MELANSON DEPUTY ATTORNEY GENERAL DATE: APRIL 15, 2025 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S APPLICATION FOR ITS FIRST ANNUAL UPDATE TO THE EXPORT CREDIT RATE FOR NON-LEGACY ON-SITE GENERATION CUSTOMERS FROM JUNE 1, 2025 THROUGH MAY 31, 2026, IN COMPLIANCE WITH ORDER NO. 36048; CASE NO. IPC-E-25-15. On April 1, 2025, Idaho Power Company("Company") filed an application with the Idaho Public Utilities Commission("Commission") for an order authorizing the Company to implement the Export Credit Rate for non-legacy on-site generation customers from June 1, 2025, through May 31, 2026, and to approve the Company's corresponding proposed changes to Schedule 6, Residential Service On-Site Generation, Schedule 8, Small General Service On-Site Generation, and Schedule 84, Large General, Large Power, and Irrigation On-Site Generation Service. The Company requests a June 1, 2025, effective date. STAFF RECOMMENDATION Commission Staff("Staff') recommends the Commission issue a Notice of Application and Notice of Modified Procedure, establishing a May 15, 2025, public comment deadline, and a May 22,2025, Company reply comment deadline. Staff recommends the Commission suspend the Company's proposed June 1, 2025 effective date for 30 days and five months, consistent with Idaho Code § 61-622(4). Staff recommends the Commission direct Staff to hold an in-person public workshop as soon as reasonably practicable. Finally, Staff recommends the Commission schedule a customer hearing for a date and time determined by the Commission.
