AVU-E-25-01 CORPORATION'S APPLICATION FOR THE ) AVU-G-25-01 AUTHORITY TO INCREASE ITS RATES ) AND CHARGES FOR ELECTRIC AND ) NATURAL GAS SERVICE TO ELECTRIC ) ORDER NO. 36519 AND NATURAL GAS CUSTOMERS IN THE ) STATE OF IDAHO ) On March 11, 2025, Walmart Inc. ("Walmart") moved the Idaho Public Utilities Commission ("Commission"), under Commission Rule of Procedure 43.031 and Idaho Bar Commission Rule ("IBCR") 227, for an Order approving the limited admission, pro hac vice, of Justina A. Caviglia in this case. The Motion was signed and attested to by local counsel Norman M. Semanko (Idaho State Bar License No. 4761). In the Motion, Ms. Caviglia certifies that she is an active member in good standing with the bar of the states of Nevada and Washington and that she maintains the regular practice of law in Nevada. She further declares that she is not an Idaho resident or licensed to practice law in Idaho. Ms. Caviglia and Mr. Semanko certify that a copy of the Motion has been served on all other parties to this case, and that a copy of the Motion, accompanied by a$325 fee and certificate of good standing,have been submitted to the Idaho State Bar. Mr. Semanko acknowledges that his attendance shall be required at all Commission proceedings in which Ms. Caviglia appears,unless specifically excused by the Commission. COMMISSION FINDINGS The Commission has reviewed and considered the Motion and applicable rules, including IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03. Based on the filings of record and certified representations of Ms. Caviglia and Mr. Semanko, we find that reasonable grounds have been demonstrated to justify the granting of limited admission of Ms. Caviglia as legal counsel for Walmart. We further find good reason to excuse the appearance of Mr. Semanko in further proceedings in this docket unless needed by Ms. Caviglia. ' Commission Rule of Procedure 19 also pertains to motions for pro hac vice admission. ORDER NO. 36519 1 CONCLUSIONS OF LAW The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code, Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq. ORDER IT IS HEREBY ORDERED that the Motion is granted; Justina A. Caviglia is hereby granted limited admission as legal counsel for Walmart in Case Nos. AVU-E-25-01 and AVU-G- 25-01. IT IS FURTHER ORDERED that the attendance of Norman M. Semanko is excused from all further proceedings in Case Nos. AVU-E-25-01 and AVU-G-25-01 unless needed by Justina A. Caviglia.
