Please do a thorough review to check the utility's math and assumptions, listen to outside experts and customers, and don't let this monopoly utility unfairly squeeze money out of its customers and undercut their right to generate their own power. Also, please improve the public process by adding a virtual testimony option (as is provided at Public Service Commissions in all neighboring states)to help ensure you can hear the important perspectives from everyone who will be impacted by Idaho Power?s changes. For more than 10 years, Idaho Power bought solar generated power back from customers at 8 cents per kWh. Then, two years ago reduced that amount to 6 cents per kWh, while selling the same energy again at 8 cent or more. Now, Idaho Power is 2 proposing to reduce that amount by72% or 2.46 cents per kWh during the peak season and over 80% during winter months to under 1 cent per kWh. I urge the Idaho Public Utilities Commission to reject this ill-conceived proposal. Taking energy from solar producers and reducing payments to almost nothing while selling the very same energy back to non producers at 8 to 14 cents is wrong. Idahoans are struggling to pay the bills and keep food on the table. This proposal is not in the public interest. In fact, it goes against the public interest. In 2023, in response to correspondence that Idaho Power sent out explaining rate increases, my wife and I decided to purchase a on-site solar generation system at our residence. We felt this was the right thing to do for the environment, and for Idaho's power grid. In the first year of our system generating power and contributing to the grid, Idaho Power increased the grid hook-up fee from $5 to $15. Additionally in the first year, Idaho Power dropped the compensation rate on kilowatt- hours. Now they want to drop the compensation rate again and if I understand it correctly, they want to be able to do this on a yearly basis. I am left wondering how this is fair to customers who are doing their part to contribute to the power grid, and to lessen their carbon footprint. I strongly oppose this action on Idaho Power's part. And should be monopolized. Split in several companies. I have been supplying power to my home and to them in access. I have never used any power from them. I always had a positive balance my they wouldn't let me get credit for all the credit I have built up now they changed their policy without telling anybody and my bill that used to be zero and I burn wood so it's even cheaper in the winter which was zero and I was producing more and I called him and said why don't you ever pay anybody?Well they go ahead and sneakily pass this thing through in January I see my bill jump up in February and I'm going what cause I watch on my phone on in phase how much power I'm producing I watch everything and nothing had changed from the previous two years so I called them and then they told me about their BS rule that it was 1 kW produced equal 1 kW used through their transmission lines. They don't lose any more than that they bring through their transmission lines. I'm an electrician I know so that's a Lie. I had all my own equipment installed for my solar to tie end of their grid I paid for it all they paid nothing and now they're wanting to charge me for their transmission lines after I paid for it now that's not right plus changing something after somebody's already been using. It is a post flaw and is unconstitutional by the United States of America so I should be grandfathered in if they wanna change it for a new customers that's fine but when I signed up and and got it installed, it was different. I was zero power bill I spent 30 $42,000 +12,000 to get the box and everything put in and now they're screwing me over. It's not like I can tear it off my roof and resell it. I called them last week and I'm looking for a a firm that's taking this lawsuit.We need to sue them and I'm in on it. 100% cause I know everybody's 4 getting hoes go over they tell us to go to green energy and these guys make these rules now now I'm paying getting paid four cents per kilo a lot because it's off peak but when it's summer it's gonna be 17 point something during peak hours which is 11 to 11 or something 12 hours and then if it's non-peak it'll Be like 1.6 cents or something figure that one out 12 hours at 17 and 12 hours at 1.6 cents that's out and out gouging people and it needs to be reported the federal government and I'm calling congressman and everything voice my opinion but they probably got their pockets line with Idaho Power so nothing will happen I just wanna know what's going on how I can sue them and why I'm not grandfathered in because I've had it since 2022 and they just up and changed their policy. They were telling me they're gonna change their policy to make it to where it'd be better for the customers not worse for the people that are trying to help produce Power and then they bitch and complain about how they don't have enough all these homes coming in and using AC. They don't have enough power so they gotta raise the rates then they pull this crap on the people that are helping them out producing the power. They're liars out and out liars. We were extremely frustrated, and still are, that we were not grandfathered into the changes even though they occurred after our purchase. I chose to personally invest in solar power generation equipment for a variety of reasons. I fully understood that Idaho Power could change the export credit rate for Idaho Power customers, but this latest proposal is unacceptable. I chose to become a power generating customer not only for financial reasons, but partly because I wanted to contribute power resources to our local grid. I did not take out a loan for my equipment, and I did not set an expectation for any"return on investment"for my costs. I did, however, have an expectation that Idaho Power would honor some level of financial appreciation to the 8 customers who are personally contributing to Idaho Power's business. Right now, I do not feel any appreciation. In fact, I feel that Idaho Power is explicitly taking advantage of me. In the note card sent to solar generating customers, Idaho Power acknowledges that "Energy from customer generators reduces the amount of energy Idaho Power needs to produce or purchase."And "Energy from customer generators helps meet peak demand". This latest adjustment to the ECR drastically reduces the benefit received by customers generating power for Idaho Power, and yet Idaho Power continues to receive the same advantages from having customer generators contributing to the local power grid. The only relevant advantage that I will have if this proposal is accepted, is that I can utilize power that my generation equipment produces. But there is no advantage for me to have solar panels tied to the grid to return generated power to that grid. There is no partnership here, and it seems that the only upside in this proposed situation is to benefit Idaho Power. Should I shut off my solar panels when I leave my home on vacation during the summer? I respectfully request that the Commission reject this proposal based on its adverse impact on consumer protection, fair competition, and the resiliency of our distributed energy grid. Consumer Protection and Fair Pricing The Idaho Public Utilities Commission has a critical role in safeguarding consumers from unfair pricing practices and ensuring that utility rates are equitable and reasonable. A drastic reduction in ECRs devalues the investment made by solar customers who committed to renewable energy based on existing, more favorable rates. Such a significant change in compensation would unfairly penalize those who have invested in solar, jeopardizing the economic benefits that originally supported these investments and undermining consumer confidence in Idaho Power's commitment to fair pricing. Promotion of Fair Competition Fair competition in the energy marketplace is essential for driving innovation and ensuring that all energy producers can compete on a level playing field. Lowering ECRs by such a substantial margin risks creating an imbalance that disadvantages distributed energy producers.This proposal could discourage future investments in renewable energy by eroding the financial returns that make solar installations a viable and competitive option. Upholding equitable compensation for solar-generated electricity is crucial to maintaining a vibrant and diverse energy market. Enhancing Grid Resiliency with Distributed Energy Distributed energy resources, including residential and commercial solar systems, play an increasingly important role in enhancing the resiliency of our power grid. By encouraging the integration of these decentralized energy sources,we can better withstand the impacts of extreme weather events and other disruptions. Reducing the incentive for solar investment by dramatically lowering the ECRs compromises this resiliency, risking Long- term grid stability and reducing the overall sustainability of our energy infrastructure. Conclusion In light of the Idaho Public Utilities Commission's mandate to protect consumers, promote fair competition, and support grid resiliency, I strongly urge the Commission to reject Idaho Power's proposal to lower the Export Credit Rates by over 70%. I have pretty good idea of how the board on the IPUC will eventually rule, based on past decisions, mainly the one where the board specifically allowed Idaho Power to conduct their own study regarding Net-Metering, and gee what a surprise the report favored Idaho Power, and then having the members of said board go along with it. So, either the board is inept, or at least cannot see a conflict of interest when it stares them in the face. So, I personally am not going to be surprised if the board allows Idaho Power to lower the solar credit once again screwing those who have solar. It is quite funny the same company Idaho Power is promoting renewable energy,then cries to the IPUC for cover because Idaho Power feels they are losing money. I hope someone decides to investigate the board members and Idaho Power to see what kind of shenanigans are going on. I am opposed to this board allowing Idaho Power to continue screwing everyone who invested in solar, under the guise somehow Idaho Power is losing money.
