Makes no sense for me. I can understand true net metering not being fair to other customers because it doesn't cover fixed costs, but these new rates for net billing are ridiculous, Idaho Power essentially saying they can get the proceeds of our investments for effectively free. IPC-E-25-15 I am writing comments with respect to Idaho Power request to slash export credits to non-legacy on-site generation customers. It is very interesting that Idaho Power is trying to slash on-site generation export when they have secured a 3.73% increase in rates for 2025 for residential customers which is not included in there 1 April 2025 filing. It is difficult very difficult for individual residential generation customers to fight a corporate giant like Idaho Power...so I trust that the Idaho Public Utilities Commission will take this letter to heart. I will attempt to provide you a picture of how absurd this reduction in export credits is. First and foremost, as a residential generation customer I generate excess power to my next-door neighbors. My power flows directly into the power line and right to my neighbors as they are drawing power through their meters into their homes and are charged for that power at the current rates. The electricity generated by my system does not have to go through any costly high-power lines or substations. Idaho power does not have to generate this energy this power and they charge for it at the going rate. My residential 9.72 kilo watt solar array was designed to power my home when we have adequate sunshine, and it can generate excess power that is utilized by my neighbors. Idaho Power's proposal would significantly slash the export credits for my excess power. The following table will showthe current and proposed credits by percentage and DOES NOT take into account the 2025 3.73 rate increase. I 11 am not sure how the rate increase will be applied by Idaho Power. They make$43.2%on every kilo watt hour during peak summer hours!This is when the electrical grid is stressed, and residential generation customers are really helping Idaho Power. It only gets worse when comparing the numbers during non-summer peak when Idaho Power is paying 7.4%(.9540/12.8267)for the power it credits to the residential generation customer!They make 92.6%on every kilo watt hour during peak non-summer hours! During off peak non-summer the percentages are 11.1%in credits and making 88.9%on every kilo watt hour during off peak non-summer hours! Idaho Power has targeted new residential generation customers with unfair and unjustified low credits. As a Commissioner, I hope these figures make you ask hard questions to Idaho Power. (e.g. How this is fair?;Why are credits so disproportionally low to rate structure?What real infrastructure costs exist for Idaho Power when a residential solar array generates excess power that goes to their neighbors?) Idaho Power should not be allowed relief in using a modified procedure as requested in this case and a third party should be hired to review the methodology and the algorithm used to generate their credit calculations for residential excess power generation. I invested heavily in a solar system for my home with the goal to both reduce my reliance on off site generated power and add value to my home.The reduction of net-metering rates in 2024 have already reduced the value of both of the stated goals above. I am a customer of Idaho Power in Boise and my husband and I bought solar panels in 2023 trying to do the right thing for the environment, energy efficiency, and our future. Our first year,the fee to be hooked into the grid TRIPLED from$5 to$15.As soon as our system was up and running, Idaho Power dropped the compensation rate on kilowatt-hours. Now, not only do they want to make a significant drop again,theywant to be able to do that every year so people will have no idea how to budget for their power. Under this new proposal, rates would plummet 80 percent to less than 1 cent per kilowatt-hour for those 8 months out of the year.At the same time,the company will charge other customers at least 8 cents per kilowatt-hour for the same electricity to pad its profits. So, basically, Idaho Power gets to actually PROFIT off of the backs of hardworking Idahoans who tried to do the right thing for the environment at a time when everyone's financial situation is already precarious.
