The enclosed report provides the information requested in Order No. 35893 and the Company's evaluation of the Clean Energy Your Way program for 2024. The Company will have two 2024 Clean Energy Your Way Program reports, as this year it is updating the title to reflect the program year it is reporting on, not the calendar year it is filing the report. Walker DEW:sg Enclosures Page 2 2024 CLEAN ENERGY YOUR WAY PROGRAM ANNUAL REPORT I. PURPOSE OF STATUS REPORT In December 2021, Idaho Power Company ("Idaho Power" or "Company") filed an Application with the Idaho Public Utilities Commission ("Commission") to modify its Schedule 62, Green Energy Purchase Program. The proposed modifications included: (1) renaming the Green Power Purchase Program Rider (Optional) to the Clean Energy Your Way Program (Optional), (2) maintaining and expanding procurement options to include three options: Block, Total Usage, and Large Purchase, for the renewable energy certificate ("REC") offering named Clean Energy Your Way — Flexible ("Flexible"), (3) establishing a regulatory framework for a future voluntary subscription green power service offering named Clean Energy Your Way — Subscription ("Subscription"), (4) offering a tailored renewables option to the Company's largest customers (Special Contract and Schedule 19, Large Power Service) named Clean Energy Your Way — Construction ("Construction"), and (5) procuring associated program renewable resources outside the Commission's current competitive bidding requirements. In August 2023, the Commission issued Order No. 35893 approving most of the Company's requested changes. Additionally, the Commission directed the Company to submit an annual Prudency Report with the following information: • Customer count under each participation option, by schedule • Monthly RECs purchased; • Percentage of RECs purchased within Idaho Power's service are; • Monthly funds transferred to the Power Cost Adjustment ("PCA") from Idaho Power-owned REC purchases; • Monthly revenue and expenses for Schedule 62; • Updated costs associated with re-certifying the RECs prior to retirement (Green-e); • Summary of marketing activities and expenses; • Solar 4R Schools expenses; • Balance of uncommitted/excess funds to be carried over into the next year and the monthly balance of the rider for Schedule 62; • Information on all tailored agreements for third-party RECs in Flexible-Large Purchase Option including, but not limited to: (a) REC purchase agreement price and quantity requested; (b) quantity and price of RECs procured for the customer; (c) monthly revenue and expenses; and (d) proof of separate accounting treatment; • Information on advanced procurement purchases and if any remaining RECs from those REC purchases will carry over into the next year; Order No. 35893 directs the Company to report on all costs and revenues associated with Schedule 62, which now includes two components: the Flexible and Construction programs. The Construction program is active but does not have its own marketing or advertising expense, nor are there revenues to report associated with Renewable Construction Agreements. 2024 Clean Energy Your Way Program Prudency Report - 2 Page 3 II. CLEAN ENERGY YOUR WAY - FLEXIBLE DETAILS The information provided herein includes Flexible data from January 2024 through December 2024. In 2024, overall participation increased by a monthly average of 1.6 percent (or 70 new participants) from the 2023 monthly average (4,263). Although participation seemed to grow slightly, total 2024 sales were less than 2023 sales, which is further described in this report. B. REC Purchases, Project Sources, and Power Cost Adjustment Transfers A monthly general ledger report shows how much revenue was collected from participants for the Block and Total Usage Options. RECs are purchased based on the funds collected. Table 2 below shows the monthly RECs needed for the program and applies the REC cost to the monthly REC need to determine the monthly cost of RECs. When purchasing RECs, preference is given to RECs from sources located in the Northwest and located closest to or within Idaho Power's service area, when possible. 2024 Clean Energy Your Way Program Prudency Report - 3 Page 4 Table 3 below shows the project sources of RECs purchased for the Flexible program for 2024. Total REC purchases decreased 2 percent in 2024 compared to 2023 (38,780.384 RECs). Please note that the expenses are inclusive of the monthly REC costs identified in Table 2, though amounts on a monthly basis will not align with Table 2 due to timing differences between the receipt of funds and actual payments to vendors. REC payments are made biannually. Payment for July through December 2023 RECs for $143,754.20 occurred in January 2024 as shown in Table 4. Payment for July through December 2024 RECs will be reflected in Table 4 in the next year's report. D. Green-e Certification Costs As shown in Table 5 below, Green-e certification costs for 2024 totaled $31,057.03, which included the annual certification renewal, annual verification performed by an external auditor and participant updates to meet Green-e Energy certification requirements. Participant updates included new participant welcome letters with information about the Flexible program's terms and certification, the annual prospective product content label and annual historical product content label, and an update about the REC supply change starting in 2025. The Company has provided the spring and summer participant updates that include the product content labels as Attachments 1 through 2,1 an example of a participant welcome letter as Attachment 3, and the REC supply change update as As required for Green-e certification, Idaho Power provides welcome packets to each new participant and updated product content labels to all participants annually. 2024 Clean Energy Your Way Program Prudency Report - 5 Page 6 Attachment 4. Approximately 85 percent of participants receive email communication for the updates, which keeps the distribution cost low. Marketing Expenses and Activities In 2024, Flexible program-funded marketing expenses were $25,776.29, or 7 percent of the total 2024 program revenue ($378,323.99). The marketing efforts are summarized below. Marketing/Public Relations/Advertising: • Bill inserts to customers three months of the year (approximately 934,000 total inserts) • Online digital ads in April delivered 977,044 impressions • Program promotion in April on Facebook to celebrate Earth month received 1,720 impressions • Promotion on idahopower.com homepage in April • Pop-up ad in My Account (Idaho Power's online customer portal) delivering 171,100 impressions in August • Window clings promoting individual participation sent to new participants F. Solar 4R Schools As part of the program design, Schedule 62 revenues from the Flexible — Block and Total Usage options are also used to support the Solar 4R Schools program. Solar 4R Schools educates students about renewable energy by placing solar installations on school property, along with a data monitoring system, and providing a curriculum package and teacher training. Since its inception, 26 schools throughout Idaho Power's service area have received solar PV systems through the program. In 2024, expenses totaled $55,856.94, which covered Anser Charter School's PV system and teacher training and the remainder of Nampa High School's solar installation. In 2024, Idaho Power awarded one Solar 4R Schools project grant to Foothills School of Arts and Sciences, a preschool through ninth grade school in Boise. The project will be installed in 2025. The cost of the new project is estimated to be around $50,000. One other school applied and was offered the grant, but the school decided not to move forward. The Company plans to award the grant to up to two schools in 2025. 2024 Clean Energy Your Way Program Prudency Report - 6 Page 7 G. Schedule 62 Rider Balance Table 6 below shows that the rider balance at the end of 2024 was $419,041.68. This does not include the July through December 2024 REC expense of$156,650.98 that was paid in January 2025. Including that expense, the balance would have been $262,390.70. FLEXIBLE: LARGE PURCHASE OPTION H. PCA Transfer Through the Flexible— Large Purchase Option, Idaho Power sold Company-owned RECs to business customers. For reporting year 2024, eight business customers participated in the Large Purchase Option. A total of 31,408 Idaho Power-owned RECs were purchased for $49,649.50 and $39,668.82* from these sales was transferred to the PCA. *Less than 1% of the PCA transfer amount is estimated because the portion of RECs were retired in March and the PCA allocation percentage for March will not be available until April 9, 2025. I. Third-Party REC Purchases In 2024, Idaho Power did not make advanced or customer-specific third-party REC procurements for the Large Purchase Option. While around 20 business customers inquired about REC options and pricing, only one customer ultimately made a purchase and chose to buy Idaho-Power owned RECs. 2024 Clean Energy Your Way Program Prudency Report - 7 Page 8 J. Conclusion Overall, the Flexible program is still attracting new participants, yet not as many as prior years with total sales slightly lower than 2023. Interest in Solar 4R Schools has held steady and the Company plans to award two projects in 2025, assuming enough schools apply and accept the award.
