HomeMy WebLinkAbout20060327min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING MARCH 27, 2006 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Marsha Smith and Dennis Hansen. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on March 13th, 2006. Commissioner Kjellander moved to approve the minutes. A vote was taken on the motion and it carried unanimously. Commissioner Kjellander announced that item 2 on the Consent Agenda needed to be moved to MATTERS IN PROGRESS. The second order of business was approval of the CONSENT AGENDA, items 3 - 6. There was no discussion. Commissioner Kjellander moved for approval of the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: Cecelia A. Gassner’s March 10, 2006 Decision Memorandum re: Petitions to Rescind Order No. 28804, Filing of Biennial Cost Information Bundling Reports, Case Nos. IPC-E-06-4, AVU-E-06-2 and PAC-E-06-2. Ms. Gassner reviewed her Decision Memo. She said Staff recommends consolidating these cases in addition to its recommendation for handling them by modified procedure. Commissioner Smith made a motion to adopt Staff’s recommendation and consolidate all three petitions. A vote was taken on the motion and it carried unanimously. Commissioner Kjellander asked Commissioner Smith to provide an update on the previously approved Hamilton Telecommunications contract. Commissioner Smith stated she had seen an equipment demonstration by CapTel, a company providing a new technology that allows those with hearing loss to view captions of their telephone conversations. She said Hamilton Telecommunications is interested in providing this service to the State of Idaho, and according to Robert Dunbar, there is sufficient money in the budget to accommodate the projected level of demand for this service, so no change in the surcharge would be needed. Commissioner Smith made a motion to amend the Hamilton Telecommunications contract to include the provision of CapTel service as part of Hamilton’s services to the State of Idaho. There was no discussion. A vote was taken on the motion and it carried unanimously. The only other item on the agenda was under FULLY SUBMITTED MATTERS and Commissioner Kjellander stated the Commission would deliberate on it privately. He then adjourned the meeting.
