Comment: "I was just made aware of Idaho Power's new application to significantly
decrease the compensation rooftop solar owners receive for the excess electricity we send
to the grid. I am very dismayed that rather than figure out how to operate their business
effectively, Idaho Power continues to try and take advantage of those of us who have taken
steps to alleviate the burden on the power grid they can't seem to effectively update and
maintain.
It's been barely more than a year since Idaho Power dropped compensation for solar
exports from 8.8 cents to 6.18 cents per kilowatt-hour(kWh) and now they are already
again turning to the PUC to help them exploit people who have taken steps to alleviate
pressure on the grid and save Idaho Power money.
IDACORP reported a 10.7% increase YOY increase in net income for 2024 so they certainly
aren't hurting for money. If they were to focus on serving customers rather than boosting
shareholder profits, then maybe they wouldn't be so quick to try and take advantage of
people who are doing exactly what we've been asked to do by Idaho Power and other public
organizations for years: find ways to alleviate the burden on public systems through funding
green energy initiatives out of our own pocket.
I am appealing to the PUC to do exactly what it has been appointed to do: protect the
interests of the citizens of Idaho. All of us.

By way of the current proposal,The Idaho Public Utility Commission has clearly and
willfully sided AGAINST the general public in IN THIS CASE AND IN PRIOR CASES, aiming to
increase the profitability of Idaho Power and the parent company, Idacorp.
The IPUC has FAILED it's mission and primary purpose to shield the people of Idaho from
PRICE GOUGING and UNfair business practices by turning cheek to contradictory evidence
and the pleas of this community.
The IPUC MUST HOLD PUBLIC HEARINGs in response to this proposal and consider the will
of the people most-affected by the case in front of them.
This CURRENT recommendation for the ECR by Idaho Power is obscene, illegitimate AND
DOES NOT SERVE THE INTERESTs OF IDAHOAN'S.
We DEMAND CHECKs AND BALANCEs and for the IPUC to do their work as regulators
should AND SECURE ELECTRICAL NEEDs TO THE PEOPLE.

How shameful for Idaho Power to essentially penalize solar rooftop owners for reducing
power loads on the grid.
GREEDY pure and simple!
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this
monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.
Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.

Comment: "It is totally unfair of Idaho Power to purchase solar generated power from
residents of Idaho for as little as 2.46 cents per kilowatt hour. Idaho Power benefits from
the power generated by their customers. It allows them to avoid massive costs associated
with adding new power sources. It allows them avoid massive costs from adding new
transmission lines. By avoiding power lines they also avoid the huge loss of power that is
transfered on those lines.Those high power lines are potentially fire starters. The power
from solar is generated locally and can be fed into the grid to be used locally. Idaho power
should be forced to pay part of the costs of installing solar panels and pay a reasonable

price for power from those panels. It would seem that the proposed changes suggested by
Idaho Power might be motivated by desires for excessive profit or political motivations.
Only financial responsibility to their customers should be used to determine customers
costs. Please reject Idaho power's attempts to change reimbursement fees for customer
based solar generation.

In a state with growing population and increased impacts from climate change, our energy
demands are only rising?reliable, sustainable energy sources deserve to be, if not
incentivized, then at least fairly compensated in this landscape.
As someone who has owned rooftop solar and would like to once again, these continual
rate reductions make it virtually impossible to consider installing rooftop solar.These
rooftop solar systems are efficient, community-minded, and reliable. Idaho Power needs to
compensate them fairly and recognize their role in energy generation in our communities.

Comment: "Your decision on whether or not to approve Idaho Power's 2025 request to
reduce solar rates will decide whether it makes any sense for Idahoans continue to adopt
solar power. Idaho is growing quickly and we know that with that growth comes higher peak
demands and stress on the power grid, particularly on hot days when ACs are running and
transmission losses are higher. Promoting dispersed solar generation clearly benefits
everyone during times of peak stress. As the owner of an architecture firm I'm often
involved in conversations surrounding solar arrays. When peak rates were introduced we
began to design systems to orient west so that they provide maximum output during peak
stress on the grid. Incentivizing system design that optimizes peak production during peak
demand makes a great deal of sense to me.The problem with the proposed rates is that the
off peak compensation is so low that, economically, it's not worth installing a system at all.

There must be enough compensation to make it affordable for homeowners to install the
systems that assist the grid in times of high demand.
I spent a decade in the Gulf of Mexico working in the oil field. I was in Texas at a refinery
when storms there caused the grid to collapse. Please reject the proposed rate changes
and tell Idaho Power that policies that help build a more resilient grid are important for the
safety and welfare of all Idahoans:'

Comment: "In 2022, Idaho Power embarked on a Value of Distributed Energy study to
analyze and determine the true market value of distributed energy that small producers in
their service area provided as excess power back onto their network. Idaho Power had
ample time, resources and understanding of the energy marketplace to make solid and
robust estimates of the Value of Distributed Energy. Those estimates and their
recommendations were incorporated into the approved rate case IPC-E-23-14, which then
went into effect on Jan. 1, 2024.
Barely a year later, IPC is back before the PUC requesting a DRAMATIC reduction in the
Value of Distributed Energy(VODER)from small producers.What changed in one year
which would require the need for this dramatic reduction? Either, 1) Idaho Power, with all
its expertise and time, was sloppy or negligent in its initial determination of the VODER, or
2)was disingenuous in the initial proposal under IPC-E-23-14 for VODER, knowing that they
would come back in a little over a year's time to request a dramatic reduction in the ECR.
In either case, such a request in not in the best interest of ratepayers, especially those that
are able to invest in DER's and place excess power back onto the grid. Many studies have
demonstrated the stabilizing impact of DER's and how they make power grids more reliable
and resilient. A reduction in the ECR, as Idaho Power proposes, virtually eliminates small
producers to get a return on their DER investments, thus concentrating DER investment
only in the hands of large developers/industrial customers (who can negotiate for better
rates) or utilities themselves. In the long run, this runs contrary to the goal of providing
affordable and reliable energy to ratepayers. As a result, I urge the commission to deny
Idaho Power's request to reduce the ECR within this rate case and require them to
complete a entirely new VODER study prior to submitting any future request to revise the
ECR for excess generation from renewable energy generators:'
