In reviewing the public comments that have been submitted thus far, I have noticed a few well- intentioned individuals suggesting alternatives to the proposed rate reduction, such as acquiescing to a rate reduction of a lesser amount. However, I would like to point out this was likely a strategy of PacifiCorp and Rocky Mountain Power: proposing an excessively high rate reduction initially, only to Later negotiate a lower rate reduction which would then seem reasonable in comparison. The key issue here is that ANY decrease of the electricity generation rate fundamentally changes the terms upon which members of our community purchased their solar generation systems. I strongly urge that all current producers be grandfathered into a"legacy status,"allowing them to retain the current reimbursement rate. This rate was in place when families made the decision to finance their solar purchase,weighing costs and benefits. It was the basis on which each household calculated whether solar energy would be affordable for them.Altering that rate now would impose undue and unfair hardships on our families. I ask you to please consider that customers who generate electricity help reduce costs for all customers by alleviating the strain on a limited electrical supply. Please support policies that incentivize residential solar electricity generation, rather than discouraging it. Sincerely, Barry Beutler, Idaho Falls 1
