IPC-E-25-14 COMPANY'S APPLICATION FOR AN ) ACCOUNTING ORDER FOR THE ) NOTICE OF APPLICATION INCREMENTAL DISTRIBUTION ) UNDERGROUNDING COSTS OF THE NEW ) NOTICE OF MODIFIED 138 KV TRANSMISSION LINE IN THE ) PROCEDURE WOOD RIVER VALLEY ) ORDER NO. 36552 On March 20, 2025, Idaho Power Company ("Company") filed an application with the Idaho Public Utilities Commission ("Commission") requesting approval to retain in Construction Work in Progress ("CWIP") the incremental distribution undergrounding costs incurred for the Blaine County portion of the new 138 kV line in the Wood River Valley until the entire project is completed and placed into service. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company states it began work on the Wood River Valley Reliability Project ("WRV Project") in the fall of 2023. Application at 2. The Company specifies the WRV Project is a combined distribution and transmission project. Id. YOU ARE FURTHER NOTIFIED that the Company initiated Case No. IPC-E-24-22 in May 2024 ("2024 Case") in which the Company proposed splitting the surcharge collection for the WRV Project into two phases, first for the distribution portion, with the transmission portion occurring at a later date. Id. at 2-3. However, the Commission suspended the 2024 Case on November 1, 2024, at the Company's request.Id. at 3. The Company states it is making a separate filing to withdraw and close the 2024 Case because the Company no longer wishes to pursue the staggered surcharge collection approach.Id. at 3-4. YOU ARE FURTHER NOTIFIED that the Company claims that delaying placing the incremental distribution underground cost of the WRV Project into utility plant in service and retaining those amounts in CWIP, until the transmission portion of the project is completed, will eliminate the need for a separate distribution surcharge, allowing for a single surcharge.Id. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO. 36552 1 YOU ARE FURTHER NOTIFIED that the Company states that implementing a single WRV Project surcharge addresses Commission Staff s request to consider alternatives to a two- phase approach to surcharge collection that the Company proposed in the 2024 Case. Id. at 11. YOU ARE FURTHER NOTIFIED that in this Application the Company requests an accounting order allowing the incremental distribution portion of the WRV Project to remain in the CWIP until the remainder of the transmission project is completed, which the Company currently estimates to be in 2026. Id. at 11-12. The Company states this proposed process and associated accounting order will provide for a single surcharge to be implemented without the Company suffering unwarranted financial harm. Id. at 12. Additionally, the Company states that no surcharge implementation or rate adjustment is being requested in this filing. Id. at 2. YOU ARE FURTHER NOTIFIED that the Application is available for public inspection during regular business hours at the Commission's office. The Application is also available on the Commission's website at www.puc.idaho._og_v. Click on the "ELECTRIC" icon, select "Open Cases," and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons who would like a hearing must specifically request a hearing in their written comments and explain why written comments alone are insufficient. Persons interested in filing written comments must do so by June 26, 2025. Comments must be filed through the Commission's website or by e-mail unless computer access is unavailable. The Company must file any reply comments by July 10, 2025 IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022.
