Comment: "If I'm reading Idaho Power's case for reducing the export rates, because so much new
solar has come online they haven't needed to budget capacity upgrades except for summer peak
periods,therefore their avoided cost is zero for all non-peak times, and they should therefore get to
essentially pay nothing for that solar power that saved them that money?Clearly they must have
some avoided costs for summer mid-peak and winter on-peak because they charge more for those
periods on their time of use plans even though they only give the off-peak export rate for those
same periods. Makes no sense for me. I can understand true net metering not being fair to other
customers because it doesn't cover fixed costs, but these new rates for net billing are ridiculous,
Idaho Power essentially saying they can get the proceeds of our investments for effectively free. My
solar system just came online in January, I've never even gotten to export at the highest peak
summer rates and it seems like they they will be reduced before I ever do.At the off-peak winter
rates they are proposing I might as well just disconnect my system from the grid,the amount they
will be paying for the power won't be worth the fixed charges they make us pay to be connected,
would have to export more than 1500kWh/mo just to break even:'

payments to customers who generate their own power.This move follows an already burdensome
300% increase in the fixed monthly service charge—an increase that disproportionately affects
customers seeking energy independence and sustainability.
It is clear that Idaho Power is targeting small-scale power generators in an effort to discourage
distributed generation.This reduction in compensation—combined with the steep increase in fixed
charges—signals an abuse of their monopolistic position, aimed at suppressing competition and
customer choice.
Rather than penalizing customers who invest in renewable energy solutions, Idaho Power should be
encouraging such behavior,which ultimately strengthens grid resilience and supports state and

can the IPUC justify a 250% reduction in the blended rate of return and less than a penny per KWH

half. Should this shocking affront to current and future solar producers be allowed,there will be

payback savings on electricity vs cost of system on rates Idaho Power was charging last year. If
Idaho Power cuts the rate they give me on extra solar power going back into their system, I probably
would not have put in my solar system. solar power is a great way to meet Idaho Power's peak
demand hours and is reliable 220 days per year. I have done extensive research on this subject.

year.Why, especially in such a short period of time, are we allowing them to decrease the payback

I am writing comments with respect to Idaho Power request to slash export credits to non-legacy
on-site generation customers. It is very interesting that Idaho Power is trying to slash on-site
generation export when they have secured a 3.73% increase in rates for 2025 for residential
customers which is not included in there 1 April 2025 filing. It is difficult very difficult for individual
residential generation customers to fight a corporate giant like Idaho Power...so I trust that the
Idaho Public Utilities Commission will take this letter to heart. I will attempt to provide you a
picture of how absurd this reduction in export credits is. First and foremost, as a residential
generation customer I generate excess power to my next-door neighbors. My power flows directly
into the power line and right to my neighbors as they are drawing power through their meters into
their homes and are charged for that power at the current rates. The electricity generated by my
system does not have to go through any costly high-power lines or substations. Idaho power does
not have to generate this energy this power and they charge for it at the going rate. My residential
9.72 kilo watt solar array was designed to power my home when we have adequate sunshine, and it
can generate excess power that is utilized by my neighbors. Idaho Power's proposal would
significantly slash the export credits for my excess power. The following table will showthe current
and proposed credits by percentage and DOES NOT take into account the 2025 3.73 rate increase. I

am not sure how the rate increase will be applied by Idaho Power.

The numbers are telling as Idaho Power would basically be paying 56.8%(14.0598/24.7398) of the
going rate for the power it credits to the residential generation customer. They make$43.2%on
every kilo watt hour during peak summer hours!This is when the electrical grid is stressed, and
residential generation customers are really helping Idaho Power. It only gets worse when comparing
the numbers during non-summer peak when Idaho Power is paying 7.4%(.9540/12.8267)for the
power it credits to the residential generation customer!They make 92.6%on every kilo watt hour
during peak non-summer hours! During off peak non-summer the percentages are 11.1%in credits
and making 88.9%on every kilo watt hour during off peak non-summer hours! Idaho Power has
targeted new residential generation customers with unfair and unjustified low credits.
As a Commissioner, I hope these figures make you ask hard questions to Idaho Power. (e.g. How
this is fair?;Why are credits so disproportionally low to rate structure?What real infrastructure
costs exist for Idaho Power when a residential solar array generates excess power that goes to their
neighbors?) Idaho Power should not be allowed relief in using a modified procedure as requested
in this case and a third party should be hired to review the methodology and the algorithm used to
generate their credit calculations for residential excess power generation.

decrease toward Solar in Idaho.This is absolutely criminal as they are trying to steal as much
money as they can.There are thousands of homeowners in Idaho with solar that are getting
negatively affected by the changes that Idaho power keeps doing towards solar. For once,you the
PUC need to stand up for the blue collar working folks that have solar, or work in the solar business
as a full time career as a way to provide for their families.This affects literally tens of thousands of

rates. I invested heavily in a solar system for my home with the goal to both reduce my reliance on
off site generated power and add value to my home.The reduction of net-metering rates in 2024
have already reduced the value of both of the stated goals above. If the newly proposed further
reductions go into effect,this will become a net negative for my home value and substantially
reduce any savings by producing solar power at my home.The State of Idaho should be
encouraging homeowners to make investments into their homes, including solar power, but
policies like this make those investments financially irresponsible. Idaho power, as a quasi
government entity, needs to work for the people and not just shareholders. I highly suggest that the
Idaho PUC deny Idaho Powers newest request to reduce on-site generation rates.The impact to

Comment: "Hello. I am a customer of Idaho Power in Boise and my husband and I bought solar
panels in 2023 trying to do the right thing for the environment, energy efficiency, and our future. Our
first year,the fee to be hooked into the grid TRIPLED from$5 to$15.As soon as our system was up
and running, Idaho Power dropped the compensation rate on kilowatt-hours. Now, not only do they
want to make a significant drop again,theywant to be able to do that every year so people will have
no idea how to budget for their power.
Under this new proposal, rates would plummet 80 percent to less than 1 cent per kilowatt-hour for
those 8 months out of the year.At the same time,the company will charge other customers at least
8 cents per kilowatt-hour for the same electricity to pad its profits. So, basically, Idaho Power gets
to actually PROFIT off of the backs of hardworking Idahoans who tried to do the right thing for the
environment at a time when everyone's financial situation is already precarious. It's a slap in the
face.
Please DO NOT approve this decrease.You will harm Idahoans and for sure, no one will be
interested in trying to be responsible and do what's right for clean energy in the future:'

Comment: "I belive it would be a poor decision to drastically reduce compensation for Solar
customers. I and many others that I know went to a large out of pocket expense to do our part in
reducing the impact on the power supply demand created by the increase in population in this
state. It would be a slap in the face to be penalized for trying to do the right thing.Thank you for the

Comment: "As a local Idahoan and has rooftop solar installed on my residence I oppose Idaho
Powers ECR(Export Credit Rate) change.
The Public Utilities Commission needs to stand by and stand for the people of Idaho and not a
corporation.The VOIDER study done by Idaho Power undervalued roof top solar. If PUC wants to
judge and decide what is right for the power utility users of Idaho then at the very least consider 3rd
party study.
It seems very much like solar power for me and to for thee from Idaho Power, and what makes it
more egregious is in the same year Idaho Power is requesting a general rate hike and the same time
devaluing solar customers.
Idaho PUC should be for the residents of Idaho and not for investors and shareholders:'
