This started as a clean and mostly passive way to generate electricity and take full advantage of unused real estate, putting modern technology to use for the betterment of mankind. Idaho Power is not only discouraging future use of this, but punishing those who have already moved forward. My own array is humble, but the total cost has only increased every time Idaho Power makes changes to how solar generation is handled. The only true alternative to Idaho Power's constant credit rate reduction for those who want to go solar is to go to a grid-hybrid or completely off-grid system. This involves the addition of batteries and some potentially heavy rewiring of your home's electrical panel(s). The amount of batteries required to be truly off-grid is an exorbitant cost and is unreachable for the vast majority of consumers. From a financial standpoint alone, Idaho Power seeks to destroy any incentive for future owners. As more and more manufacturing jobs are rightfully brought back to America, solar incentives need to be fair for economic growth in this industry. Please stop Idaho Power from gutting the growth of such an important industry. Thank you very much. Now they are asking to only pay us 10% of what they make us pay for their power?That makes absolutely no sense. Not only did the PUC ignore all third party studies at the last change and went with Idaho powers own study, they gave Idaho power everything they wanted and hung us consumers up to dry. In 2019 IPUC denied Idaho powers request and grandfathered existing customers. 2024 they approved everything Idaho powers wanted and made it retroactive to hurt all old customers. I'm asking to take a look at 3rd party studies again! However, with Idaho Power and others promoting green energy, I took the leap and did something good for the planet even though it cost me. Having the buyback from Idaho power has helped in covering the cost of my system but the decrease in buyback rates would push that out for years longer. This is egregious. It was already a travesty Idaho Power, with the blessing of the regulatory agencies and non-action by the legislature, decided the kWh I send to the grid is worth less than the kWh I take from it. I was already getting screwed, as a solar owner. Now, I am getting 34% more screwed. I have never in my life received a 34% annual raise. The only way for me to right this injustice will be to add costly batteries to my system, so I send no power back to the grid at all. I have a hard time believing that is in anyone's best interests, nor if that was the intent for the push for residents to go solar, but these scam artists have forced my hand. Gross situation, unfortunate, and sadly, all too typical of government and government- adjacent entities. One would like to think they have one's best interests in mind, but that is clearly not the case for solar owners. I would have been better off not making the investment, and not trusting Idaho Power to pay me fairly for my power. Just 16 months later Idaho power dramatically changed the reimbursement that they pay for the solar power that goes back to the grid. Now they want to gut they little reimbursement that they already give. Had I known that they were going to gut solar for 2024 the decision we made for solar would have been totally different. We would have never installed the $54,000 system we had installed.Why should Idaho Power make over an 800% profit off the energy I send to the system?We made our decision based off of the encouragement and Net Metering from Idaho Power. And now I am making payments off of a solar system that costs me a lot of money while Idaho Power profits. At the time of the installation Idaho Power was providing an export credit rate of approximately the same amount individual were being 7 charged for electricity. In January of 2024 the PUC allowed IPC to greatly reduce the export credit rate for costumers with solar generation and now IPC is proposing to drastically cut the export credit rate again. Idaho Power proposes a 60 percent drop from 6. 18 cents per kilowatt- hour(which took effect in January 2024)to 2. 46 cents on average annually. This is a 72 percent drop overall from the previous average compensation rate of 8. 8 cents per kilowatt- hour in place for over a decade. The proposed reduction in rates coincides with unpopular fixed- rate increases on customers. As of January 2025, Idaho Power customers are paying a $15 flat monthly fee, up from $5 several years ago. Fixed rates disproportionately impact lower- income people and discourage energy conservation and rooftop solar. Why is the PUC allowing IPC to continue to drop export credit rates. Under this new proposal, rates would plummet 80 percent to less than 1 cent per kilowatt- hour for those 8 months out of the year. At the same time, the company will charge other customers at least 8 cents per kilowatt- hour for the same electricity to pad its profit. IPC is padding their profits and taking advantage of homeowners who installed roof top solar generations. Surely the PUC, as public entity doesn't think this is fair, and should not continue to approve the reduction in export credit rates, so IPC can continue to profit from customers who took the initiative to install a solar generating system, to protect the environmental, and for economic reasons. The PUC should be encouraging Idaho residents to be environmentally sustainable and to help create additional environmentally sustainable power for the whole community. Please vote NO on this Case No. IPC-E-25-15. The idea behind solar is that you are generating clean renewable energy for your home at a partial cost. In my home I do not use the AC/Heat, I am critical about how my energy is used and I still pay month after month on top of the solar loan. Paying over$60 last summer even though electricity was off in the house during peak hours to conserve the 8 energy I was generating. I have a south facing roof with 16 panels and I still can't generate enough power to pay for a monthly bill in a home with only 2 people. Something must be done about this blatant robbery by Idaho Power. I beg of you, do not allow them to enact the changes laid out in IPC-E-25-15. Idaho residents with solar are being penalized for diversifying our energy sources and I hope and pray that PUC takes mercy upon us.
