2. Rocky Mountain Power is a division of PacifiCorp, an Oregon corporation, which
provides electric service to retail customers through its Rocky Mountain Power division in the
states of Idaho,Wyoming,and Utah.Rocky Mountain Power is a public utility in the state of Idaho
and is subject to the Commission's jurisdiction with respect to its prices and terms of electric
service to retail customers in Idaho pursuant to Idaho Code §61-129. Rocky Mountain Power is
authorized to do business in the state of Idaho providing retail electric service to approximately
91,000 customers in the state. The subject matter and outcome of this proceeding is meant to be
directly applicable to and effect Rocky Mountain Power and its provision of service to the public.
3. Rocky Mountain Power has a direct and substantial interest in this proceeding.
Allowing Rocky Mountain Power to intervene would not unduly broaden the issues. Rocky
Mountain Power' s Petition to Intervene is timely as the Commission has not yet established any
deadlines or schedule for this matter, and it is in its initial stages.
4. No other party can adequately represent Rocky Mountain Power' s interests in this
proceeding.

WHEREFORE, Rocky Mountain Power respectfully requests that the Commission grant
this Petition to Intervene in these proceedings and to appear and participate in all matters as may
be appropriate; and to the extent necessary present evidence, call and examine witnesses, present
argument, and to otherwise fully participate as a Party in these proceedings.
