SUBJECT: IN THE MATTER OF INVESTIGATION INTO VALIANT IDAHO, INC.
AND TIC UTILITIES,LLC,OWNERS OF A NORTHERN IDAHO WATER
SUPPLY AND DISTRIBUTION SYSTEM; CASE NO.VID-W-25-01.
On September 6, 2024, the Commission issued Order No. 36312 in Case No. GNR-W-24-
01, finding that Valiant Idaho,Inc. ("Valiant") is a public utility under the jurisdiction of the Idaho
Public Utilities Commission. The Commission further ordered Staff to open a separate docket to
evaluate whether Valiant's rates are fair,just, and reasonable.
On February 7, 2025,the Commission issued Order No. 36459 opening Case No.VID-W-
25-01 to evaluate the rates on Valiant's tariffs as required by Order No. 36312.
On March 4, 2025, TIC Utilities, LLC ("TIC"), and entity affiliated with Valiant, applied
to increase its rates and charges for water service, Case No. VID-W-25-02. Because Staff will
evaluate Valiant/TIC's rates and provide recommendations to the Commission in the general rate
case, Case No. VID-W-25-02, Staff believes the investigation in Case No. VID-W-25-01 is
duplicative and no longer necessary.
STAFF RECOMMENDATION
Commission Staff("Staff')recommends the Commission close Case No.VID-W-25-01 as
the rates charged by Valiant will be investigated in Case No. VID-W-25-02. Additionally,
recommends the Commission direct the Commission Secretary to transfer Staff's first set of
production requests and the Company's responses to them into Case No. VID-W-25-02.
Transferring these production requests and response into that case will expedite the processing of

that case as they contain information pertinent to Staff's evaluation of the Company's application
to increase rates.
