Dear PUC Commissioners,
We have owned within the North Idaho Club(NIC)since 2014 and would like to comment on the subject case.
Our concerns are
the debts and expenses that the developer has included in the rate case, Inconsistency between unbuilt lot
water charges and charging long time,existing customers for system functionality and expansion to serve
more lots.
SYSTEM FUNCTIONALITY
When the developer bought the NIC,there were homes within the NIC that received water through the NIC
water system and these homeowners were paying for this water service. However,when the developer
purchased the NIC and acquired the water system, he knew the water system did not include the wells. The
developer had to construct wells which would permit him to provide water to new and existing lots. The new
wells required water treatment to be potable. The developer had the responsibility to install water treatment.
Existing customers,who had been getting potable water prior to the developer purchasing the water system,
should not have to pay for development of new wells and treatment of the water from these wells.
INCONSISTENCY BETWEEN LOT CHARGES
Some of the recently sold lots are not paying for the water service while lots sold earlier are paying for water
service.
All unbuilt lots should pay the same or not pay at all until they are connected.
SYSTEM EXPANSION
Not all lots within NIC have been developed nor sold. The developer will continue to develop and sell these
new lots. Included in the price of the lots is the cost of enlarging the water system. The developer will receive
payment for expansion of the water system for these lots from the price of the lots.
Existing customers should not have to pay for system expansion to support sales of new lots.
