I installed solar power six years ago, based on a personally developed business model that
told me I would be breaking even for 20 years, then basically having free electricity after
that. The changes that have already occurred to the reimbursement rate have screwed my
business plan. Any further changes would cost me over$200 a month. This is patently
unfair. At the very least people should be grandfathered in. The rate you had when you put
in your solar should be your rate for life.

fundamentally flawed. They undervalue the contributions of rooftop solar to the grid,
impose an unfair financial burden on solar customers, and will significantly deter

incentives and Idaho's broader clean energy objectives.
### 1. Unfair Compensation Compared to Retail Rates The proposed ECR creates a stark
disparity between what solar customers are paid for their exported energy and what they
are charged for electricity consumption. Idaho Power charges households approximately
24.7 cents/kWh during peak hours,yet the highest proposed ECR-14.0598 cents/kWh for
summer on-peak—is still substantially lower.The disparity grows even more pronounced
during summer off-peak(1.7682 cents/kWh) and non-summer months (0.9540
cents/kWh), where compensation drops to a fraction of the retail rate.This imbalance
means solar customers are penalized rather than rewarded for contributing excess energy
to the grid, particularly during times when their generation still provides value.
Rooftop solar often generates power during periods of high demand, such as hot summer
afternoons, reducing strain on the grid and offsetting the need for expensive peaking power
plants. Beyond peak hours, solar energy continues to offer benefits like reduced
transmission losses and deferred infrastructure upgrades. However, the proposed rates—
especially the near-negligible off-peak and non-summer rates—fail to reflect these
contributions, effectively devaluing solar energy and discouraging its adoption.
###2. Financial Disincentive for Solar Investment The financial impact of the proposed
ECR on solar customers is significant and will dissuade potential adopters. According to
Idaho Power's bill impact analysis (Exhibit Nos. 6-9), residential customers with rooftop
solar would see their average monthly bills rise from $62.35 under the current ECR to
$83.62 under the proposed rates—an increase of$21.27 per month. Small general service
customers face an even steeper hike, with bills increasing by$25.49 monthly, from $23.53
to$49.02.These rising costs erode the economic benefits of installing solar, which requires
a substantial upfront investment.
For many consumers, the decision to install rooftop solar hinges on achieving a reasonable
return on investment through savings and export credits. When compensation for excess
energy is slashed to levels as low as 0.9540 cents/kWh for eight months of the year, the
financial case for solar weakens considerably. This will likely slow the growth of rooftop
solar in Idaho, depriving the state of associated economic, environmental, and grid
reliability benefits.
###3. Failure to Reflect the Full Value of Solar While Idaho Power claims the ECR is based
on a Commission-approved methodology, this approach appears to undervalue the
multifaceted benefits of distributed solar generation. The proposed rates focus primarily on
avoided energy and capacity costs, as shown in Figure 1 of the testimony, but neglect
broader contributions such as:

- **Peak Load Relief:**Solar production aligns with high-demand periods, yet the off-peak
and non-summer rates offer minimal compensation, ignoring solar's role in stabilizing the
grid.
- **Avoided Infrastructure Costs:** Local solar generation reduces wear on transmission
and distribution systems, potentially delaying costly upgrades. These savings are not
adequately factored into the ECR.
- **Environmental Benefits:** By reducing reliance on fossil fuels, solar cuts greenhouse
gas emissions and supports Idaho's sustainabilitygoals—benefits overlooked by the
proposed rates.
A more equitable methodology, such as a Value of Solar Tariff(VOST), could address these
shortcomings. Used successfully in other states, VOST calculates compensation based on
avoided generation, transmission, distribution, and environmental costs, offering a fairer
reflection of solar's worth. The current ECR's narrow focus risks stifling solar growth by
failing to reward its full value.
###4. Need for Alternative Rate Structures The flat, time-invariant rates for off-peak and
non-summer periods are particularly problematic, as they do not align compensation with
the time-varying value of solar energy. A better approach would be Time-of-Use (TOU)
export credits, which could:
- Pay higher rates (closer to retail) during summer on-peak hours when solar offsets
expensive peak energy.
- Offer moderate rates during off-peak and non-summer periods to reflect ongoing benefits

Comment: "As a customer of Idaho Power, we feel that they are just wanting to make more
money for their shareholders on the backs of their customers that have solar. We are
efficient in our power and try not to use air conditioning at all during the summer. Their
peak hours are ridiculous as most people run their air conditioners all hours of the day and
night to keep their houses at a consistent temperature. Solar peak hours should at least be
from 12 noon to 9 pm when the outside temps here really start to cool off. Also there is no
sun much after 8 pm that produces much power. From June 21 st, which is the summer
solstice, the daylight hours start to reduce. From June 21 st to September 30th, the sunset
is 2 hours and 20 minutes less. So by September 30th, their so-called peak hours are
actually only from 3pm to 6pm again cheating their solar customers. They want to charge
us 3 times the initial cost of just having a meter. The cost went from $5.20 to $15.00. They
are making this off of every household that has their meter whether they have solar or not.
Their loss in their transmission lines and at their distribution should be something they
address rather than punish their customers who are trying to contribute to their energy. As
anyone who has owned a business knows that there are losses which a business just
absorbs. I know their shareholders don't want to hear that or even loose that money. They
sell the energy they receive from their solar customers at what rate...which probably above
what they want to pay so Idaho Power is making a profit here, also. "

As a homeowner with a 14.8kW solar system installed three years ago—an investment
made based on Idaho Power's original net metering policies—I strongly oppose the
proposed changes to the net billing structure.
The drastic reduction of compensation for excess solar generation—from an average of
over 6Q/kWh to just 2.45�/kWh—represents an 87.6% cut from 2023 levels.This is not just
an adjustment; it is a gutting of the value proposition that thousands of Idahoans, including
myself, relied upon when investing tens of thousands of dollars into solar energy. My

system was sized to reasonably offset my household's electricity use under the policies in
place at the time. If this proposal is adopted, the financial assumptions that justified this
investment would be fundamentally invalidated.
This proposed change is unprecedented nationally and would place Idaho as the most
regressive state for solar compensation in the country—undermining consumer trust,
environmental progress, and grid resilience.
Solar owners provide clean energy to the grid, reduce demand during peak hours, and
enhance overall system reliability. Slashing the value of our contributions while leaving
utility rates untouched is not only unfair and discriminatory, it is economically punitive. The
proposal does not reflect a fair,just, or reasonable rate structure as mandated by the Idaho
Public Utilities Commission's mission.
I urge the Commission to reject this proposal and instead pursue policies that support
energy independence, fairness for existing customers, and continued investment in clean,

Power customer and owner of a 7.4 kW rooftop solar array to express my strong opposition
to the proposed changes to the Export Credit Rate (ECR)for non-legacy on-site generation

Rooftop solar is a critical tool in addressing environmental challenges. My solar array
reduces greenhouse gas emissions by generating clean, renewable energy, helping to
combat climate change and improve air quality in our communities. According to the U.S.
Environmental Protection Agency, a typical residential solar system offsets emissions
equivalent to avoiding the burning of thousands of pounds of coal annually. By producing
energy at my home, I am contributing to Idaho's transition to a sustainable energyfuture,
aligning with global efforts to reduce reliance on fossil fuels.
Beyond its environmental advantages, rooftop solar delivers tangible benefits to Idaho
Power and its customers. My system generates electricity during peak demand hours,
particularly in the summer, when the grid is under the greatest strain. This reduces the
need for Idaho Power to purchase expensive power from external markets or invest in
costly new generation facilities. The filing itself acknowledges that customer exports
contribute to avoided energy costs, avoided generation capacity, and deferred
transmission and distribution investments (Application, Pages 8-10). For example, the
proposed ECR includes a generation capacityvalue of 11.9017� per kWh for summer on-
peak exports, reflecting the significant role solar plays in meeting peak load needs. By
Lowering the ECR, the proposed changes undervalue these contributions and disincentivize
a resource that stabilizes the grid.
Additionally, my solar array helps reduce line losses, as energy produced on-site is
consumed locally, minimizing the electricity lost during transmission over long distances.
The filing notes that avoided line losses are a component of the ECR (Application, Page 9),
yet the drastic reduction in credit rates fails to fairly compensate customers for this benefit.
Rooftop solar also enhances grid resilience by diversifying energy sources, reducing the
risk of outages during extreme weather events, which are becoming more frequent due to
climate change.
The proposed ECR reduction would increase my average monthly bill by approximately
34%, from $62 to $84, according to Idaho Power's customer notice (Attachment 3). This
significant financial impact threatens the economic viability of my investment in solar,
which I made in good faith to save money and contribute to a cleaner Idaho. Discouraging
solar adoption through lower credits risks stifling innovation and limiting customer choice,
while sending a message that Idaho is not committed to renewable energy.
Rather than reducing the ECR, I encourage the Commission to recognize the full value of
rooftop solar by maintaining or increasing the current rates. Supporting solar customers
aligns with Idaho Power's own goals of modernizing its on-site generation offerings, as

outlined in the filing's history of efforts to enhance renewable energy adoption (Application,
Pages 3-4). It also ensures fairness for all customers, as solar reduces costs that would
otherwise be borne by the broader ratepayer base through avoided infrastructure
investments.
I appreciate the Commission's role in balancing the interests of customers and utilities,
and I trust you will carefully consider the long-term implications of this proposal. I
respectfully request that you deny the proposed ECR reduction and instead adopt policies
that promote rooftop solar as a vital component of Idaho's energy landscape. Thank you for

Idaho power professes to want to go to more renewable energy sources, but blocks the

was and still is fair for those who have invested in the publics future by going to residential
solar power. Idaho is well suited to utilize residential solar so incentives and favorable
exchanges should be in favor of residential solar. The publics best interest is to not overly
rely on Idaho power, but instead have the grid strengthened by residential solar. We rely on
IPUC to represent homeowners and give us incentives when we invest in Idaho by adding
residential solar. Being fair does not mean the excess generation rates have to match what

Credit Rate. I believe it was 1 year ago they made the last change which cut our production
benefits in half, though they misled their customers, saying it would only be 16 percent
increase. (That is from memory and may be slightly different). In the post card they sent out
they are saying that people will see a 34% increase in their bills, but they conveniently left
off what the current rates are, to intentionally mislead customers again. They don't want
people to know that summer off peak is going from 5.6533 cents to 1.7682 cents and non
summer going from 4.8365 cents to .954 cents. That is a 69-80% decrease in what is paid
for solar generation. They try to make it look good with on peak hours being higher
generation credit than the electricity costs even, but the truth is that most people will never
see a dime of that. I never once overproduced in peak hours and there would be no
incentive for anyone to build a system that does because it only benefits you for 4 months
of the year. With all of that being said, the fact that they claim the increase will only be
34%, is not realistic and deceptive to the customers. I know some of our benefits are not
Lost, due to the fact of using energy at the same time of generation, but the facts still stand
that we saw 50% decrease in solar generation credits the last time around and will see
another 69-80% decrease on top of that. So in 1 years time, we are seeing a 90% decrease
in value of our solar generation. This is wrong and disgusting how Idaho Power is
misleading people to make more money from the people who are helping them generate
electricity.

Another item that is concerning is how vague they are on how off peak and on peak
generation is calculated. It says on peak is from 3-11 pm. When this only relates to solar
generation, whywould peak generation hours go to 11 pm? Even in the peak of summer,
you aren't going to really generate much at all after 7 or 8. This makes me suspicious that
they are calculating the peak hours as a whole and not giving you credit for any excess
generation. For instance, if you over produced from 3-6, but under produced from 7-11, my
opinion would be that you would not see any excess generation credit for that period
because it was wiped out by other peak hour usage. I dont know the truth in this matter,
but my assumption is they are being vague, so they can further deceive the customers and
get what they want.
I understand that costs increase, but this is ridiculous how much we are being taken
advantage of, when we actually help Idaho Power. This all leaving out the fact that they are
making solar not a reasonable solution for anyone and will put lots of people out of work
because there will be no one to buy or service solar systems. I know if mine needed repair,
I'd just shut it off. There needs to be better communication and everyone needs to be given
the facts, which has not happened because they know this would never pass if everyone
was fully aware of what they are doing."

Idaho Power operates as a monopoly and behaves accordingly. Unlike businesses
functioning under normal competitive conditions, Idaho Power is uniquely positioned to
extract profits beyond what would be considered fair in a free market governed by supply
and demand.This disproportionate market control, especially in the energy sector,
demands more stringent oversight by regulatory bodies like the PUC to protect consumer
interests.
I intend to submit a more detailed petition to the PUC in the near future. However, I
respectfully request that the PUC consider the following points:
Reject the Proposed Rate Change
The PUC should not approve Idaho Power's proposed rate change for residential energy
producers. These changes unfairly penalize homeowners who have invested in clean
energy systems, undermining both individual and statewide progress toward energy
independence and environmental responsibility.

Require Interest Payments on Monetary Credits
Now that Idaho Power has successfully converted the energy credit system into a
monetary credit structure, it is only fair and reasonable that those credits accrue interest.
Residential producers are effectively offering Idaho Power short-term, no-interest loans—
an arrangement that would not be acceptable in any other financial context. These
monetary credits should be subject to a market-based interest rate.
Allow Full Use of Monetary Credits
Residential energy producers should be permitted to use their accrued credits to cover all
charges issued by Idaho Power—including fixed charges such as the monthly meter fee.
Once energy contributions are monetized, restricting how those credits are applied
amounts to an arbitrary and unfair constraint.
Permit Residential Energy Co-Ops
The PUC should allow residential energy producers to form cooperatives in order to
aggregate and market their power to entities beyond Idaho Power. This would promote
competition and innovation within the renewable energy market. For example, such co-ops
could contract with generators like the Lucky Peak Hydropower Group to contribute to
broader regional energy needs, including supplying clean power to out-of-state markets
such as Seattle.
Finally, while Idaho Power's recent shift to a time-of-use (TOU) model may appear
technologically progressive, it opens the door to future manipulation. It is foreseeable that
Idaho Power will again seek to revise the rules once residential battery systems become
more effective in time-shifting power delivery to match peak rate periods. This pattern—
rewarding innovation only to penalize it once it becomes effective—undermines consumer
trust and discourages long-term investment in renewable energy solutions.
The PUC's role is critical in ensuring that monopoly utilities do not place unfair burdens on
ratepayers or stifle progress. I urge the Commission to take these concerns seriously and
adopt reforms that empower Idaho residents, protect consumer investments, and support
our transition to a more resilient and equitable energy future.

and other dangerous situations allowed in Idaho. It's inevitable that Idaho will see electicity
generation shortfalls as have been seen in other states, and Idaho is growing in population
which increases risk and impact of shortfall/outage. PUC and utility-endorsed
disencentives around Idaho energy independence harm Idaho's ability to react to this
situation, kneecapping Idaho small businesses involved in solar install and maintenance.
Additionally, Idaho Power continues to disincentivize residental battery storage, an
emerging approach to reduce the need for off-peak export, by delaying approval of in-meter
switching and other technology that simplifies such installs. This is not the way the Idaho
we know prepares itself.
My recommendation to support Idaho's future is export rates be adjusted for 2025 as
follows, based roughly on Idaho Power TOU import rates from 2024:
Summer peak export: 20c (20% lower then import) Summer off-peak export: 6c (20% lower
than average of summer off-peak import to encourage on-site use/transition to battery)
Regular export: 7c (roughly equal to average TOU import to sustain installs and business)
The time periods/seasons for these are fine as defined for 2024, even though not aligned
with TOU import.

They are clearly biased, their profits continue to rise. The decision should be made by
evaluating existing independent studies or commissioning new studies with major
oversight to prevent Idaho Power's disproportionate influence. With a rate reduction this
massive in a single year, it is clear that solar will be all but worthless to customers in only a
couple years. Customers will be under government sanctioned servitude to a utility
monopoly. You will be forcing thousands to unwillingly subsidize Idaho Power profits. The
solar industry in Idaho will die overnight and in a short time frame solar owners will
decommission their systems, both on pure principal and older systems passing their
service lifetimes. Solar panels don't make for the most attractive looking homes either.
People may, as I am thinking of doing if this proposal is approved, decide to remove the
panels purely because a few bucks a month isn't worth diminishing the look of my home.
The price of my home may also immediately go down, as the panels will no longer provide

and switch scheme. Entice their customers to install expensive rooftop solar with
reasonable buy back compensation. Then once they have a pool of customers generating

In 2022, Idaho Power embarked on a Value of Distributed Energy studyto analyze and
determine the true market value of distributed energy that small producers in their service
area provided as excess power back onto their network. Idaho Power had ample time,
resources and understanding of the energy marketplace to make solid and robust

estimates of the Value of Distributed Energy. Their recommendations were incorporated
into the approved rate case IPC-E-23-14, which then went into effect on Jan. 1, 2024.
Barely over a year later, IPC is back before the PUC requesting a DRAMATIC reduction in the
Value of Distributed Energy(VODER)from small producers. One has to ask whether, 1)
Idaho Power, with all its expertise and time, was sloppy or negligent in its initial
determination of the VODER, or 2)was disingenuous in the initial proposal under IPC-E-23-
14 for VODER, knowing that they would come back in a little over a year's time to request a
dramatic reduction in the ECR.
In either case, such a request in not in the best interest of ratepayers, especially those that
are able to invest in DER's and place excess power back onto the grid. Many studies have
demonstrated the stabilizing impact of DER's and how they make power grids more reliable
and resilient. A reduction in the ECR, as Idaho Power proposes, virtually eliminates small
producers to get a return on their DER investments, thus concentrating DER investment
only in the hands of large developers/industrial customers (who can negotiate for better
rates) or utilities themselves. In the long run, this runs contrary to the goal of providing
affordable and reliable energy to ratepayers. As a result, I urge the commission to deny
Idaho Power's request to reduce the ECR within this rate case. "

cents/kWh—further erodes my returns, pushing payback to-18-20 years and slashing
savings by an additional-$286.90 in 2025 alone.
Over two years (2024-2025), my total credit reduction is $442.90, assuming consistent
exports. For larger systems (e.g., 10 kW, -800 kWh/month), losses exceed $700. These cuts
render solar financially unviable, turning a sound investment into a burden. Idaho Power's
claim that this reflects"market value" ignores that they resell my solar energy at retail rates
(8-10 cents/kWh), pocketing the difference.A 0.9-cent off-peak rate—less than one
penny—is an insult, far below fair compensation and out of line with independent
valuations (e.g., Crossborder Energy's 18.3 cents/kWh estimate).

needs to earn a profit. On-peak ID Power charges 14.195c per kWh and the corresponding

appears to charge 10.6805c per kWh and is proposing an ECR less than 2c.The claim for a
Lower ECR is "lower 2024 market prices". If ECR reflects market, why are customers

charged over 5x the ECR? If the market cost is truly near 2c per kWh, then Idaho Power
shouldn't be producing in that window, instead more buying in a secondary market. Again,
appreciate the need for a publicly traded business to make money, but a profit margin

Comment: "In doing a bit of reading, the levelized cost of solar PV is roughly$0.04/kwh
which is some of the lowest cost of any modern generation source. I expect the large Idaho
solar farms to sell to the grid at or above this rate to make a profit, and the utility to sell
power at retail roughly 2x their cost. Residential solar should be getting a similar energy
credit rate as commercial solar farms when they send excess energyto the grid during peak
sunlight hours. Offering less than 50% ($0.017/kwh) of the levelized cost in solar excess
credit while charging retail customers $0.097/kwh seems like fuzzy math to me. Every
business needs to make a profit but a 570% profit from residential excess solar seems
usury. Especially since there are no high tension transmission losses involved. The excess
power from one house is likely contributing to the needs of the house next door or the
nearby office or retail space. It is a great way to balance local community power and the
utility should get a percentage of the retail rate for managing this local power transfer. A
50/50 split between residential excess power credit and utility grid management seems far
more appropriate and consistent with the cost of generation from other sources.
Idaho is pretty unique with 60% of our generation from hydro. These turbines are highly
dispatchable and can be easily ramped up and down in minutes as needed to balance
between demand for energy and solar supply. All of our reservoirs act as giant energy
storage that can come on line as needed in morning and evening demand, ramping down
as solar PV contributes low cost energy from the temporarily available sun. The problem
with hydro is that our water supply is finite, based on the available snowpack water content
for the season. It makes no sense to run hydro turbines at high output during midday when
solar generation is plentiful. Save the finite stored water resource to ramp up demand as
the sun sets and flatten the duck curve. We should be encouraging maximum cooperation
between these complimentary sources of generation to provide a highly stable and reliable

grid at the lowest cost to the public, while still providing a generous profit to our utility who
manages the grid.

I want to start by complimenting Idaho Power for being excellent. Everytime I've contacted
customer service to ask a question regarding rates or how to best use their website, they
have been patient and extremely helpful.
However, these facts have nothing to do with my strongest objections to the new ECR
(Case No. IPC-E-25-15,) proposed to start June 1, 2025, that will greatly reduce the value of
my rather expensive solar system that I purchased in 2023. As an incentive to purchase the
system, I was told, and it was true, that every kWh I generated would be credited to my
account. It was awesome! We are very energy conservative, and we only had to pay the
$10/month or so "connection fee"for over a year. Then, Idaho Power was granted the ability
to switch to "Net Metering"for its solar generating customers. I did not object to this as I
understand that there is a cost to Idaho Power to maintain the system from which I receive
very good service.
I wasn't thrilled with the fact that they were only going to pay about 50 cents on the dollar
4.84 vs. 9.94 or 49%)for most of the year, but I was fine with it. But now, they only want to
pay about 10 cents on the dollar!! (.95 vs. 9.94 or 10%)That is ridiculous. At 10 cents on
the dollar, my system will likely never pay for itself during its lifetime. I only cited the most
common usage case, but in all cases, there is a significant reduction in the value of our
solar-generated electricity. This is a huge disincentive for residential customers to
purchase solar electric systems. Had I known this, I would never have invested in Solar.

I suggest that those of us who purchased systems before "Net Metering"was put into
practice be "grandfathered in" and not be paid less than the current rates. If the rates go
up, we should be granted the same percentage increase in credit. The same would apply if
the rates go down. New residential customers can be told what they are going to receive as
credit, and can decide whether a solar system is worth the money. When we signed up,
before net metering and even with the current credit rates, we believed it was worth the
investment.
Please do not allow Idaho Power to reduce its generation credit for small residential users. I
only have a 5.61 kWp system, but it supplies our needs at a reduced cost that makes our
investment worthwhile.

I recently invested 32k in solar for my home with the idea that I could provide my own
power as well as supplement the utilities company with any extra or bank it for times when I

could have bought a piece of farm equipment or a new truck instead.

already drowning in inflation and being saddled with two bills is a detriment. The amount of
solar customers in Idaho is minimal and Idaho Power is alienating them, while still
encouraging customers to go solar on their flyers.
I?m very concerned about Idaho Power?s proposal to slash rooftop solar compensation
rates by up to 80%. Paying rooftop solar owners less than 1 ?/kWh for the power they put
onto the grid for eight months out of the year, while then charging regular customers at
Least 8?/kWh for that same electricity, is extremely unfair.
Last year's solar rate changes, coupled with the increased fixed service charges, were
already devastating for Idaho Power customers. Please do a thorough review to check the
utility's math and assumptions, listen to outside experts and customers, and don't let this
monopoly utility unfairly squeeze money out of its customers and undercut their right to
generate their own power.
Also, please improve the public process by adding a virtual testimony option (as is provided
at Public Service Commissions in all neighboring states)to help ensure you can hear the
important perspectives from everyone who will be impacted by Idaho Power?s changes.
Written comments and public hearings with limited times and locations are not enough.

California has a long history of absence of leadership, resource mismanagement, over-
regulation of energy generators, collusion with utilities (clearly demonstrated during the
meeting with PGE and the Newsom family at the French Laundrywhile the rest of the state

was locked down under covid) regular grid disruption, power outages, and the highest
energy costs in the USA. I think we can safely tell Idaho Power"no thank you" to this latest
bait-and-switch proposal to eliminate 90% of the excess energy credit that homeowners
counted on when they followed Idaho legislature guidance and tax credit incentives to
install expensive solar panels on their home for the benefit of themselves and also their
Local community power grid. This latest proposal is a giant profit grab by Idaho Power on
the backs of the Idaho public, and represents bad faith by attempting to change the rules in
the middle of the game.
Idaho and California are very different states for many reasons, most noticeably a prudent
Legislature that is responsive to the needs of its citizens here. We are also in a fairly unique
position in that 60% of our in state generation is hydro which is highly dispatchable. This
means that generation can be easily ramped up and ramped down as needed to balance
electrical supply and demand and level out generation costs throughout the day.
This hydro power is dependent on our annual snowpack water content each year which is
finite, and our reservoirs act as a giant storage of available electrical power that can be
carefully tuned to grid demand. Residential solar is non-dispatchable, meaning we must
use it while available during sunlight hours. This presents a very good synergy between low
cost solar generation during the daylight, and reserving finite hydro power resources for
early morning and evening demand peaks when hydro is the most valuable. By ramping
hydro up to full capacity during peak summer evenings they can capture the highest value
for our limited supply of water for generation, leaving low cost solar to fill out the peak
sunlight hours when it is plentiful.
I appreciate that Idaho Power wishes to maximize their profits and agree that the original 1
to 1 exchange of excess generation credit at full retail price was flawed, however the
current proposal of a 570% profit margin on residential solar excess credit during off peak
hours seems usury. I'll suggest we throw out the current bait-and-switch proposal by Idaho
Power lawyers to implement failed California energy policies here in the Gem State.
As an alternative, I propose that the PUC authority establish an excess generation credit at
50% of Idaho Power retail rates. This is fairly consistent with the leveled cost of solar PV,
protects the investment of homeowners who participated in Idaho incentivized residential
solar program. This maximizes the value of our finite hydro generation capacity by fully
utilizing this resource during peak demand periods when hydro power can capture the
highest return on their investment. A prudent solution that protects all parties and keeps
our grid secure and reliable well into the future:'

our forward thinking not some huge greedy corporation. Shame on them. Make your profit
on your own investment, not from mine!
We have laws to punish people for stealing and we should have laws to keep huge
corporations from steeling as well, Corporate greed should not be catered to but should
be punished. I hope the Utilities Commission will stand up for the people and do what is
right by telling Idaho Power to stop trying to rewrite the contract that they committed to
and just honor their promise.
Their proposed changes would make individual solar generating a totally worthless
endeavor. Solar power is a huge benefit to our nation and economy and ecology but makes
poor economic sense at Idaho Powers suggested rate changes. The changes would
devastate future solar investments by individuals and wipe out an entire section of
industry.
Make them produce their own power, not steel mine.

our power bill 20-30%.
Last summer we were only credited at off peak rates even though we generate during peak
rates as well. How is this fair?
With the rise of electric vehicle usage in Treasure Valley and Idaho and with more demand
for cleaner energy, we solar power producers should be rewarded with a better rate for
summer and non-summer on-peak and off peak.
Please consider requiring Idaho Power to raise the credit for both on and off-peak power
generation and not cut it by 90%. We are helping the power grid by reducing our own
demand and increasing available energy for Idaho Power to sell. Our export credits both on
and off peak should be closer if not equal to the amount Idaho Power charges for usage.
We already pay service charges, fixed cost adjustment, franchise fee, energy services fee
and Columbia River Benefits all as add on charges.

will have dry years and low snow packs.When they occur, the power we generate is worth
significantly more than I would be paid. In heavy snow pack years I still generate power that
can be sold into the western grid at significant markup over what Idaho Power pays me.
• Biased Data Undermines Rooftop Solar: Idaho Power is basing its calculations on its
own internal 2022"Value of Distributed Energy Resources Study." Independent experts
reviewed this study and found that Idaho Power is significantly undervaluing rooftop solar
by cherry-picking data and using flawed methodologies.
• Seasonal Cuts Are Even Worse: From October through May, Idaho Power wants to
pay solar owners less than 1 cent per kWh—a jaw-dropping 80% decrease—even as it

charges customers at least 8 cents per kWh for the very same electricity. That gap goes
straight to Idaho Power's bottom line. As a businessman, I want a profitable utility but not
one that refuses to pay its suppliers the value of what they sell to Idaho Power.These
proposed rates significantly undervalue what rooftop solar provides to Idaho Power and its
customers.
• Discourages Renewable Energy Investment: By cutting net metering rates, Idaho
Power disincentivizes homeowners from investing in solar panels, which goes against the
state and national trends toward clean, renewable energy.
• Grid Benefits from Distributed Solar: Rooftop solar reduces strain on the grid during
peak hours, lowers transmission losses, and can delay the need for costly infrastructure
upgrades—all of which benefit all utility customers.

• Negative Economic Impact: The change threatens jobs and businesses in Idaho's

• Reduces Our Energy Independence: Penalizing homeowners for producing their own
power undermines personal energy freedom and security.

Like the IPUC to consider grandfathering in solar owners to the export rates they purchased
their system at. When Idaho Power changed to a net-billing system, solar owners who
purchase their systems were grandfathered in to the previous rebate structure. I ask that
the same be considered when adjusting export credit amounts. People spent a lot of time
and thought into investing into solar and if it was right for them. This included expected

To IPUC,
Received the notice regarding Idaho Powers request to continue to screw those who
chose to invest in solar. I have pretty good idea of how the board on the IPUC wilt eventually
rule, based on past decisions, mainly the one where the board specifically allowed Idaho
Power to conduct their own study regarding Net-Metering, and gee what a surprise the
report favored Idaho Power, and then having the members of said board go along with it. So,
either the board is inept, or at least cannot see a conflict of interest when it stares them in
the face.
So, I personally am not going to be surprised if the board allows Idaho Power to
lower the solar credit once again screwing those who have solar. It is quite funny the same
company Idaho Power is promoting renewable energy,then cries to the IPUC for cover
because Idaho Power feels they are losing money.
I hope someone decides to investigate the board members and Idaho Power to see
what kind of shenanigans are going on.
I am opposed to this board allowing Idaho Power to continue screwing everyone
who invested in solar, under the guise somehow Idaho Power is losing money.
