Members of the Commission,
I recently received a letter from Rocky Mountain Power(RMP)notifying me of Case No. PAC-E-25-02. This
letter stated that they will be raising my utility rates by72%, in order to make the utility rates fair to all
customers.
I purchased a solar system in October of 2023 which cost me approximately$32,000.00 after tax rebates. At
the rate that RMP is currently providing it will take me over 20 years to realize any return on my investment.At
the proposed rate of 4 cents a KW, I will never get a return on my investment. In fact, I will be subsidizing RMP
with my capital investment in order to provide RMP with cheap power,which they will then sell to other
costumers at two to almost three times the rate they are giving me. How is this fair to me or any other solar
provider who has purchased a solar system in the last several years?

If I had known that in less than 2 years, I would be getting 4 cents a KW on power provided to RMP, I would
have never purchased the system. The Commission allows RMP to get a positive return on their investment.
Why should it be any different for a private citizen?
It appears that RMP currently has enough solar power feeding their system that do not want any more solar
production on their grid. This will put the solar companies in South Eastern Idaho out of business,and ensure
that Idaho will be limiting solar power in the state. Not to mention that this is a money grab for RMP at the
expense of those who have purchased solar power in the last few years.
This is a totally unfair proposal being put forth by RMP. It will not only force private citizens to subsidize RMP,
but it will also put tax paying solar companies in the state out of business,and limit solar installations in the
state for years to come.
Please do not even consider passing this proposal. It would be a travesty to those who have purchased their
own solar power system,and to those who provide new solar equipment.

would we want to continue to have solar panels if we are only benefiting Rocky Mountain Power and no longer
benefiting us?This should be stopped.We wholeheartedly disagree with the rate reduction for solar
