IPC-E-25-15 COMPANY'S APPLICATION FOR ITS ) FIRST ANNUAL UPDATE TO THE EXPORT ) NOTICE OF APPLICATION CREDIT RATE FOR NON-LEGACY ON- ) SITE GENERATION CUSTOMERS FROM ) NOTICE OF SUSPENSION OF JUNE 1, 2025 THROUGH MAY 31, 2026, IN ) PROPOSED EFFECTIVE DATE COMPLIANCE WITH ORDER NO. 36048 ) NOTICE OF MODIFIED PROCEDURE NOTICE OF PUBLIC WORKSHOP NOTICE OF CUSTOMER HEARING ORDER NO. 36558 On April 1, 2025, Idaho Power Company ("Company") applied for authorization to implement the Export Credit Rate("ECR") for non-legacy on-site generation customers from June 1,2025 through May 31, 2026, and to approve the Company's corresponding proposed changes to Schedule 6, Residential Service On-Site Generation ("Schedule 6"), Schedule 8, Small General Service On-Site Generation ("Schedule 8"), and Schedule 84, Large General, Large Power, and Irrigation On-Site Generation Service ("Schedule 84"). The Company requests a June 1, 2025, effective date. With this Order, we issue a Notice of Application and suspend the Company's proposed June 1, 2025, effective date for 30 days and five months, consistent with Idaho Code § 61-622(4). We also issue a Notice of Modified Procedure, establishing a public comment deadline of May 15, 2025, and a Company reply deadline of May 22, 2025. We direct Commission Staff("Staff') to hold an in-person public workshop. Finally, we schedule a customer hearing at which customers and interested members of the public may testify before the Commission. NOTICE OF APPLICATION NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE NOTICE OF MODIFIED PROCEDURE NOTICE OF PUBLIC WORKSHOP NOTICE OF CUSTOMER HEARING ORDER NO. 36558 1 BACKGROUND In Case No. IPC-E-23-14, Order No. 36048, the Commission , approved the Company's request to implement real-time net billing to measure and charge customers for all kilowatt hours ("kWh") consumed from the grid at the retail rate, and measure and compensate customers for all kWh exported to the grid at a time-differentiated ECR. The changes were approved to take effect with non-legacy customers' January 2024 billing period. Id. The Commission further ordered that the Company update all components of the ECR except the season and hours of highest risk in an annual filing beginning in 2025,with a filing date of April 1 and an effective date of June 1. Id. at 7. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company also filed its annual Distributed Energy Resources ("DER") report with the intention to consolidate its annual DER reporting requirement with its annual ECR update. Application at 2. The Company believes that submitting its annual DER Status Report concurrently with its annual filing to update the ECR will increase transparency for the Commission, Staff, customers, and other stakeholders. Id. at 15. YOU ARE FURTHER NOTIFIED that the Company states that its retail customers who install their own electricity-generating equipment, generate their own electricity, and who wish to interconnect Exporting Systems are billed under Schedule 6, Schedule 8, or Schedule 84.Id. at 2. YOU ARE FURTHER NOTIFIED that the Company states it has reviewed and updated all components of the ECR, pursuant to Order No. 36048, and as a result, the Company proposes to implement the following updated ECR values per kWh of exported energy from June 1, 2025, through May 31, 2026: 14.05980 for summer on-peak, 1.76820 for summer off-peak, and 0.95400 for all hours during the non-summer season. Id. 9. YOU ARE FURTHER NOTIFIED that the Company included the proposed Schedule 6, 8,and 84 tariff schedules incorporating the updated ECR values as Attachment 1 to its Application. Id. YOU ARE FURTHER NOTIFIED that the Company states that as of December 31, 2024, it had a total of 13,825 active and pending non-legacy Exporting Systems in its Idaho jurisdiction. Id. at 13. YOU ARE FURTHER NOTIFIED that the Company filed a full summary of the bill impact for residential, small general service, large general service, and irrigation customers with its submitted Testimony as Exhibit Nos. 6, 7, 8, and 9.Id. at 14. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE YOU ARE FURTHER NOTIFIED that the Company filed its Application on April 1,2025, proposing a June 1, 2025, effective date. The Commission finds that the Company's proposed effective date may not provide adequate time for Staff, and interested persons, to evaluate the Company's proposal. Pursuant to Idaho Code § 61-622, the Commission suspends the proposed changes for thirty(30)days and five(5)months or until the Commission enters an order accepting, rejecting, or modifying the proposed rate increases. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. The purpose of the workshop is to provide customers with an overview of the Application and Staffs analysis regarding the proposed ECR.At the workshop, customers may ask Staff about the Application and how customers may further participate in the proceeding. Representatives of the Company may also be available.
