BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
IN THE MATTER OF THE APPLICATION OF
TEL COMMUNICATIONS, INC. TO AMEND
CERTIFICATE OF PUBLIC CONVENIENCE
AND NECESSITY NO. 389 TO REFLECT THAT
TEL COMMUNICATIONS, INC. HAS
CHANGED ITS NAME TO TRINSIC COMMUNICATIONS, INC.

On July 9, 2001 , the Commission issued Order No. 28766 granting Z-Tel
Communications, Inc. (Z-Tel) a Certificate of Public Convenience and Necessity to provide
basic local exchange and facilities-based local services within the State of Idaho. Certificate No.
389 was subsequently issued to Z-Tel on July 20, 1999. In December 2004, Z-Tel changed its
name to Trinsic Communications, Inc. and was granted an Amended Certificate of Authority
from the Idaho Secretary of State.
On December 20, 2004, Z- Tel requested that the Commission change the name on
Certificate No. 389 to reflect that Z- Tel has changed its name to Trinsic. In its request Z- Tel
stated that this was a name change only and not a result of merger/acquisition or a change in
control. The Company also filed new price lists/tariffs with the request for name change. The
Commission Staff recommended that the Commission approve this request and amend
Certificate No. 389 to reflect the name change and transfer to Trinsic.
Based on our review of the Application, we find that it is reasonable to amend the
Certificate of Public Convenience and Necessity No. 389 to reflect the change in name from Z-
Tel Communications, Inc. to Trinsic Communications, Inc.
ORDER
IT IS HEREBY ORDERED that Z-Tel Communications, Inc.s request to amend the
name of Certificate of Public Convenience and Necessity No. 389 to Trinsic Communications
Inc. is granted.
THIS IS A FINAL ORDER. Any person interested in this Order (or in issues finally
decided by this Order) or in interlocutory Orders previously issued in this Case No. GNR- T -00-
39 may petition for reconsideration within twenty-one (21) days of the service date of this Order
ORDER NO. 29695
with regard to any matter decided in this Order or in interlocutory Orders previously issued in
this Case No. GNR-00-39.Within seven (7) days after any person has petitioned for
reconsideration, any other person may cross-petition for reconsideration. See Idaho Code 99 61-
626 and 62-619.
