Chinden Blvd Bldg 8, Ste 201-A Boise, ID 83714 SUBJECT: Case No. IPC-E-25-09 - Proposed Modifications to Schedule 81 (Residential Demand Response Program) Dear Ms. Barrios Sanchez, On behalf of the City of Boise City ("City"), we would like to express our support for Idaho Power's Application in Case No. IPC-E-25-09 which proposes modifications to its Residential Demand Response Program, Schedule 81, namely, the addition of a "Bring Your Own Thermostat" option to the "AC Cool Credit" (ACCC) program. We commend Idaho Power for taking meaningful steps to expand Demand-Side Management (DSM) options for its residential customers through the introduction of the Bring Your Own Thermostat (BYOT) initiative. This approach provides customers with increased flexibility and access to cost-effective energy-saving technology—while also enhancing the resilience and efficiency of the electrical grid. We would also like to encourage Idaho Power to maintain an option for customers to still be able to participate in the ACCC if they don't have a smart thermostat. Energy efficiency and demand response initiatives are important components supporting the achievement of the City's clean energy transition and carbon neutral goals. Programs like BYOT not only reduce peak electricity demand but also help avoid the need for added electricity generation, directly aligning with the City's climate objectives. We appreciate Idaho Power's continued collaboration with local stakeholders and its willingness to innovate in pursuit of expanded options for energy efficiency. The proposed expansion of Schedule 81 will provide significant environmental and economic benefits to our community. For these reasons, we encourage the Commission to approve this application.
