on our
investment. Idaho Power's proposal, I submit, is NOT REASONABLE and contrary to
fairness or equity.
In our March Billing Statement, it shows we had excess generation of 1764. Idaho Power
says we used 1287. Service charge of$15, other adjustments of approx. $20. We received
a "credit"for our excess power of$85.32.We still had to PAY Idaho Power$62.83.
Candidly that is not a very good return on our investment.

Idaho Power is a regulated monopoly. Per an IDACORP. newsletter 3rd Q, 2024, Net
Income Sept. 30, 2024 was $251.3 million, an increase of$8.3 million compared to 3rd Q,
2023. For the first 9 months of 2024, NET income INCREASED $21.4 million compared with
2023. Idaho Power should therefore, Pay for EXCESS SOLAR production at a more favorable
rate, not less.

Given Idaho Power has strong profitability, roof top solar producers should be paid
commensurate with our investment and expectation of a REASONABLE RETURN on our
solar INVESTMENT. That is onlyfair.

should not been the sole responsibility of the home owner. When excess power is sent to

Comment: "In June 2021 1 had Solar panels installed at my house near Blackfoot, ID. At the
time, my meter was adjusted 1:1 for the excess power my panels produced. I stopped
seeing power bills, except for some small bills in the winter when my production was low.
Last year, Idaho Power was allowed to change the compensation rate for home producers.
Since that time, I have had to pay monthly power bills that are at times larger than what my

bills were before my panels were installed. The new proposals will further reduce what I am
compensated for and my electric bills will continue to climb, especially during the winter.
Essentially, Idaho Power is currently being allowed to steal my excess power production
and will do even more so if there proposed changes are allowed to take affect.When
installed our panels, it was with the understanding(and I thought contractual agreement)
that we would receive a 1:1 compensation for the life of my power production, which
apparently is not the case. With these new rates, no Idaho Power customer in their right
mind would invest in solar or any other alternate energy production. As a public utilities
commission, it is your responsibility to product the public, not the utilities. Please stop
allowing Idaho Power to steal our excess power production. Or, at a minimum, only let their
new compensation rates apply to new systems."

Dear Idaho Public Utilities Commission,
My name is Jillian Hettinga, a resident of Kimberly, Idaho, and I'm writing to oppose Idaho
Power's proposed Export Credit Rate (ECR) reduction in Case#IPC-E-25-15, which slashes
solar compensation by 60%from 6.18 to 2.46 cents per kWh, with off-peak rates dropping
to 0.98 cents. As a solar owner who invested $50,000 in a net-zero system, I urge you to
reject this proposal, as it devalues my investment, and threatens Idaho's solar industry. An
industry I might add is a viable business and employer in Idaho.
Key Facts and Impacts:
1. Financial Harm: The 72% ECR drop from 8.8 cents (pre-2024)to 2.46 cents makes my
system unprofitable. Exporting 5,000 kWh off-peak annually now earns $49 (at 0.98 cents)
versus $245 (at 4.91 cents), while I pay 8 cents per kWh for imports, resulting in bills
despite generating more than I use. This echoes 13,700 non-legacy solar owners, some
investing$40,000-$100,000, per PUC comments.

2. Industry Threat:The cuts could drive Tesla-certified installers like Revolusun & Magic
Solar out of Idaho, leaving me without maintenance for my system. This risks localjobs and
solar adoption, already strained by the 2023 net billing shift.
3. Unfair Valuation: Idaho Power's 2022 VODER study claims solar is worth 2.8-4 cents per
kWh, but an independent Crossborder Energy study, cited by the Sierra Club,values it at
18.3 cents, reflecting grid and environmental benefits.The PUC's approval of this flawed
study ignores 846 public comments from 2022.
4. Rising Costs: Idaho Power's $15 monthly fixed fee (up from $5) and rising electricity
rates (4.25% revenue increase in 2024) disproportionately burden solar owners,
discouraging alternative energy despite Idaho's 2,100 MW solar potential.
5. One factor I took into consideration is the support I assumed Idaho had for rooftop solar
evidenced by the tax incentives that are offered by Idaho to help offset the solar purchase.
If there had not been a federal and state incentive, I might not have been able to justify the
purchase of my solar system.
6. Why would Idaho Power not prefer to expand and support rooftop solar vs giant solar
fields that destroy the natural beauty and wildlife habitats of our state.
Request: Deny the ECR reduction and adopt a fair rate (near 18.3 cents per kWh)to protect
solar investments,jobs, and Idaho's part in alternative energy that takes some burden off
the grid and benefits Idaho power and all Idaho power customers. Please conduct a
transparent independent solar valuation study. I'm concerned about the original study
having been done by Idaho Power and believe there should be an independent third party
with oversite to handle this study and come up with a fair and reasonable path forward. I
join with other rooftop solar customers and installers in demanding equitable policies.

Comment: "I am quite disappointed in Idaho Power's export credit rate decrease for rooftop
solar producers. Idaho Power says this is due to lower 2024 market prices but at the same
time is asking for a rate increase when selling power back to those with solar production
and everyone else. Idaho Power benefits greatly from rooftop solar production in all the
avoided costs of generation and transmission and does not compensate producers
adequately. This newest ECR is essentially providing, in the off-peak hours, free power to
the Company as they sell it back to users and rooftop producers at an ever increasing rate.
The Idaho Public Utilities Commission is tasked with providing fairness to consumers. This
proposal is far from being fair to rooftop solar producers. Please do NOT approve this
Export Credit Rate decrease.

residence with solar panels on their homes for their electricity. I just got my bill. I used 68

kWh but I produced 350 kWh. I paid $5.28 to Idaho Power for my power bill. I own the solar
panels on my home.
Now, please look at this and tell me where the fairness is in this system. I produce 5 time
more than I use but I still pay Idaho power. That is just NOT fair.

Dear Idaho Public Utilities Commission,
What in the world is Idaho Power trying to do? This proposal of theirs is criminal! It is not
only steeling power from individuals who have spent thousands of dollars to buy solar
panels that will in the long run save them money, but it is slapping them in the face
because they are choosing clean energy as Idaho Power advocated for in the past. We
bought our panels in 2020 so are supposed to be getting back any extra power that our
panels produce, but Idaho Power is already steeling most of it from us anyway. Getting
back our credits was why we bought solar panels in the first place. Now we are stuck
paying for very expensive equipment, and still having to pay a huge bill to Idaho Power.
They should not be allowed to continue steeling from their customers. This whole
proposal of theirs is Ludacris. If it is accepted, Idaho Power should be forced to buy back
all of the solar equipment(at its original cost)from those of us who can't afford to pay
double for power.
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this

monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.
Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.
Written comments and public hearings with limited times and locations are not enough.

Comment: "Reducing the compensation consumers receive for power we generate any
further is a terrible idea. Idaho power does not need to receive power that I paid to generate
for almost nothing, they just want to get it for nothing.

The effectiveness, longevity, usefulness, cost, etc can be explained awayto sound
beneficial or detrimental to anyone willing to craft the words to make their case. Idaho
power is just as much a for-profit company as any other, if that weren't true their C-suite
wouldn't make 7 figure salaries.
At the end of the day, I the consumer, paid for my solar panels to offset my energy demand
on the grid, and now the power company wants me to provide them with free power while I
foot the bill.
