Comments for VEO-W-24-01

As a concerned citizen, I would like to submit the following comments in Case No. VEO-
W-24-01 (Veolia's General Rate Case). Because the issues I have experienced are common
issues that other ratepayers may experience as well, I hope the Commission can resolve them
through a rulemaking process.
Background
My exterior water line started leaking seriously on April 28, 2024, at a speed 500 gallons
per hour for many hours. See Appendix 1. Veolia didn't inform me of the leakage until January
6, 2025, through a phone call. See Appendix 2. I replaced the exterior water pipe on January 7,
2025, which stopped the leakage. See Appendix 3. Between April 28, 2024, through January 6,
2025, the water had been leaking for 24 hours a day, 7 days a week. Appendix 4 and Appendix 5
compares the water usage during the leakage period to the water usage of the same period one
year prior in dollars and in CCF, respectively.
On March 6, 2025, I applied for Veolia's Leak Adjustment Credit. On March 13, 2025,
Veolia notified me that the Company will only provide a credit of$107.64 based on the last
billing period of November 1, 2024, through January 2, 2025. See Appendix 6. On March 19,
2025,Veolia further explained how the credit of$107.64 was calculated. See Appendix 7.
Specifically, (133-6)/2*water rate=$107.64, where 133 is the total water usage in CCFs
for the billing period of November 1, 2024, through January 2, 2025; 6 is the 3-year
average of water usage in CCFs for the same time period at the property.
Issues
First,Veolia failed to utilize its Advanced Metering Infrastructure ("AMI") technology to
inform me of the leak in a timely manner. Veolia has technological capabilities, such as the AMI
meter on my property, to detect the leak as soon as it occurs. Notifying me of the leak 8 months
after it started indicates that the Company has not put the AMI technology to best use. As Veolia
stated in Case No. VEO-W-22-02, "AMI meters are installed to remotely collect volumetric
readings for the purpose of volumetric billing and customer leak detection." Thompson, Di-Reb
at 5 and 6. Investing in a technology without using it,Veolia is wasting ratepayers'money.

Therefore, I recommend that the Commission establish rules to require Veolia to utilize the
function of AMI technology for customer leak detection and inform customers of the leak within
a reasonable timeframe.
Second, the method for calculating my adjustment credits is not reasonable. Because
Veolia failed to utilize its AMI technology to inform me of the leak in a timely manner, I believe
the Company should provide credits for the entire leak period(April 28, 2024, through January
6, 2025), instead of the last billing period(November 1, 2024, through January 2, 2025), and
calculate credits that result in a final bill of 3-year average usage on the property after the
adjustment.
Third, the "Leak Adjustment Credit"program lacks visibility and transparency. Many
ratepayers who experience leakage are not aware of the existence of the program. Also, the
method used to calculate adjustment credits and the rationale behind the method lack
transparency. I recommend that the Commission require Veolia to include relevant information
in its tariff"Veolia Water Idaho, Inc. Rate Schedules: Rules and Regulations Governing the
Rendering of Water Service and Water Main Extensions", which is posted on the Commission's
website'.

To determine if the leak qualifies we use the previous 3 years of usage,from the same time period,at the property and obtain an average.
The average is then subtracted from the usage that included the leak,this number is then divided in half to determine how many hundreds
of cubic feet or CCF are eligible.The usage is then multiplied by the normal rates we would charge during that billing cycle Please let us
